REPORT OF THE TRAFFIC ENGINEERING ADVISORY GROUP MEETING HELD ON THURSDAY 8 APRIL 2010 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

Parramatta Traffic Committee Chairperson Cr Andrew Bide declared the meeting open at 3.10 pm.

That the report of the Traffic Engineering Advisory Committee meeting held on Thursday 4 February 2010 be taken as read and be confirmed as a true record of the meeting.

1004 B1         Dudley Road, Guildford - Proposed Speed Humps (Rawson Road to Davidson Road)

                        Recommendation to Traffic Engineering Advisory Group:

 

That Speed Humps not be installed in Dudley Road, Guildford.

 

Comment:

 

The Committee noted that there is no technical reason for not installing the speed humps.

 

Council’s Service Manager – Traffic and Transport advised that if survey responses showed that greater than 80% of respondents supported the proposal then it was considered that there is a general agreement in the street to install the speed humps.  Where there was 50%-80% of respondents supporting the proposal it was considered that there was no consensus and the report then considered other factors such as collision history.

 

                        Recommendation from the Traffic Engineering Advisory Group:

That speed humps not be constructed in Zillah Street, Merrylands.

 

Comment:

1004 B3         Rawson Road, Guildford - Right Turn Phase in the Traffic Signals at Campbell Hill Road

That a right turn phase not be installed in the traffic signals in Rawson Street and Campbell Hill Road.

1004 B4         Kleins Road, Northmead - Right Turn Phase for Northbound Traffic at Kleins Road

                        Recommendation to Traffic Engineering Advisory Group:

 

That Council further investigate Option 2 which includes providing a right turn phase for northbound traffic in Kleins Road at Briens Road and installing a ‘No Right Turn’ restriction for southbound traffic in Kleins Road.

 

That Council write to the RTA requesting it to develop proposals to upgrade the intersection of Cumberland Highway and Windsor Road/Church Street.

 

That Council continue to encourage the use of public transport for employees travelling to Parramatta and Westmead. 

Comment:

 

The RTA advised that it is currently investigating widening the eastbound exit ramp from Cumberland Highway on to Windsor road.

 

Hillsbus/Westbus advised that it had recently doubled the frequency in the am peak of all of its T-way Services and some of its Windsor Road services.

 

                        Recommendation from the Traffic Engineering Advisory Group:

 

That Council further investigate Option 2 which includes providing a right turn phase for northbound traffic in Kleins Road at Briens Road and installing a ‘No Right Turn’ restriction for southbound traffic in Kleins Road.

1004 B5         Markey Street, South Granville - Request for 'No Stopping' signs across driveway

That the resident of 22 Eve Street, South Granville be advised to place a sign on the gate or fence of the Markey Street frontage of the property advising motorists not to park across the driveway.

 

                        Recommendation from the Traffic Engineering Advisory Group:

 

That Council write to the residents on the south side of Eve Street advising that if they have concerns about vehicles parking across their Markey Street access that they may take the following action:

 

1.      Construct a driveway across the nature strip (if this does not already exist).

 

2.      Install a sign on their gate/fence/garage advising ‘Do Not Park Across Driveway’.

The representative of the NSW Taxi Council spoke in support of the proposal.

 

                        Recommendation from the Traffic Engineering Advisory Group:

 

That Council request the RTA to install an exemption for Taxis from the 'No Right Turn' from Parkes Street into Wentworth Street, Parramatta and include details regarding the number of taxis that may make this turn and the existing collision history.
