SUBJECT                 Condolence Motion: Beirut, Lebanon Tragedy

PURPOSE:

 

The purpose of this Lord Mayor Minute is to pay our respects to the lives lost and injured, and all those impacted by the Beirut, Lebanon explosion on Tuesday 4 August 2020.

 

 

Recommendation:

 

(a)    That Council acknowledge the tragic loss of life, and those injured, in the Beirut, Lebanon explosion on Tuesday 4 August 2020.

(b)    That Council note our own formal condolences are being sent to the Consulate General of Lebanon in Sydney, and a copy of this Minute will be shared with them;

(c)    That Council note that Lebanon’s national flag will be flown at half-mast from today, Monday, 10 August 2020, for one week on the Parramatta River foreshore in solidarity with the people of Beirut and our Australian-Lebanese community;

(d)    That Council note an online condolence book has been established on Council’s website for the Parramatta community to leave messages of condolence and support for the people of Beirut, and those affected locally;

(e)    Further, that the Chamber hold a minutes silence as a mark of mourning and respect.

 

BACKGROUND

 

1.     The City of Parramatta is saddened by the devastating blast that occurred in Beirut, Lebanon on Tuesday 4 August 2020, which resulted in more than 150 deaths, 6,000 injures and left hundreds of thousands of residents homeless.

2.     The thoughts and prayers of the City of Parramatta are with those affected by this tragedy, their families and friends. We also convey to the government and people of Lebanon our sympathies on this tragedy.

3.     Parramatta and Lebanon have a strong relationship built on extensive community ties, with Parramatta home to more than 7,600 people of Lebanese heritage who contribute to all aspects of life in our City.

4.     Many of our residents have also spent time in Beirut or have family and friends living there, and we stand with our Australian-Lebanese community in this difficult time.

5.     Council’s formal condolences are also being passed on to the Consulate General of Lebanon in Sydney, and a copy of this Minute will be provided to them.

6.     As a mark of mourning and respect, the national flag of Lebanon is being flown at half-mast from today, Monday 10 August 2020, for a period of one week on the Parramatta River foreshore to honour the victims of the tragic events in Beirut, Lebanon.

7.     An online condolence book has also been set up on City of Parramatta’s website so that members of the community can share messages of condolence and support. These messages will be compiled and shared with the Consulate General of Lebanon in Sydney as we pay our respects to the lives lost and those injured in this tragedy.

8.     This page also contains information on how the Parramatta community can donate to the Red Cross of Lebanon response efforts on the ground.

9.     The City of Parramatta’s deepest sympathies go out to the people of Lebanon, and all those worried for friends and family.

SUBJECT                 Thanking the Parramatta Community

PURPOSE:

 

The purpose of this Lord Mayor Minute is to recognise the ongoing phenomenal response and inspiring efforts of community groups, organisations and volunteers across the City of Parramatta to support our communities during this COVID-19 pandemic.

 

 

Recommendation:

 

(a)    That Council thank and congratulate the many community groups, organisations and volunteers detailed in this Lord Mayor Minute at Attachment 1 for their extraordinary ongoing efforts to support the people of the City of Parramatta in the face of the COVID-19 pandemic;

(b)    That Council note the support provided by these organisations has been across a wide range of areas, from emergency food provision to activities reducing the impacts of social isolation, and that these organisations have shown incredible resilience and adapted their services when faced with these new challenges;

(c)    That Council note this list of organisations is not exhaustive, and that there are many more in our City who have made exceptional contributions to support and keep this community well and safe; and

(d)    Further, that Council update the existing COVID-19 information page on the City of Parramatta website to include this list of community organisations

 

 

BACKGROUND

 

1.     The COVID-19 outbreak has been the most disruptive crisis we have seen in generations and the response from across all sector of society has been extraordinary.

2.     Community organisations and volunteer groups have been a huge part of that, and as they step up to support the communities they work with, it is vital that we acknowledge their contribution.

3.     Right across the City of Parramatta, we have seen a huge local response, with community organisations, and volunteers, changing or expanding their services to meet new and significant demand.

