SUBJECT                  Proposal to Rename the Sydney Olympic Park Ferry Terminal (Wharf)

MOTION

That Council calls on the newly elected NSW Government and the Hon Jo Haylen MP, Minister for Transport to rename the Sydney Olympic Park Ferry Terminal (Wharf), the Wentworth Point Wharf.

 

BACKGROUND

 

1.      There is currently a process in place for the Jewel and Sanctuary Building to change from Sydney Olympic Park to Wentworth Point.

 

2.      The population of Wentworth Point has increased dramatically since the Wharf was first named.

3.      On 24 May 2021, City of Parramatta Council resolved to write to Transport for NSW (TfNSW) to seek TfNSW’s endorsement (as the asset owner) to commence public consultation regarding a renaming process for changing the name of ‘Sydney Olympic Park’ ferry terminal to ‘Wentworth Point’ ferry terminal. A copy of Council’s letter to TfNSW is provided at Attachment 1.

 

4.      Council officers are supportive of this NoM. Council officers are of the view that renaming the ferry wharf to ‘Wentworth Point’ would provide a level of naming consistency, provide an integrated identity for the suburb of Wentworth Point which relies heavily on foreshore access, reduce way-finding confusion, and reflect the true nature of this area 21 years on from the 2000 Sydney Olympic Games. In addition, Sydney Olympic Park Ferry Terminal is now in much closer proximity to Wentworth Point as a high-density residential suburb, than to Sydney Olympic Park as a destination.

 

5.      The Geographical Names Board (GNB) has advised Council that the current name, in full, is ‘Sydney Olympic Park Ferry Terminal’, though the on-site signage refers to ‘Sydney Olympic Park’.

 

6.      The GNB also confirmed that TfNSW is the owner of the asset and is the relevant authority required to approve any name change of the ‘Sydney Olympic Park’ ferry wharf.

 

7.      On 29 June 2021 Council wrote to the Secretary, Transport for NSW requesting that TfNSW, as asset owner, progress with the name change.

 

8.      On 14 July 2021 Council received a letter from the Executive Director - Community and Place at TfNSW. The operative sections of that letter are that TfNSW acknowledged “… the reasons outlined by the City of Parramatta Council to rename Sydney Olympic Park Ferry Terminal” but “… a renaming process carries a significant cost to update customer-facing information, collateral and digital channels across the transport network.” TfNSW noted that it would. “… investigate the potential renaming of the Sydney Olympic Park Ferry Terminal as part of future planning in the area to ensure it assists customers with location and navigation.” A copy of the incoming letter from TfNSW is provided at Attachment 2.

 

9.      Should Council resolve in accordance with this motion, Council officers will write again to TfNSW urging the newly elected NSW Government to expedite the renaming of Sydney Olympic Park Ferry Terminal to Wentworth Point Wharf.

 

FINANCIAL AND RESOURCE IMPLICATIONS

 

10.    Should Council resolve in accordance with this motion, there are no financial and minimal resource implications associated with implementing the decision.

SUBJECT                  Sydney Olympic Park – Proposed Statue to Recognise Cathy Freeman OAM

MOTION

 

(a)     That Council support the installation of a statue of Catherine (Cathy) Freeman OAM in a suitable public place at Sydney Olympic Park, such as outside the Olympic Stadium or the Showgrounds Stadium.

 

(b)     That the Lord Mayor write to the Hon Chris Minns MP, Premier of NSW, the Hon John Graham MLC, Minister for the Arts, the Hon David Harris MP, Minister for Aboriginal Affairs and Treaty, the Hon Stephen Kamper MP, Minister for Sports and the Hon Paul Scully MP, Minister for Planning and Public Spaces, requesting that the NSW government commission and install a suitable statue to recognise the sporting and cultural contribution that Cathy Freeman has made to the nation.

 

(c)     Further, that the Chief Executive Officer write to all State and Federal Members within the City of Parramatta calling on them to support Council’s request for the statue.

 

BACKGROUND

 

1.      I placed this matter before a Councillor strategy meeting over 12 months ago.

 

2.      I was also approached by AFL Legend Kevin Sheedy who originally proposed this idea, and expressed his willingness to be involved.

 

3.      The NSW Government has just recently named a section of the Olympic Stadium dedicated to Cathy Freeman OAM.

 

4.      Grounds outside the MCG have many statues commemorated sporting icons, but we have none in Sydney Olympic Park.

 

5.      Cathy Freeman OAM is an Australian icon and the statue would generate interest both locally and internationally.

6.      Should Council resolve in accordance with this motion, Council officers will prepare correspondence requesting that the NSW Government commission and install a suitable statue at Sydney Olympic Park recognising the contribution that Cathy Freeman OAM has made to the nation.

SUBJECT                  Proposal for Dog Owners' Education Campaign - Off Leash Dog Parks

MOTION

(a)     That Council acknowledge the recent increase in media reports regarding dog attacks across various jurisdictions, and that it is important that local residents and owners be aware of the action to be taken in the event that an incident occurs in the City. 

