CONFIRMATION OF THE MINUTES OF MEETING HELD ON 9 FEBRUARY
2012
That the report of the Parramatta
Traffic Committee meeting held on Thursday 9 February 2012 be taken as read and
confirmed as a true record of the meeting except for Item No. 1202 A1.
In regards to Item No. 1202 A1, the e-mail
from Ms Maria Swallow (representative for RMS) of 27 February 2012 was noted. It was decided that the recommendation from the
Parramatta Traffic Committee in the minutes should state the following:
That a
6m long ‘No Stopping
Taxis Excepted 1 Minute Limit’ (with Taxi Pick Up Point on the back of the
signs) restriction be installed within the existing ‘No
Stopping’ restriction on the west side of Rawson Street, Epping, north of the
entry driveway to Coles supermarket, as shown in the attached sketch.
For: The representative
for RMS voted in favour of the proposal.
Against: Councillor Bide and
the representative for Member of Epping voted against the proposal.
Note
that the Eastwood LAC was not present at the meeting.

In response to a RMS request prior to the meeting, Council
has provided RMS revised right turn movement diagrams showing that service
vehicles can turn right without driving over the central island.

Committee consider the proposed pedestrian crossing in Clyde Street, South
Granville between Boronia Street and Byrnes Street.
Comments:
The representatives for RMS advised that the report does not
provide pedestrian and vehicle volume count data to demonstrate that the
proposed pedestrian crossing meets RMS warrants.
Council’s Service Manager of Traffic and Transport advised
the Committee that the report refers to a previous TEAG report in relation to
traffic counts and requirements for a pedestrian crossing. Installation of a pedestrian crossing does
not meet the RMS warrant and there was a split vote from the TEAG meeting of 9
February 2012. However, Council at its
27 February 2012 meeting decided to install the pedestrian crossing in
The representatives for RMS referred to previous TEAG
reports indicating pedestrian accidents had occurred at the existing crossings
in
Councillor Bide, the representative for the Member of
Baulkham Hills and the representative for Cycleways Committee suggested that
the pedestrian volumes are low because it is difficult to cross the road;
however, if a pedestrian crossing is installed the volume of pedestrians will
increase.
