EXECUTIVE SUMMARY

The application seeks approval for the demolition of all structures on the subject site and the erection of a three storey police station to be used by the Granville Local Area Command. Works are also proposed to two rear lane ways, which will provide access to the basement car park and to provide on-street parking for rapid response Police vehicles and disabled persons.

Additional information and amended plans have been submitted during the course of the assessment of the application.

The application has been assessed by an independent planning consultant and referred to the Central Parramatta Planning Committee as Parramatta Council recently has a pecuniary interest in the land as the land was in Council ownership until 13 June 2008. Three objections to the application have been received.

The application has been made by the Crown and the provisions of Part 5A of the Environmental Planning and Assessment Act apply.

The proposal is considered to be acceptable, is generally consistent with the Disability Discrimination Act, Parramatta LEP 2001, Parramatta DCP 2005 and the Granville Town Hall & NSW Police Station Precinct Master Plan 2008. Where variations to these documents are proposed they are relatively minor and have been adequately substantiated. Accordingly, the application is recommended for approval.

RECOMMENDATION

(a)       That the Central Parramatta Planning Committee approve the development application, for a period of three years from the date of the Notice of Determination, subject to the conditions of consent in Attachment 2 of this report and subject to the written approval of the Minister being provided in accordance with s.116C of the Environmental Planning and Assessment Act if the applicant does not concur with the recommended conditions.

(b)     Further that, objectors who made submissions be advised of the decision.
