REPORT OF THE PARRAMATTA TRAFFIC COMMITTEE MEETING HELD ON THURSDAY 24 NOVEMBER 2010 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

Parramatta Traffic Committee Chairperson Cr Andrew Bide declared the meeting open at 1.35 pm.

CONFIRMATION OF THE MINUTES OF MEETING HELD ON 30 SEPTEMBER 2010:

 

That the report of the Parramatta Traffic Committee meeting held on Thursday 30 September 2010 be taken as read and be confirmed as a true record of the meeting.

 

 

DECLARATIONS OF CONFLICT OF INTEREST:

1011 A1         Horwood Place, Parramatta - Convert the one-way section to two-way

                        Recommendation to Parramatta Traffic Committee:

 

1.      That Horwood Place become two-way in the section immediately north of Horwood Place car park.

 

2.      That the median island in Horwood Place near the Roxy Hotel be removed.

 

3.      That ‘No Stopping’ restrictions be installed on the south side of Horwood Place adjacent to the multi-level car park.

 

4.      That on the east side of Horwood Place, adjacent to the Roxy Hotel, the following parking restrictions be installed: ½ Hour Ticket Parking 8am-6pm Monday-Friday 8am-4pm Saturday, 4 Hour Ticket Parking 6pm-10pm Monday-Friday 4pm-10pm Saturday.

 

5.      That a pedestrian crossing be installed in Horwood Place immediately west of the north entrance to Horwood Place car park with the associated ‘No Stopping’ restrictions.

 

                        Comment:

 

The RTA representative sought clarification in relation to the lane widths.

 

The RTA representative did not support the installation of a pedestrian crossing being installed in Howard Place immediately as it did not comply with the requirements regarding pedestrian and vehicle volumes.

 

It was suggested that Council undertake counts following the conversion to 2-way to assess if a pedestrian crossing could be approved.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.      That Horwood Place become two-way in the section immediately north of Horwood Place car park.

 

2.      That the median island in Horwood Place near the Roxy Hotel be removed.

1011 A2         Moxhams Road, Winston Hills and Northmead - Speed Humps and a Raised Threshold between Allambie Avenue and Cliff Avenue

                        Recommendation to Parramatta Traffic Committee:

 

1.      That the 4 speed humps and a raised threshold in Moxhams Road, Winston Hills and Northmead, between Allambie Avenue and Cliff Avenue be approved.

 

                        Comment:

 

The Bicycle Committee representative advised that the Bicycle Committee has suggested a bicycle lane be incorporated in the uphill direction through the valley.

 

Council tabled the 4 responses from residents to the advertising that was conducted.

 

There were 2 responses from residents of Winston Hills who did not live in Moxhams Road.  One stated that the proposal would make the existing problems worse and discussed sun glare and the narrow bridge.  They suggested flatter humps only near the bridge.  The other resident acknowledged they used it as a shortcut and said that the speed humps would increase the risk and cause back pain.  There were 2 responses from residents of Moxhams Road.  One wanted signs relocated, which can be included in the plan.  The other resident wanted the threshold relocated from outside their property and installed further up the hill before traffic reached higher speeds.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.         That the 4 speed humps and a raised threshold in Moxhams Road, Winston Hills and Northmead, between Allambie Avenue and Cliff Avenue be approved.

 

2.         Council to investigate whether a bicycle lane in the uphill direction is feasible.

 

 

1011 A3         Intersection of Hudson Street and The Trongate, South Granville – Roundabout

                        Recommendation to Parramatta Traffic Committee:

 

1.      That the roundabout at the intersection of Hudson Street and The Trongate, South Granville be approved.

 

Comment:

 

The RTA representative requested that a turning path diagram be forwarded to the RTA.

 

The RTA representative advised that the roundabout’s pedestrian facilities are to be designed as a refuge island with a non-mountable island 2m wide and that the RTA Technical Directions for pedestrian refuge islands are to be adhered to by Council.  Council’s Service Manager, Traffic and Transport advised that the turning paths would be provided to the RTA and that the pedestrian facilities would comply with the Technical Directions or the concrete islands would be replaced with painted islands.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.      That the roundabout at the intersection of Hudson Street and The Trongate, South Granville be approved.

 

 

1011 A4         George and Macquarie Streets, Parramatta at Jessie Centre - Replace 'No Parking Commonwealth Vehicles Excepted' with 5 Minute Parking

                        Recommendation to Parramatta Traffic Committee:

 

1.      That the ‘No Parking – Commonwealth Vehicles Excepted’ restrictions in George Street and Macquarie Street, Parramatta between O’Connell Street and Marsden Street be replaced with full time 5 minute parking spaces.

1011 A6         10 South Street, Rydalmere – Relocation of Pedestrian Refuge Island

Recommendation to Parramatta Traffic Committee:

 

1.      That the existing pedestrian refuge island near 10 South Street Rydalmere be relocated further to the west of its current position (approximately 32m west of Euston Street) as shown on the plan (Option 1).

 

2.      All costs associated with the removal and reconstruction of the pedestrian refuge island are to be paid for by the applicant at no cost to Council.  Detailed design plans of the facility shall  be submitted to Council’s Service Manager – Civil Infrastructure for approval prior to issue of the construction certificate.

 

Comment:

 

Council tabled plans of the refuge island that were not attached to the report (attached to minutes).

Recommendation to Parramatta Traffic Committee:

 

1.      That New Years Eve and Australia Day be classified as Class 2 events under the Guide to Traffic and Transport Management for Special Events

 

2.      That the Traffic Management Plans be supported in principal subject to the attached conditions.

 

Comment:

 

PCC representative, George Mannix advised that the Lord Mayor has requested that the New Years Eve festivities be relocated to the area near the Parramatta River between Lennox Bridge and Wild Avenue.  The Committee noted that this event, in the proposed location, would not require a Traffic Management Plan, traffic control, or consideration by the Parramatta Traffic Committee.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.      That Australia Day be classified as Class 2 events under the Guide to Traffic and Transport Management for Special Events

 

2.      That the Traffic Management Plans be supported in principal subject to the attached conditions.

 

3.      That the Traffic Management Plan be forwarded to the RTA.

 

 

1011 A8         Church Street, Parramatta – Lunar New Year Special Event

Recommendation to Parramatta Traffic Committee:

 

1.      That Lunar New Year special event be classified as a Class 2 event under the Guide to Traffic and Transport Management for Special Events.

 

2.      That the Traffic Management Plan for the event be supported in principal subject to the attached conditions.

                        BUSINESS ITEMS:

 

1.      The Rep for Nathan Rees MP suggested that the format of the minutes be changed so that if the recommendation to the PTC is the same as the recommendation from PTC that the words ‘as above’ be used.

 

Council’s Service Manager, Traffic and Transport advised that the format was requested by the previous PTC Chairperson and Councillors.  The Chairman advised that he would consider the matter.

 

 

The Chairman declared the meeting closed at 2.20 pm
