REPORT OF THE PARRAMATTA TRAFFIC COMMITTEE MEETING HELD ON THURSDAY 24 NOVEMBER 2011 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

1111 A1         INTERSECTION OF BRICKFIELD STREET AND ALBERT STREET,

                        NORTH PARRAMATTA – PROPOSED ROUNDABOUT

                        Recommendation to Parramatta Traffic Committee:

 

That the roundabout at the intersection of Brickfield Street and Albert Street, North Parramatta be approved.

 

Comments:

 

The Representative of Roads and Maritime Services (RMS) requested that swept path diagrams for the right turn movements and detail dimensions of the concrete island widths be provided. The Committee suggested that the roundabout be supported and that if the proposed concrete island are not of adequate width they be replaced with painted islands.

 

The representative of the Bicycle Committee advised that Brickfield Street is a bicycle route and requested that logos be installed on the road.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.    That the roundabout at the intersection of Brickfield Street and Albert Street, North Parramatta be approved subject to further information being provided to Roads and Maritime Services to it’s satisfaction.

 

2.    That bicycle pavement logos (PS2) be installed at all approaches of the roundabout at the intersection of Brickfield Street and Albert Street, North Parramatta.

 

1111 A2         TENNYSON STREET, PARRAMATTA – REMOVAL OF RESIDENT PARKING SCHEME

                        Recommendation to Parramatta Traffic Committee:

 

1.    That the existing '2 Hour Parking 8am-6pm Mon-Fri Permit Holders Excepted Area 08' restriction be removed from Tennyson Street, Parramatta.

 

2.    That Tennyson Street, Parramatta be removed from the Resident Parking Scheme.

 

Comments:

 

The Committee noted that many residents in Tennyson Street had also signed the original petition for the Residents Parking Scheme to be installed. Accordingly, it was suggested that a trial of the scheme should be undertaken.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.    That the '2 Hour Parking 8am-6pm Mon-Fri Permit Holders Excepted Area 08' restriction be trialled for a period of 6 months from the date of installation of signs and a report be brought back to the Parramatta Traffic Committee after the trial period.

 

2.    That Council write to all residents in the expanded Resident Parking Scheme area in Tennyson Street, Irving Street and James Ruse Drive Service Road, Parramatta to provide them a Resident Parking Permit application form and information regarding fees. The letter to residents is also to advise them of the trial in Tennyson Street and advise of the opportunity to provide comments at the end of the 6 months.

 

1111 A3         PINE STREET, RYDALMERE – PROPOSED PEDESTRIAN CROSSING  AT ST MARY’S PRIMARY SCHOOL

                        Recommendation to Parramatta Traffic Committee:

 

That a pedestrian crossing be installed in Pine Street, Rydalmere at St Mary’s School between Park Road and Myrtle Street.

 

Comments:

 

The Representative of the Roads and Maritime Services (RMS), objected to the comment in the report that the road rules for children’s crossings are poorly recognised and stated that children’s crossings are fully supported by the NSW Centre for Road Safety and RMS. Clr Andrew Bide suggested that Council and RMS should provide road safety education material to the School.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.    That a pedestrian crossing be installed within the existing children crossing in Pine Street, Rydalmere at St Mary’s School between Park Road and Myrtle Street. The children and pedestrian crossings (including width of crossings) are to be provided in accordance with the current Australian Standards.

 

2.    That Council investigate all the crossing needs in the precinct including relocation of the pedestrian crossing in Myrtle Street from the south to north side of Pine Street in consultation with the School, and a report be brought back to the Parramatta Traffic Committee addressing the issue.

 

3.    That Council write to St Mary’s School advising it to apply to Roads and Maritime Services for a School Crossing Supervisor.

 

4.    That Council write to Roads and Maritime Services requesting school road safety education material regarding pedestrian crossings and children’s crossings for Council to distribute.

 

5.    That Council write to the Rosehill Police LAC requesting that it include streets near St Mary’s School in the streets that it patrols during school peak hours.