4.     From providing emergency food provision and supporting victims of family and domestic violence, to helping people who are forced to self-isolate by providing practical services and information, our community organisations are playing a vital role – all whilst having to grapple with new ways of working and social distancing measures.

5.     As Lord Mayor of the City, and as a local Councillor, I have had the opportunity to see and hear about the services and hard work delivered over the last few months.

6.     It has been inspiring to see how, in the face of extraordinary difficulties, community groups are playing such a powerful, positive and essential role.

7.     This Lord Mayor Minute seeks to thank and congratulate the tremendous efforts of our community organisations and volunteers, and all those involved in the staggering efforts to keep this community well and safe.

8.     This list of organisations, provided at Attachment 1, is not exhaustive, and does not contain every group or volunteer who is making a difference in our community, but this Minute provides examples that we can celebrate, recognising the generosity and steadfast commitment that exists in our communities.

9.     To all these organisations, and the many more we have not named, supporting our communities, we say Thank You.

SUBJECT                 75th Anniversary of Victory in the Pacific Day - 15 August 2020

PURPOSE:

 

The purpose of this Lord Mayor Minute is to acknowledge Victory in the Pacific Day (VP Day) on Saturday 15 August, marking the 75th anniversary of the conclusion of World War II.

 

 

Recommendation:

 

(a)    That Council note that Victory in the Pacific Day (VP Day) will be commemorated on Saturday 15 August, marking the 75th anniversary of the conclusion of World War II;

(b)    That Council honours all of our servicemen and women, past and present, and pays tribute to the 1st/15th Royal New South Wales Lancers of Parramatta, the Lancer Association, and sub-Branches of Parramatta and Epping RSLs for their long-standing history of proudly supporting our nation and community;

(c)    That Council note that a ‘Victory in the Pacific Online Experience’ has been created by Council, where the community can discover and explore a range of historical articles, artefacts, profiles and local stories;

(d)    That Council note acknowledgement letters from the Lord Mayor to Parramatta and Epping RSL sub-Branches have been prepared, and will be sent to note this significant anniversary and their ongoing contributions; and

(e)    Further, that Council note arrangements have been made to lay commemorative wreaths at Parramatta and Epping cenotaphs this Saturday, 15 August on behalf of the Lord Mayor, Councillors and Citizens of the City of Parramatta.

 

BACKGROUND

 

1.     2020 marks the 75th Anniversary of Victory in the Pacific (VP) Day, a significant day in history marking the end of the Second World War and is celebrated across Australia and the World.

2.     VP Day, also referred to as VJ (Victory over Japan) Day, is celebrated each year on 15 August and commemorates Japan’s acceptance of the Allied demand for the unconditional surrender on 14 August 1945. For Australians, it meant that the Second World War was finally over.

3.     On VP Day, we remember Australia's war efforts from 1942 to 1945 in the Pacific region, including in Singapore, Borneo, Malaya, Papua, New Guinea and New Britain. It was a time when people worked hard and cooperated to defend the nation.

4.     We commemorate those who served in the war including 1 million Australians who served in the Armed Services. Some 40,000 Australians didn't return home to their families. Over 17,000 of them lost their lives while fighting in the war against Japan, with some 8,000 dying whilst in Japanese captivity.

5.     On 13 July 2020, Council resolved:

(a)    That Council commemorate the 75th Anniversary of Victory in the Pacific (VP) Day on 15 August 2020 by:

 

1      Developing an online commemorative program of heritage articles, publications and photos featuring local Parramatta stories of service men and women who served during World War II.

 

2      Developing a media and communications plan to commemorate VP Day, with the key objectives being to ‘Commemorate’, ‘Educate’ and ‘Support’ through:

 

2.1   Website, editorials, media releases, newspaper advertisements, social media campaign, Lord Mayor’s Column, internal and external publications.

 

3      Laying commemorative wreaths at Parramatta and Epping Cenotaphs on behalf of the Lord Mayor and Councillors, and the Citizens of Parramatta

 

4      Sending acknowledgement letters from the Lord Mayor of Parramatta to Parramatta and Epping RSL sub-Branches noting this significant anniversary.

