REPORT OF THE PARRAMATTA TRAFFIC COMMITTEE MEETING HELD ON THURSDAY 9 JUNE 2011 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

Parramatta Traffic Committee Chairperson Cr Andrew Bide declared the meeting open at 1:33pm.

1106 A1         PARRAMATTA CBD – REVIEW OF TIME RESTRICTIONS ON 

                        SATURDAY

                        Recommendation to Parramatta Traffic Committee:

 

That the from 8am to 4pm on Saturdays the existing ½ hour, 1 hour or 2 hour time limits be extended to 4 hours in the following locations:

 

1.      Civic Place, entire length

2.      Campbell Street, north side, between O’Connell Street and Marsden Street

3.      George Street, both sides, eastern part of section between Smith Street and Charles Street

4.      George Street, south side, between O’Connell Street and Marsden Street

5.      Horwood Place, entire length of both sides

6.      O’Connell Street, east side, between Aird Street and Campbell Street

7.      Phillip Street, south side between Smith Street and Horwood Place

8.      Pitt Street, east side, between Argyle Street and Hunter Street

9.      Valentine Avenue, east side, entire length

10.    Wentworth Avenue, west side, south of car park entrance

 

                        Comments:

 

Councillor Bide indicated that installation of a 4 hour parking restriction in Civic Place on Saturdays will allow Mobility Parking Permit Holders to park there all day and this may then reduce availability of short term parking for Parramatta Library patrons. 

 

Council’s Service Manager - Traffic and Transport advised that the former Council staff car park adjacent to Civic Place provides free all day parking for Mobility Parking Permit Holders.  However, Council will review the parking restrictions in Civic Place when the car park is closed to the public for the Civic Place development.

1106 A2         THOMAS STREET, PARRAMATTA – PROPOSED RESIDENT PARKING SCHEME

                        Recommendation to Parramatta Traffic Committee:

 

1.      That a ‘2P 8am-6pm Mon-Fri Permit Holders Excepted Area 08’ restriction be installed on the south side of Thomas Street between James Ruse Drive and Pemberton Street, Parramatta.

 

2.      That the length of existing ‘No Stopping’ restriction located on the north side of Thomas Street at James Ruse Drive be extended to the west up to the boundary of 136 and 138 Thomas Street.

 

3.      Further, that the residents living within the proposed Resident Parking Scheme in Thomas Street between James Ruse Drive and Pemberton Street, Parramatta be eligible for Resident Parking Permits in accordance with Council guidelines.

 

Comments:

 

Councillor Bide enquired whether a ‘Loading Zone’ should be installed in the street to service residents in the area.  Councillor Bide also enquired whether Council should install parking restriction (permit holders excepted) on both sides of the street instead of leaving one side for student parking. 

 

Council’s Service Manager - Traffic and Transport informed the Committee that Council generally installs parking restrictions on the south or west side of streets within Resident Parking Scheme area surrounding the Parramatta CBD.  On-street parking generally becomes available in the time restricted side of the street and can be used for deliveries.  If parking restrictions were installed on both sides, there would be no unrestricted parking for motorists that do not have permits such as visitors, residents that decide not to have permits and local employees.  It was also noted that there were 2 further responses to the survey, both in support of the proposal; one of these also wanted the restrictions in the evening, on Saturday and on both sides of the street.

 

The Representative of Cycleways Committee and Bicycle NSW indicated that all the properties have driveways so that many deliveries can be made to the properties.

1106 A3         SYMONDS AVENUE, PARRAMATTA – PROPOSED RESIDENT

                        PARKING SCHEME

                        Recommendation to Parramatta Traffic Committee:

 

1.    That 10m long statutory ‘No Stopping’ restrictions be installed on the north side of Symonds Avenue on both sides of Barham Street, Cameron Place and Webb Street, Parramatta.

 

2.    That the existing 10m long ‘No Stopping’ restriction located on both sides of Symonds Avenue at Pennant Street, Parramatta be extended to the west by 5.0m.

1106 A4         INTERSCETION OF BARNEY STREET AND O’CONNELL STREET,

                        NORTH PARRAMATTA – PROPOSED ADDITIONAL ‘GIVE WAY

                        RESTRICTION

                        Recommendation to Parramatta Traffic Committee:

 

That Council approve the following items at the T-Intersection between Barney Street and O’Connell Street, North Parramatta.

 

1.    Dual ‘Give Way’ signs on O’Connell Street immediately south of Barney Street, North Parramatta as shown in the attached sketch.

 

2.    ‘Give Way’ linemarking be marked on O’Connell Street south of Barney Street, North Parramatta as shown in the attached sketch.

 

3.    A ‘Give Way Sign Ahead’ on the western side of O’Connell Street south of Barney Street, North Parramatta as shown in the attached sketch.  

 

Comments:

 

The Committee noted the lack of a clear priority between some movements at the intersection but also noted that, based on the collision history (for the most recent 5 years) this had not caused any accidents.  It was noted that making changes may result in additional queuing and that there may be additional accidents.  However, under the current arrangements, Council may be liable for a collision under certain circumstances.

 

Converting the intersection to the standard T-intersection arrangement was also discussed.  This option was supported by Council’s Service Manager – Traffic and Transport but not supported by the RTA representative.

 

Parramatta Police and the Representative for Geoff Lee MP, the other voting members for this item (apart from the RTA representative and Councillor Bide) were not present at the meeting.  Accordingly, this matter was deferred to the next Parramatta Traffic Committee.

1106 A5         GEORGE STREET AND CHARLES STREET, PARRAMATTA – LOCATION FOR COMMONWEALTH BANK PRIVATE BUS

That a ‘No Parking – Buses and Coaches Excepted’ restriction on the east side of Charles Street north of George Street, Parramatta be installed.

Comments:

 

Council’s Service Manager - Traffic and Transport informed the Committee that free shuttle bus services may run along Marion Street and Station Street East, Harris Park, commencing in the next few months.  The median island located at the bend of Marion Street and Station Street East may need to be removed to allow bus turning movements near the bend.

 

                        Recommendation from the Parramatta Traffic Committee

 

That median island located at the bend of Marion Street and Station Street East, Harris Park be removed if required as a result of any future free shuttle bus services in Harris Park.

 

The Chairman declared the meeting closed at 2:04pm.
