REPORT OF THE TRAFFIC ENGINEERING ADVISORY GROUP MEETING HELD ON THURSDAY 6 AUGUST 2009 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

                        Recommendation to Traffic Engineering Advisory Group:

 

                   That Council advertise and consult with residents regarding the proposed installation of speed humps in the following streets subject to funds being available following the September quarterly review of Council’s budget.

§ Cross Street, Guildford

§ Dudley Street, Guildford

§ Claremont Street, Merrylands (between Woodville Rd & Montrose Ave)

§ Marsden Street, Parramatta (between Crimea Street & Rosehill St).

 

Comments

 

Council’s Service Manager-Traffic & Transport, Richard Searle informed the Committee that since the writing of the report,

 

(1)     Council has received another petition requesting traffic calming in Robertson Street, Guildford; and

(2)     Plans for Bolton Street have been amended as speed humps were relocated to new locations (see attached revised plans).

 

 

                        Recommendation from the Traffic Engineering Advisory Group:

 

1.      That Council advertise and consult with residents regarding the proposed installation of speed humps in the following streets subject to funds being available following the September quarterly review of Council’s budget.

0908 B2         Granville Town Centre and Surrounding Areas – Provision of All Day Car Parking and Residential Parking Schemes

                        Recommendation to Traffic Engineering Advisory Group:

 

1.      That Council survey local residents regarding the proposed Resident Parking Scheme area to the west and north of the Granville Town Centre and also seek comments from Holroyd Council.

 

2.      That the proposal also be advertised in the local newspaper.

 

Comments

 

Daryl Briggs of NSW Taxi Council & Premier Cabs raised concerns that implementation of a Resident Parking Scheme in Granville would affect employee parking for their 24 hour Call Centre located at the corner of Woodville Road and Spring Garden Street, Granville.  Council’s Service Manager-Traffic & Transport, Richard Searle advised that under the current legislation employees of the Call Centre are ineligible for parking permits and that it is proposed that approximately 75% of spaces will remain unrestricted.

                        Recommendation to Traffic Engineering Advisory Group:

 

1.    That Farnell Street, Merrylands not be closed.

 

2.    That the head petitioner be advised of Council’s decision and sent a copy of the report.

0908 B4         Closure of Church Street for Riverbeats Festival

                        Recommendation to Traffic Engineering Advisory Group:

 

That the closure of Church Street, Parramatta between Phillip Street and Market Street on Saturday 31 October 2009 from 6am to midnight for the Riverbeats Festival be classified as a class 2 event in accordance with the Road and Traffic Authority’s ‘Guide to Traffic and Transport Management for Special Events’ and processed accordingly.

 

Comments

 

Maria Swallow of the RTA informed the Committee that Traffic Management Plan (TMP) for the Event has not been submitted with the report.  It is a usual process that the Committee sights the TMP before recommending its class.  Council’s Traffic and Transport Services then forwards the completed Special Event Traffic Management Template and required documentations to the RTA for its approval. The RTA usually takes 3 months to process the application. 

 

                        Recommendation from the Traffic Engineering Advisory Group:

 

That consideration of the closure of Church Street, Parramatta between Phillip Street and Market Street on Saturday 31 October 2009 from 6am to midnight for the Riverbeats Festival be deferred for further information regarding the event being provided.

 

 

0908 B5         Concrete Barrier in Beecroft Road, Epping

That the information regarding construction of the concrete barrier in Beecroft Road, Epping be received and noted.

 

Comments

 

Maria Swallow of the RTA informed the Committee that the metal hand rail is now being manufactured and it will take approximately 4 weeks to complete the construction of the barrier.
