REPORT OF THE PARRAMATTA TRAFFIC COMMITTEE MEETING HELD ON THURSDAY 29 MARCH 2012 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

CONFIRMATION OF THE MINUTES OF MEETING HELD ON 9 FEBRUARY 2012

 

That the report of the Parramatta Traffic Committee meeting held on Thursday 9 February 2012 be taken as read and confirmed as a true record of the meeting except for Item No. 1202 A1. 

 

In regards to Item No. 1202 A1, the e-mail from Ms Maria Swallow (representative for RMS) of 27 February 2012 was noted.  It was decided that the recommendation from the Parramatta Traffic Committee in the minutes should state the following:

 

That a 6m long ‘No Stopping Taxis Excepted 1 Minute Limit’ (with Taxi Pick Up Point on the back of the signs) restriction be installed within the existing ‘No Stopping’ restriction on the west side of Rawson Street, Epping, north of the entry driveway to Coles supermarket, as shown in the attached sketch.

 

For:            The representative for RMS voted in favour of the proposal.

 

Against:     Councillor Bide and the representative for Member of Epping voted against the proposal.

 

Note that the Eastwood LAC was not present at the meeting.

Comments:

 

The representatives for RMS asked why the speed humps are not at equal distances.  Council’s Service Manager Traffic and Transport Unit advised that this is because they are near existing street lights so that the project cost is minimised.

That Speed Humps be installed in Henry Street, Guildford as shown in the plan attached to this report.

 

Comments:

 

The representatives for RMS suggested to the Committee that Council carry out a speed profile study to check whether the desired speed reduction has been achieved by the installation of speed humps (following completion of the work). 

 

Rosehill Police LAC advised the Committee that the installation of speed humps in the Granville and Guildford area has reduced the number of streets that they need to patrol for speeding.

That Speed Humps with a treated pine pedestrian barrier (in accordance with the RMS Technical Direction 2001/04a) be installed in Henry Street, Guildford as shown in the plan attached to this report.

 

That a speed profile be carried out after the installation of speed humps to determine whether the desired speed reduction has been achieved in the street.

1203 A8         INTERSECTION OF DELLWOOD STREET AND PEGLER AVENUE, SOUTH GRANVILLE – PROPOSED ROUNDABOUT

                        Recommendation to Parramatta Traffic Committee:

 

That a roundabout be installed at the intersection of Dellwood Street and Pegler Avenue, South Granville incorporating concrete splitter islands in Dellwood Street.  

 

Comments:

 

In response to a RMS request prior to the meeting, Council has provided RMS revised right turn movement diagrams showing that service vehicles can turn right without driving over the central island.

1203 A9         CLYDE STREET, SOUTH GRANVILLE – PROPOSED PEDESTRIAN CROSSING

                        Recommendation to Parramatta Traffic Committee:

 

That the Parramatta Traffic Committee consider the proposed pedestrian crossing in Clyde Street, South Granville between Boronia Street and Byrnes Street.

 

Comments:

 

The representatives for RMS advised that the report does not provide pedestrian and vehicle volume count data to demonstrate that the proposed pedestrian crossing meets RMS warrants. 

 

Council’s Service Manager of Traffic and Transport advised the Committee that the report refers to a previous TEAG report in relation to traffic counts and requirements for a pedestrian crossing.  Installation of a pedestrian crossing does not meet the RMS warrant and there was a split vote from the TEAG meeting of 9 February 2012.  However, Council at its 27 February 2012 meeting decided to install the pedestrian crossing in Clyde Street. 

 

The representatives for RMS referred to previous TEAG reports indicating pedestrian accidents had occurred at the existing crossings in Clyde Street.  The representatives indicated that there are few pedestrians crossing Clyde Street in this area. 

 

Councillor Bide, the representative for the Member of Baulkham Hills and the representative for Cycleways Committee suggested that the pedestrian volumes are low because it is difficult to cross the road; however, if a pedestrian crossing is installed the volume of pedestrians will increase. 

 

 

                        Recommendation from the Parramatta Traffic Committee

 

That the Parramatta Traffic Committee consider the proposed pedestrian crossing in Clyde Street, South Granville between Boronia Street and Byrnes Street.

 

The Committee noted that installation of pedestrian crossing in Clyde Street, South Granville does not meet the RMS warrants.

 

 

1203 A9a       CLYDE STREET, SOUTH GRANVILLE – PROPOSED PEDESTRIAN CROSSING

Comments:

 

In relation to Item 1203 A9, the Committee considered a new item recommending that a Pedestrian Crossing be installed in Clyde Street, South Granville between Boronia Street and Byrnes Street.

That Council approve the installation of the Pedestrian Crossing in Clyde Street, South Granville between Boronia Street and Byrnes Street.

 

For:          Councillor Bide voted in favour of the proposal.

 

Against:  The representative for RMS and Rosehill LAC voted against the proposal.

 

Note that the Member for Granville and/or its representative was not present at the meeting.

 

 

1203 A10       RAILWAY TERRACE, GUILDFORD – PROPOSED RAISED THRESHOLD

That the raised threshold in Railway Terrace, Guildford, south of Mountford Street be approved (note that construction is subject to funding).

 

Comments:

 

The representatives for RMS requested that Council provide a detailed design of the raised threshold to RMS.

1203 A11       BRIENS ROAD, NORTHMEAD – REVIEW OF TRAFFIC AND PARKING CONDITIONS

                        Recommendation to Parramatta Traffic Committee:

 

That the existing separation line in Briens Road (southbound) between Mons Road and the Creek be replaced with an edge (E1) line as shown in the attached sketch.

 

That Council seek any RMS approval for the E1 linemarking that is required due to its proximity to the traffic signals

 

Comments:

 

The representative for RMS (Richard McHenery) requested that the matter be deferred for further information regarding the crash history and parking turnover.  The Committee was advised that there were no accidents from July 2005 to June 2010 in Briens Road between Mons Road and Toongabbie Creek.

That the matter be deferred and a report be brought back addressing accidents and parking turnover in Briens Road, Northmead.
