REPORT OF THE TRAFFIC ENGINEERING ADVISORY GROUP MEETING HELD ON THURSDAY 4 AUGUST 2011 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

                        STREET AND BANKSIA STREET – PETITION FOR A RAISED

                        PEDESTRIAN CROSSING

                        Recommendation to the Traffic Engineering Advisory Group:

 

1.      That Council note that a pedestrian refuge island has been included in the Pedestrian Projects List for consideration of funding in a future budget.

 

2.      That a pedestrian crossing not be installed.

 

                        Comments:

                       

                        The Service Manager, Traffic and Transport advised the Committee that the Austroads Guide to Road Design provides similar advice to the Australian Standards. Austroads states:

                       

                        It is desirable to ensure that such control devices are only provided where sufficient pedestrian demand exists, as drivers who use the route regularly will tend to ignore the presence of a device if they never see it used.

1108 B6         INTERSECTION OF O’CONNELL STREET AND BARNEY STREET,

                        NORTH PARRAMATTA – TRAFFIC ISLAND AND ALTERED LINE

                        MARKING

                        Recommendation to the Traffic Engineering Advisory Group:

 

That in principle support be given for the proposed traffic island and altered line marking at the intersection of O’Connell Street and Barney Street, North Parramatta to delineate the existing priorities.

 

Comments:

 

The Committee believed that the right turn into Barney Street had priority over the right turn from Barney Street. The RTA advised that it had internal advice that supported this priority based on the ‘T’ intersection rule. The Committee considered that the proposed delineation to support the existing priorities is not required based on the collision history of the location. The Committee discussed the benefits of the proposal in regards to reduced speed, but also noted that the deflection of the path of vehicles at this location may also be a hazard.

 

                                            Recommendation from the Traffic Engineering Advisory Group:

 

1.      That the existing restrictions at the T-intersection of O’Connell Street and Barney Street, Parramatta be retained.

 

2.      That Council request the RTA to provide a written explanation, based on the road rules, of the existing restrictions at the intersection of O’Connell Street and Barney Street, North Parramatta.

                       

 

GENERAL BUSINESS:

 

1108 B7         PARRAMATTA PARK AND PARRAMATTA STADIUM - PROPOSED TRAFFIC AND TRANSPORT MANAGEMENT PLAN FOR SOUNDWAVE REVOLUTION 2011

Comments

 

The Service Manager - Traffic and Transport tabled the Traffic and Transport Management Plan (TMP) for the Soundwave Revolution Sydney 2011 music festival to be held on Sunday 25 September 2011 to the Committee. The document was provided to Council on the morning of the TEAG meeting. It details the traffic and pedestrian arrangements for the event in Parramatta Park and Parramatta Stadium.

 

It was noted by Snr Const Natalie Burston and the Service Manager – Traffic and Transport that the event manager had provided varying information on details such as entrance location, pedestrian route and crowd numbers. It was noted that a full closure of O’Connell Street at the end of the event would be discussed further with the Police. It was also noted that the event was held previously at Eastern Creek where there had been significant concerns regarding traffic and transport management.

 

 

The Committee noted that the application currently has significant deficiencies and can not be approved. It recommended that the TMP not be approved, unless the applicant submits a satisfactory version of the document by 15 August 2011.

 

 

 

 

            Recommendation from the Parramatta Traffic Committee

 

That the Soundwave Revolution Sydney 2011 music festival be classified as Class 2 Event in accordance to the Guide to Traffic and Transport Management for Special Events and the Transport Management Plan be refused, subject to the applicant meeting all standard conditions for Class 2 Events to the satisfaction of Council, Police and the RTA.

 

Further, that the applicant to finalise their application prior to Monday 15 August 2011, otherwise the matter will not be further considered.