 

(c)    Further, that Council continue to liaise with Parramatta and Epping RSL sub-Branches and the 1st/15th Royal NSW Lancer Barracks and Museum and support associated activities to commemorate this significant milestone including commemorative services.

6.     Council officers have consulted with key City Armed Forces stakeholders throughout the development of the program, with the Victory in the Pacific Online Experience now live on the Parramatta History and Heritage website: https://historyandheritage.cityofparramatta.nsw.gov.au/our-stories/victory-in-pacific-75th-anniversary

7.     Appropriate arrangements have also been made to lay commemorative wreaths at Parramatta and Epping cenotaphs, and acknowledge this significant anniversary with the Parramatta and Epping RSL sub-Branches.

 

 

FINANCIAL IMPLICATION FOR COUNCIL

 

8.     On 13 July 2020, Council resolved to support the delivery of an online commemorative program for VP Day, delivered within the City Events and Festivals (Civic Program) 2020/21 operational budget. There are no new financial implications for Council as a result of this Lord Mayor Minute.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to recognise Council’s success at the recent LGNSW Local Government Week Awards 2020, and congratulate and recognise the efforts of staff on these projects.

 

 

Recommendation:

 

(a)    That Council note our recent win at the Local Government NSW Local Government Week Awards 2020, with Council winning the LGNSW 2020 Planning Award – Culture Change, Innovation and Excellence for ‘Planning a 24-hour city: Parramatta Night City Framework 2020-2024’;

(b)    That Council congratulate the Council officers involved in the development of this framework, led by the Economic Development and City Strategy teams, on this win and thank them for their hard work and commitment to the City; and

(c)    Further, that Council note a number of other Council projects and initiatives were nominated in the LGNSW Local Government Week Awards, and Council congratulates the teams responsible for these projects on this achievement and thanks them for their valuable contributions.

 

BACKGROUND

 

1.     The Local Government NSW (LGNSW) Local Government Week Awards are a signature event in LGNSW’s event calendar, held in Local Government Week each year to publicly recognise the efforts of councils in forging relationships of excellence within their communities. The event has historically been delivered as an awards evening, however due to Covid-19 restrictions the 2020 awards were delivered virtually.

2.     Three groups of awards were presented to Councils during the online ceremony on Thursday, 6 August 2020: the RH Dougherty Awards, the Leo Kelly OAM Arts and Culture Award and the LGNSW Planning Award sponsored by the Department of Planning, Industry and Environment (DPIE).

3.     City of Parramatta Council won the LGNSW 2020 Planning Award for Culture Change, Innovation and Excellence in the Metropolitan division for ‘Planning a 24-hour city: Parramatta Night City Framework 2020-2024’. The Award focuses on leadership and culture change, recognising actions to promote co-operation, participation and the delivery of positive and pragmatic outcomes in the planning and development area.

4.     The Parramatta Night City Framework was developed by the Economic Development and City Strategy teams with input from teams across Council, and Council congratulates all those involved on this win, and for their incredible efforts and contributions to the City.

5.     The Framework aims to attract new and diverse businesses and offerings to the City; make the City safer and easier to navigate at night; as well as foster creativity, live music and events.

6.     The judges commended these efforts, recognising that “Parramatta’s innovative project has built capacity across council to facilitate the night-time economy. It described a comprehensive internal and external engagement strategy and improved how council engages with the business community and advocates to State Government”.

7.     A number of other Council projects and initiatives were also nominated for a LGNSW Local Government Week Award, including:

a.  Parramatta Artists’ Studios for the LGNSW Leo Kelly OAM Arts and Culture Awards;

b.  Carmen Drive Shops Upgrade project for the LGNSW Planning Awards; and

c.  HMAS Parramatta Freedom of the City campaign for the RH Dougherty Excellence in Communication Award.

8.     Council offers it congratulations and thanks to all of the teams responsible for these projects and initiatives, and thank them for their hard work and commitment. These nominations are to be commended and recognise the valuable contributions made by Council officers for the benefit of our City and its residents.
