REPORT OF THE PARRAMATTA TRAFFIC COMMITTEE MEETING HELD ON THURSDAY 30 SEPTEMBER 2010 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

                        Recommendation to Parramatta Traffic Committee:

 

1.      That the proposed event be classified as a Class 2 Event (according to the Guide to Traffic and Transport Management for Special Events).

 

2.      That the closure of Church Street, Parramatta between Macquarie and George Streets to vehicular traffic as detailed in the attached Traffic Management Plan (TMP) be supported in principle, subject to the attached traffic related conditions, for the following periods:

 

§ From 10:00pm on Sunday 31 October to 7:00am on Monday 1 November 2010

 

§ From 10:00pm on Monday 1 November to 7:00am on Tuesday 2 November 2010

 

§ From 6:30pm to 11:59pm on Thursday 4 November; Friday 5 November; Saturday 6 November and Sunday 7 November 2010

 

§ From 10:00pm on Monday 8 November to 7:00am on Tuesday 9 November 2010

 

                        Recommendation from the Parramatta Traffic Committee

 

1.      That the proposed event be classified as a Class 2 Event (according to the Guide to Traffic and Transport Management for Special Events).

 

2.      That the closure of Church Street, Parramatta between Macquarie and George Streets to vehicular traffic as detailed in the attached Traffic Management Plan (TMP) be supported in principle, subject to the attached traffic related conditions, for the following periods:

1009 A2         Cumberland Highway at Darcy Road, Wentworthville – Intersection Upgrade

                        Recommendation to Parramatta Traffic Committee:

 

§ That the proposed intersection upgrade at Cumberland Highway at Darcy Road, Wentworthville by the Roads and Traffic Authority be received and noted.

 

§ That ‘No Stopping’ restrictions be approved on the south side of Darcy road between Cumberland Highway and Strickland Place

 

§ That ‘No Stopping’ restrictions be approved on the north side of Darcy Road between Cumberland Highway and Lower Mount Street.

 

                        Comment:

 

The representative for Nathan Rees MP welcomed the upgrade.  The Committee supported the proposed works.

                        Recommendation to Parramatta Traffic Committee:

 

1.    That the proposed event be classified as a Class 2 Event (according to RTA’s Guide to Traffic and Transport Management for Special Events).

 

2.    That the closure of Church Street, Parramatta between Market and Phillip Streets from 6:00am to 6:00pm on Sunday, 10 October 2010 as detailed in the attached Traffic Management Plan (TMP), be supported in principle subject to the attached traffic related conditions including the submission of a completed Special Event Transport Management Plan template to Council and the RTA.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.    That the proposed event be classified as a Class 2 Event (according to RTA’s Guide to Traffic and Transport Management for Special Events).

 

2.    That the closure of Church Street, Parramatta between Market and Phillip Streets from 6:00am to 6:00pm on Sunday, 10 October 2010 as detailed in the attached Traffic Management Plan (TMP), be supported in principle subject to the attached traffic related conditions including the submission of a completed Special Event Transport Management Plan template to Council and the RTA.

 

 

1009 A5         Proposed ‘No Parking’ Restriction in the Laneway at the Rear of 251 to 255 Victoria Road, Rydalmere

Recommendation to Parramatta Traffic Committee:

 

That a ‘No Parking’ restriction be installed on both sides of the lane way at the rear of 251 to 255 Victoria Road, Rydalmere.

 

That all proprietors who have access from the laneway be advised of the Council’s resolution and a copy of the report be attached for their information.

 

                        Recommendation from the Parramatta Traffic Committee

Recommendation to Parramatta Traffic Committee:

 

1.      That the existing ‘2P 8am-6pm Mon-Fri’ restrictions in Dudley Street (between Victoria Road Service Road and Calder Road) and Crowgey Street (between Victoria Road Service Road and Reserve Street), Rydalmere be replaced with ‘2P 8am-6pm Mon-Fri Permit Holders Excepted’ restrictions.

 

2.      Further, that the residents living within the proposed Resident Parking Scheme in Dudley Street and part of Crowgey Street, Rydalmere be eligible for Resident Parking Permits in accordance with Council guidelines.

                        Recommendation to Traffic Engineering Advisory Group:

 

That the closure of Church Street, between Phillip Street and Market Street, to traffic from 5pm to 11pm on 4, 11, and 18 December 2010 (all Saturday nights) be supported in principle subject to the attached traffic related conditions, including submission of a Special Event Transport Management Plan template to Council and the RTA.

 

That the trial Church Street closure be classified as a class 2 event in accordance with the Special Event Transport Management Plan Guidelines.

 

That Council amend its budget in the September Quarterly Review to fund the trial closure.

 

That Council continue to investigate measures that would facilitate Police enforcement in the Parramatta CBD.

 

Comments:

 

The representative of the STA expressed concern in relation to the affect on passengers but noted it was only a trial for 3 Saturday nights.  It was requested that signs be placed at every affected bus stop.

 

The Police representative advised that its concerns had largely been addressed as the trial did not include outdoor dining.  It was noted that the Police would start vehicle defect operations in Parramatta in the near future.

 

The representative of the RTA provided comments prior to the meeting.  The comments requested that a complete Special Event Transport Management Plan (SETMP) be provided.  The comments did not indicate if the RTA would provide in principle support or opposition to the proposal.  A SETMP will be provided to the RTA prior to this item being considered by Council.

 

                        Recommendation from the Traffic Engineering Advisory Group:
