REPORT OF THE PARRAMATTA TRAFFIC COMMITTEE MEETING HELD ON THURSDAY 5 AUGUST 2010 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

1008 A1         Intersection of William Street and Blaxcell Street - Proposed Roundabout

                        Recommendation to Parramatta Traffic Committee:

 

That the proposed roundabout be constructed at the intersection of William Street and Blaxcell Street, Granville.

 

Comments:

 

A revised plan for the roundabout was tabled by the representative of Parramatta City Council.

 

In response to the enquiry from the representative of the RTA, the representative for Council informed the Committee that the turning paths for semi-trailers had been used to design the roundabout.

 

                        Recommendation from the Parramatta Traffic Committee

1008 A2         Church Street at Lansdowne Street, Parramatta - Extension of existing Peak Period 'No Right Turn'

                        Recommendation to Parramatta Traffic Committee:

 

That the ’No Right Turn’ from Church Street to Lansdowne Street, Parramatta be extended to apply 6am to 7pm Monday-Friday Buses Excepted.

                        Recommendation to Parramatta Traffic Committee:

 

That a Blister Island be constructed on the south side of Mountford Avenue near its intersection with Woodville Road, Guildford as shown in the plan attached to the report.

 

Comments:

 

The representative for the RTA raised concern in relation to heavey vehicles turning left from Woodville Road crossing the double centre line of Mountord Avenue, Guildford.

 

                        Recommendation from the Parramatta Traffic Committee

 

That the proposed Blister Island in Mountford Avenue, Guildford be redesigned addressing the issues raised by the RTA and a report be brought back to the Traffic Committee for consideration.

 

 

1008 A4         Parramatta CBD - Ticket Parking in relation to Motorcycles

                        Recommendation to Parramatta Traffic Committee:

 

That Council remove the requirement to purchase and display a ticket for motorcycles in Ticket Parking areas.

1008 A5         George Street and Macquarie Street, Parramatta –Pavement Arrows in One-Way Streets

                        Recommendation to Parramatta Traffic Committee:

 

That pavement arrows be installed in George and Macquarie Streets, Parramatta (between Harris and O’Connell Streets) as shown in the attached sketch.

 

Comments:

 

1.         The representative for the RTA requested the use of water based paint when installing the pavement arrows in George and Macquarie Streets, Parramatta.

 

2.         The representative for Parramatta Police informed the Committee that the majority of the existing signs at intersections were either obstructed by trees/signs or not at the correct locations, and suggested that arrows be installed at intersections to supplement the signage.

 

                        Recommendation from the Parramatta Traffic Committee

 

That pavement arrows be installed in George and Macquarie Streets, Parramatta (between Harris and O’Connell Streets) as shown in the attached sketch.

 

             That Council write to the NSW Police, Parramatta to review the existing and proposed pavement arrows in George and Macquarie Streets, Parramatta and report back to the Council’s Traffic and Transport Services regarding the need for additional arrows at intersections.

 

That Council review and maintain the existing ‘One Way’ restriction related signage at all intersections intersecting with George and Macquarie Streets, Parramatta to ensure that they a visible to motorists.

 

 

1008 A6         Lane at the rear of 255 Victoria Road, Rydalmere

                        Recommendation to Parramatta Traffic Committee:

 

That Council install ‘No Stopping’ restrictions at the rear of 255 Victoria Road as shown in the sketch attached to the report.

 

                        Comment:

 

The Parramatta Traffic Committee members acknowledge the importance of the availability of set-down/pick-up/delivery facilities for businesses.  It was also noted that businesses are to conduct their business on-site.  It is not the intention of the Parramatta Traffic Committee to favour any business and therefore, it is recommended that ‘No Parking’ restrictions be installed on both sides of the laneway.

 

                        Recommendation from the Parramatta Traffic Committee

 

That all proprietors who have access from the laneway be consulted regarding the proposed installation of a ‘No Parking’ restriction on both sides of the lane way at the rear of 255 Victoria Road, Rydalmere (from the building alignment in Bridge Street down the laneway on the west) and a copy of the Australian Road Rules pertaining to ‘No Parking’ restriction be attached.

 

That a report on this matter be brought back to the next Parramatta Traffic Committee.
