SUBJECT LATE REPORT FOR APPROVAL: Free Parking - Ticket Parking Machines (On-Street) and Multi Level Car Park - Christmas Festive Period

REPORT OF Manager Paid Parking
PURPOSE:
To seek approval to conduct free parking during selected days prior to the festive season Christmas 2020.
(a) That Council approve the switch off of the City's parking meters on the two (2) business days prior to the Christmas Day and Boxing Day public holidays 2020.
(b) Further, that Council agree to provide free parking at Council owned parking stations for one day on 24 December 2020.
BACKGROUND
1. Councillors may be aware that Council considered a Lord Mayoral Minute at its Council meeting on 26 November 2012 and resolved as follows:
"(a) That Council agree to switch off the City's parking meters on 22 and 24 December 2012.
(b) Further, that Council agree to provide free parking at Council owned parking stations for one day on 24 December 2012."
2. This arrangement has occurred in some form each year since 2012, as a gift to the city from the City of Parramatta Council during this festive time.
ISSUES/OPTIONS/CONSEQUENCES
3. Free parking on selected days during the Christmas festive season has become a regular tradition and accepted practice since 2012 which requires an individual approval each year.
4. Council has the delegations to amend and / or waive fees and charges and has currently done so in relation to COVID fee waivers recently. However in view of the time constraints and the public exhibition of this waiver that is normally required, could not be undertaken in the time to provide the benefit to the community. This matter will be addressed in the 2021 / 2022 Fees and Charges in accordance with Councils due process.
5. In relation to the on-street ticket parking machines (TPM), Council's resolution translates to two days of free parking on 23 and 24 December each year, a total of 4 days apply where public holidays are included. Additional days may apply where Christmas occurs over a weekend.
6. The general practice to advise the community is as follows:
· TPM - A "hoodie" (Picture In below) has been designed to cover the whole parking meter advising users of the free parking. Arrangements will be made for the placement and removal of these "hoodies" at the appropriate times as well as physical monitoring against vandalism or the removal of the "hoodie". The existing signposted time limits will still apply and are enforceable.
· Multi-Level Car Parks (MLCP) - These carparks will remain open during the Christmas and New Year period with free entry only on Christmas Eve. Appropriate signage will be displayed at the entry of each MLCP on this day only.

FINANCIAL IMPLICATION FOR COUNCIL
9. The estimated total revenue loss is $71,000, with an estimated cost “Hoodie” placement of $10,000.
10. The above figures are already accounted for in the current approved budget within the seasonal adjusted variances, a practice that has been in place in Council since 2012.

SUBJECT NOTICE OF MOTION: Sydney Olympic Park High School

That Council write to the Minister for Education seeking assurances that any masterplan for the proposed Sydney Olympic Park High School includes the following spatial and community requirements:
a. That school buildings and grounds be designed and built to accommodate students from the entire Olympic Peninsula, including Newington, Wentworth Point, Carter St and Olympic Park.
b. Any covered outdoor learning areas be designed and built to accommodate the maximum number of anticipated enrolments.
c. Library and ancillary study spaces be designed and built to serve the entire school community and be included within the school precinct.
d. That Peninsula Park will not be considered as a de-facto school active and or passive green space for use by any NSW Department of Education facilities and/or students during school hours.
BACKGROUND
1. A one page brochure distributed to residents of Wentworth Point by the NSW Department of Education includes vague descriptions of spatial and community requirements to be included in the planning phase for the proposed SydneyOlympic Park High School.

2. The NSW Government has recently announced it is carrying out planning work for a new high school for Sydney Olympic Park, which will adjoin the primary school that opened in 2018. School Infrastructure NSW (SINSW) will shortly submit the scoping report to inform its state significant development application in to be submitted in 2021.
3. In parallel, Transport for NSW (TfNSW) is reviewing the existing masterplan for the Wentworth Point Stage 2 Precinct, which will require updates to both the Local Environment Plan and Wentworth Point Development Control Plan. The revised plans will include the new high school as well as the mixed-use residential development, waterfront facilities and the Peninsula Park.
4. TfNSW is carrying out this work in close collaboration with SINSW and other NSW government agencies, acknowledging the two simultaneous planning processes and SINSW’s committed timeline to deliver the new school.
5. TfNSW has recently contacted the Chief Executive Office to arrange a meeting to share the scope of the revised plans, provide a high level outline of their program schedule and seek guidance about the planning process and working with Council.
6. It is recommended that Council defer sending any correspondence until after this meeting takes place, and a briefing is provided to Councilors.

That the Lord Mayor and CEO write joint letters to the Minister for Transport, Minister for Planning and Minister for Education seeking an urgent meeting to advocate for the construction of the Peninsula Park and to secure assurances that this park will not be absorbed into the site of any future school.

A search of the customer service system for the 12 months ending 2/12/2020 has shown that 8 requests were received in the service category of REQUEST FOR THE REMOVAL OF LITTER relating to parks and reserves.
6 requests were also received for Illegally Dumped Rubbish relating to parks and reserves. |

Why is only $10,000 allocated to Outside CBD? |
Due to the terms of the Economic Development Special Rate (EDSR) set by IPART, which makes up the majority of the Economic Development budget, any grant funding from this budget can only be spent within the EDSR collection area (within the CBD).
Only $10,000 is currently available from the City Strategy General Budget to allocate to this program for “Outside of CBD”. This amount is consistent with the allocation from the previous financial year. |
