SUBJECT NOTICE OF MOTION: Music Markets Wentworth Point

That the City of Parramatta Council prepare a report to examine if Council can support the markets at Wentworth Point with live music.
BACKGROUND
1. The City of Parramatta Council has had a music program for many years that has been reduced due to COVID etc. The community in Wentworth Point is now conducting successful markets. I believe these markets should be supported as we have the markets in the Parramatta CBD with live music, particularly over the Christmas season.

2. Cambridge Markets, a commercial market operator, currently run a market in Wentworth Point at Marina Square. This market takes place on the fourth Sunday of every month and focuses on fresh produce, homewares, gifts and hot food. It begun on 23 May 2021. Cambridge Markets deliver commercial markets at the Entertainment Quarter, Ryde Wharf and Wentworth Point. Council Staff advise that Cambridge Markets have been engaged to deliver the Wentworth Point Markets by the local building management company on land owned by Billbergia.
3. Council currently runs the Parramatta Farmers’ Markets in Centenary Square each Friday. As part of the Market, Council programs live music performers, with different performers each week.
4. Council providing in-kind music programming to a commercial market operator is not recommended. Alternatively, Council staff could provide details of live music performers to Cambridge Markets for them to engage as required. Council Staff will contact Cambridge Markets to offer this assistance.
FINANCIAL AND RESOURCE IMPLICATIONS
5. Having regard to the staff response above, there are no financial implications for Council associated with providing details of live music performers to Cambridge Markets for them to engage as required.
6. Should Council resolve to prepare a report, the costs associated with the preparation of the report will be provided for within the existing adopted budget.

SUBJECT NOTICE OF MOTION: Indian Flag Raising Ceremony

(a) That Council host a flag-raising civic event for Indian Independence Day, to be held on 15 August 2021.
(b) Further, that an invitation is extended to the Consul General of India Sydney to attend the event.
BACKGROUND
1. This year marks the commencement of a yearlong celebration to commemorate 75th Indian Independence Day, celebrated on 15th August every year. This day marks the anniversary of the passage of the Indian Independence Act 1947 (UK) formalizing the separation of India from the United Kingdom as a separate sovereign entity.
2. Flag raising events form an important symbolic component of Indian Independence Day as India’s first Prime Minister Jawaharlal Nehru raised the Indian flag above the Lahori Gate to coincide with passage of the Act. Each year the Prime Minister of India raises the Indian flag and makes an address on matters of national significance.
3. According to 2016 Census data for the City of Parramatta, India ranks as the highest country of birth other than Australia. At the time of the 2016 census, 24,037 people identified India as their country of birth – an increase of 8,977 from the previous 2011 census.
4. Indian Flag Raising Ceremony in 2018 and 2019 were very successful and drew large crowd and engagement from the community.

5. Council’s Civic Flag Raising Ceremony program typically utilises flag poles in Centenary Square in front of Parramatta Town Hall. The flag raising program is currently suspended due to the impact of construction work to this area, relating to Parramatta Square and Parramatta Light Rail. It was resolved at the Council meeting of 24 February 2020 that (2638):
(a) That the Civic Flag Raising Ceremony program be suspended due to the erection of hoardings in Centenary Square, and removal of the existing flagpoles, while works are carried out related to Parramatta Square and Parramatta Light Rail.
(b) That Council Officers liaise with the key stakeholders involved in these ceremonies to advise them of this decision.
(c) That the budget for this program be re-allocated to assist with the delivery of the Ward Family Fun Days.
(d) Further, that following completion of these works and the re-installation of flagpoles, Councillors receive advice regarding the appropriateness of re-establishing this program, and that this advice include the origin of each ceremony, costs, historical attendance, and other relevant information.
6. The delivery of a flag raising ceremony for the 75th anniversary of Indian Independence Day would be considered an exception. An alternative location on the Parramatta River Foreshore, where flag poles are in place, could be utilised. Significant event infrastructure would be required to deliver the event, including infrastructure required to adhere to COVID-safe practices.
7. Further, the impact of the MAAS construction site, as well as protocols around the use of flags at this location would need to be investigated.
8. Alternatively, Council could mark this significant anniversary in a different and appropriate format, such as a formal message to the community.
9. As per the previous resolution, following completion of construction works, the re-establishment of the Civic Flag Raising Ceremony program will be considered, with Councillors consulted to ascertain the best way forward. This would include consideration of Indian Dependence Day in 2022.
10. If the proposed Ceremony proceeds in 2021, an invitation would be forwarded to the Consul General of India.
11. Please note this proposed Ceremony in 2021 would fall during Council’s Caretaker period.
FINANCIAL AND RESOURCE IMPLICATIONS
12. An additional FY21/22 budget allocation of $10,000 is required to deliver this proposed Ceremony. Should Council resolve the motion, any adjustment to the budget will be included in the next Quarterly Budget Review for endorsement by Council.
13. The table below summarises the financial impacts on the budget arising from approval of this report.

Can the Chief Executive Officer please locate and provide the response from Minister Stokes to all Councillors and be included with the Lord Mayor’s letter in the 28 June Council papers.
BACKGROUND
1. Lord Mayor Councillor Bob Dwyer’s email letter of 2 May to the Hon Rob Stokes MP Minister for Planning & Public Spaces urging him to work with Council to find a mechanism to address the then estimated $300+ million cut in CBD community infrastructure funding caused by his abolition of value capture. I understand that Minister Stokes had written a reply for our Council meeting of 15 June, but as it was not provided for that meeting.