 

(b)     That the Chief Executive Officer prepare a report to Council that investigates the following matters:

 

i.        The current process for notifying Council of a dog attack in the City’s off leash dog parks;

 

ii.       The establishment of an education campaign and updating of the Dog Park section of the City of Parramatta website, social media and relevant publications with information on how to report a dog incident and the roles of owners, victims and the Council;

 

iii.      The current trends and number of attacks within off leash dog parks across the LGA and actions taken by Council officers; and

 

iv.      The installation of appropriate signage to assist residents in notifying Council in any instance of a dog attack occurring in an off leash dog park.

 

(c)     Further, that the Chief Executive Officer arrange for low-cost temporary signage to be installed at all off-leash dog parks to assist residents in notifying Council in any instance of a dog attack occurring, in the interim period until such time as the report is submitted to Council.

 

BACKGROUND

 

1.      Council currently has a number of off leash dog parks including:

i.        Barnett Park Winston Hills

ii.       Burlington Memorial Park Northmead

iii.      Cowells Lane Reserve Ermington

iv.      Dan Mahoney Reserve North Parramatta

v.       Deakin Park Silverwater

vi.      Don Moore Reserve North Rocks

vii.     George Kendall Riverside Park Ermington

viii.    John Wearne Reserve Carlingford

ix.      McCoy Park (Basin Only) Toongabbie

x.       Pierre De Coubertin Park Newington

 

2.      Council rangers actively work with the community to promote the principles of responsible dog ownership whilst using public park facilities.

 

3.      However it is the responsibility of all park users and dog owners to look after their dogs responsibly with clear signage on how to look after dogs responsibly in public.

 

4.      It is noted that in accordance with the Companion Animals Act (NSW), dog owners who fail to comply with leash requirements may be issued a fine of up to $1,100.

 

5.      Residents are able to report dog incidents to Council for further action but there is some confusion around responsibility for dog attacks and a perception that Council takes no action.

6.      Currently, all members of the community are able to report a dog attack through Council’s in hours/out of hours phone number and the details of the incident will be allocated to a Ranger for appropriate investigation and action. (As Council is required to protect the privacy of persons the subject of the allegations, and to not prejudice any potential future legal action), officers are unable to make public the details of the investigation).

 

7.      Should Council resolve in accordance with the motion, Council officers will prepare a report utilising existing resources before end July 2023.

 

8.      Should Council resolve in accordance with the motion, the provision of signage using corflute material can be arranged at low cost (approximately $200) at Council’s designated off leash dog parks.  The cost to produce the signage can be undertaken within existing park maintenance resources.

 

FINANCIAL AND RESOURCE IMPLICATIONS

 

9.      Should Council resolve in accordance with the motion, there are minimal financial and resource implications for the erection of interim signage which can be sourced from within existing budgets.  The costs associated with any education campaign will be provided to Council as part of a future report.

1.      Following receipt of protocol advice, an invitation to visit the City of Parramatta from the Lord Mayor, Councillor Donna Davis to His Excellency, The Prime Minister of India, Mr Narendra Modi was sent to the Indian High Commission on Monday 24 April 2023.

 

2.      A copy of the correspondence was emailed to all Councillors on Thursday 4 May 2023, Attachment 1.

Executive Director City Planning and Design response:

 

1.   Please find below a map of the disabled parking spaces as per Spotparking. This is a screenshot from an interactive map and the boxes with the number of parking spaces are a manual overlay.

 

2.   Council does not issue mobility parking permits, as these are issued by Transport for NSW. However, there are 11,021 active mobility parking permits issued to residents within the Parramatta LGA. Further data is provided in the screenshot below from Transport for NSW.

 

3.   Council consulted with the Parramatta Chamber of Commerce on the proposed changes to parking. No reply was received.

Executive Director City Planning and Design response:

 

Council has not yet advised Federal MPs of their ability to have a representative on the Local Traffic Committee. However, arrangements have now been made to send new invitations. It should be noted that, unlike State MPs, Federal MPs are not able to vote on agenda items (in accordance with Transport for NSW requirements).

 

Item 13.4 – Heritage Grant.

 

During discussion on Item 13.4 – Heritage, Councillor Esber asked the following question:

 

In relation to Bago Street, what would be the heritage component for stormwater and sewerage work underground?

 

Executive Director City Planning and Design response:

 

This application involved various inspections and works to repair ageing stormwater and sewer pipes. A large component of work included the renewal of the main sewer pipe between the main sewer connection and the inspection shaft within the property boundary. Also work was undertaken to clear the blocked water fountain on the property.

 

Stormwater and sewer lines are considered to be an integral and functional part of the dwelling and contributes to the integrity of this heritage property. The fountain is an integral part of the heritage landscaping and streetscape. Work required to repair a fault in the stormwater and sewer lines and to clear a blockage in the water fountain are eligible for a grant.
