REPORT OF THE PARRAMATTA TRAFFIC COMMITTEE MEETING HELD ON THURSDAY 26 NOVEMBER 2009 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

That the roundabout at the intersection of Fennell Street and Brickfield Street, North Parramatta be approved.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.    That the roundabout at the intersection of Fennell Street and Brickfield Street, North Parramatta be approved.

 

2.    That the ‘Bus Zone’ and ‘No Stopping’ restrictions in Brickfield Street, North Parramatta be altered to comply with the NSW Road Rules 2008.

 

3.    That bike logos be installed in Brickfield and Fennell Streets, North Parramatta 10m from the approach to the roundabout.

That the Raised Intersection Treatment at the intersection of South Street and Railway Parade, Granville be approved.

1.    That the raised intersection treatment at the intersection of South Street and Railway Parade, Granville be approved.

 

2.    That the fence on the north side of the threshold in Railway Parade at South Street, Granville be extended by approximately 2m past the ramp on both sides of the threshold.

That the two raised thresholds in Wentworth Avenue at Bungaree Road, Pendle Hill be approved.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.    That the two raised thresholds in Wentworth Avenue at Bungaree Road, Pendle Hill be approved.

 

2.    That the Zig-Zag line marking in Wentworth Avenue, Pendle Hill be removed.

 

3.    That fences in Wentworth Avenue, Pendle Hill be extended by approximately 2m past the ramp on both sides of the thresholds.

That a ‘No Entry’ restriction from Pennant Hills Road to Martins Lane, Carlingford be approved.

0911 A6         Anderson Avenue and Rippon Avenue, Dundas – Proposed Parking Restrictions

                        Recommendation to Parramatta Traffic Committee:

 

1.    That ‘No Parking 8am to 6pm Monday to Friday’ be installed on the eastern side of Anderson Avenue and Rippon Avenue as shown in the plan.

 

2.    That 50% of the parking on the western side of Anderson Avenue and Rippon Avenue have ‘2 Hour Parking 8am to 6pm Monday to Friday – Permit Holder Excepted’ restriction as shown in the attached plan.

 

3.    That a statutory ‘No Stopping’ restriction be installed at the intersection of Rippon Avenue and Anderson Avenue and in the cul-de-sac at the southern end of Rippon Avenue. 

 

4.    That the survey respondents be provided with a copy of the Parramatta Traffic Committee’s report.

 

5.    That the restrictions be reviewed 3 months after the commencement of the 1st semester of  the University in 2010 and comments regarding the restrictions be provided by the working group.

 

Comments

 

That the 2 hour parking restriction (permit holders excepted) on both sides of the street, as requested by the residents, will push parking problems to other streets.  It will also disadvantage tradesmen who require parking for unrestricted hours.

 

The representative of the STA informed the Committee that installation of a Resident Parking Scheme in Ryde Council requires support from at least 85% residents of the area.

 

The representative of the RTA indicated that due to the narrow width of the road, if parking occurs on both sides of the street it will affect safe traffic flow and access to properties.

 

Based on the above, Option 2 is considered as the preferred option for the street.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.    That the issues stated in the comments were canvassed by the committee in making these recommendations.

 

a)    That ‘No Parking 8am to 6pm Monday to Friday’ be installed on the eastern side of Anderson Avenue and Rippon Avenue as shown in the plan.

 

b)    That 50% of the parking on the west side Anderson Avenue and Rippon Avenue have a ‘2 Hour Parking 8am to 6pm Monday to Friday – Permit Holder Excepted’ restriction as shown in the attached plan.

 

2.    That the statutory ‘No Stopping’ restriction be installed at the intersections on Rippon Avenue and Anderson Avenue and in the cul-de-sac at the southern end of Rippon Avenue. This recommendation is a requirement of the NSW Road Rules 2008. 

 

3.    That survey respondents be provided a copy of the Parramatta Traffic Committee report.

 

4.    That the restrictions be reviewed 3 months after the commencement of University in 2010 and comments regarding the restrictions be provided by the working group.

 

0911 A7         Resident Parking Scheme surrounding Granville Town Centre

That a Resident Parking Scheme and associated '2 hour parking 8am - 6pm Monday - Friday' be approved in the areas to the north and west of the Granville Town Centre as shown in the plans attached to the report.

0911 A8         Moxhams Road approaching Windsor Road - Request for Peak Period 'No Parking' Restrictions

                        Recommendation to Traffic Engineering Advisory Group:

 

That peak period 'No Parking' signs not be installed in Moxhams Road as it would result in extra through traffic in Winston Hills and Northmead avoiding the queues in Windsor Road.

 

Comments

 

This item has been included in the Parramatta Traffic meeting as the Committee’s recommendation is to install parking restrictions in the street.

 

                        Recommendation from the Traffic Engineering Advisory Group:

 

1.    That 10m long statutory ‘No Stopping’ restrictions be installed on the northern side of the Moxhams Road at Moir Lane, Northmead.

 

2.    That a ‘No Parking 7am-9am’ restriction be installed on the northern side of Moxhams Road, Northmead, west of the ‘No Stopping’ restriction and past the driveway of 17 Moxhams Road, Northmead.
