Heads of Consideration
and Principles |
ATTACHMENT 2
INTRODUCTION
After having received preliminary findings on the site analysis carried
out by relevant consultants on behalf of HNSW, a number of heads of
consideration and principles have been prepared that are recommended for
consideration by HNSW and its consultants in the preparation of any master plan
for this site. For ease of reference these matters are grouped under relevant
headings however some items are able to be replicated under numerous headings.
HEADS OF CONSIDERATION AND PRINCIPLES
Open space
· That there be no net
loss of total area of open space available on the site,
· That opportunities
be explored for an increase in opportunities for areas of both passive and
active recreation that is of high quality, is well designed and in appropriate
locations on the site,
· That opportunities
for a greater ‘opening up’ of the sites open space/public areas be examined to
better connect with the surrounding pedestrian, cycle and road network,
· That the principles
of Crime Prevention Through Environmental Design (CPTED) be embodied in the
planning of all areas of publically accessible open space with particular
concentration on the provision of opportunities for high levels of passive
surveillance to be examined.
Environment
· That a comprehensive
landscape plan be prepared to accompany any master plan prepared for the site
with appropriate consideration being given to the suitability of species
selection and type/size.
· That opportunities
be explored for the existing riparian corridor along the creek line (Toongabbie
Creek) to be enhanced along the southern boundary of the site.
Safety & security
· That the principles
of Crime Prevention Through Environmental Design (CPTED) be embodied in the
planning of the site with a strong preference for an increased level of
connectivity within and through the site.
Hydrology
· That a plan be
prepared with due regard being given to the appropriate management of storm
water on the site and that any storm water and water management plan embody
Council’s Water Sensitive Urban Design (WSUD) guidelines.
Traffic & Parking
· That adequate
consideration be given to the provision of sufficient and appropriately
designed parking on the site,
· That a detailed
assessment of the impact of any redevelopment of the site on traffic flows and
the existing road network capacity be undertaken.
Social
· That a detailed
social impact assessment be undertaken addressing the impact on existing
tenants and that the assessment contain recommendations for mitigation of
impacts on existing community members and tenants,
· That a communication
strategy accompany the master plan exercise that engages with current tenants
and community members,
· That appropriate
support services dependent on current and future tenant needs be considered
through all phases of the planning and development process,
· That the HNSW
de-concentration philosophy of ‘social housing’ be followed on this site with a
70/30 target split between private and social housing,
· That the master
planning exercise give consideration to the provision of a well designed
multi-purpose community use building on the site.
Built Form & Density
· That in formulating
any master plan due regard be given to the established character of the areas
surrounding the site (predominantly detached low density housing),
· That any master plan
prepared incorporate opportunities for a variety of housing types and forms to
best meet individual tenant needs,
· That any increase in
density on portions of the site be accompanied by a detailed site specific
Development Control Plan to direct desired future built form and mitigate any
adverse environmental outcomes on housing to be retained within and surrounding
the site.
Developer Contributions
· That the master
planning process and any resulting planning proposal address the issue of
developer contributions and or Voluntary Planning Agreements. In this regard
Council is open to considering a combination of the two in order to best ensure
an appropriate level of public infrastructure is provided.
General
· That a broad level
of detailed consultation be carried out with relevant stakeholders and
community members.
· That the master
planning exercise give consideration to the carrying out of and management of
the development be considered as a whole (Public/private partnership) rather
than the potential piecemeal sell off of development lots.