 

1111 A4         PEGLER AVENUE AND GORDON AVENUE, SOUTH GRANVILLE – PROPOSED TRAFFIC ISLANDS

                        Recommendation to Parramatta Traffic Committee:

 

1.    That the traffic islands in Pegler Avenue and Gordon Avenue at Dellwood Street, South Granville be approved.

 

2.    That Council seek funding for a roundabout at the intersection of Pegler Avenue and Dellwood Street, South Granville.

 

Comments

 

The Service Manager - Traffic and Transport tabled a revised plan that had been agreed to by RMS and Council staff (see attached).

 

The representative of Cycleways Committee advised that Dellwood Street is a bike route and requested that bicycle logos be installed on the road.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.    That the traffic islands in Pegler Avenue and Gordon Avenue at Dellwood Street, South Granville be approved.

 

2.    That Council seek funding for a roundabout at the intersection of Pegler Avenue and Dellwood Street, South Granville.

 

3.    That bicycle pavement logos (PS2) be installed in Gordon and Pegler Avenues at its all approaches to Dellwood Street, South Granville.

 

 

 

1111 A5         WIGRAM STREET, NORTH OF CAMBRIDGE STREET, HARRIS PARK – PROPOSED RELOCATION OF A RAISED PEDESTRIAN CROSSING

                        Recommendation to Parramatta Traffic Committee:

 

That the raised pedestrian crossing in Wigram Street, north of Raymond Street, Harris Park, be relocated to 20m further north of its current location; the existing raised pedestrian crossing be converted to a raised threshold; and a fence installed to direct pedestrians to the new crossing location.

 

Comments

 

The Committee discussed sight distance issues for the proposed location of the pedestrian crossing and recommended that the tree on the east side of the street near the proposed kerb ramp be removed. The representative of Roads and Maritime Services requested that the location of dragon’s teeth markings be shown on the plan and that RMS be consulted regarding relocation of the markings. The RMS representative also requested that detail design plans with dimensions be provided to RMS.  

 

                        Recommendation from the Parramatta Traffic Committee

 

1.    That the raised pedestrian crossing in Wigram Street, north of Raymond Street, Harris Park, be relocated to 20m further north of its current location; the existing raised pedestrian crossing be converted to a raised threshold; and a fence installed to direct pedestrians to the new crossing location.

 

2.    That the tree located on the east side of Wigram Street north of the proposed crossing be removed to ensure the safe use of the crossing by School children. Note that the voting members were Clr Andrew Bide, Ms Maria Swallow of the Roads and Maritime Services and Acting Sergeant Shannon Pendlebury of Parramatta Police. The Member for Granville did not have a voting delegate present at the meeting.  

 

1111 A6         ALICE STREET AT ARTHUR STREET, ROSEHILL – PROPOSED PEDESTRIAN REFUGE ISLAND

1111 A7         INSTALLATION OF ‘NO STOPPING TAXIS EXCEPTED 1 MINUTE LIMIT’ RESTRICTION OUTSIDE RESTAURANTS AND MEDICAL CENTRES

                        Recommendation to Parramatta Traffic Committee:

 

1.    That a 6m long ‘No Stopping Taxis Excepted 1 Minute Limit’ (with Taxi Pick Up Point at the back of signs) restriction be installed within the existing ‘No Stopping’ restriction on the west side of Rawson Street, Epping north of the entry driveway to Coles supermarket as shown in the attached sketch.

 

2.    That Council continue to seek opportunities to install ‘No Parking’ and ‘No Stopping Taxis Excepted 1 Minute Limit’ restriction to provide pick up/set down areas.

 

3.    That Council continue to manage on-street parking to encourage turnover in commercial and retail areas, to provide appropriate vacancy rates.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.    That the item be deferred to the next Parramatta Traffic Committee.  Note that the Member for Epping did not have a voting delegate present at the meeting.

 

2.    That Council continue to seek opportunities to install ‘No Parking’ and ‘No Stopping Taxis Excepted 1 Minute Limit’ restriction to provide pick up/set down areas.

 

3.    That Council continue to manage on-street parking to encourage turnover in commercial and retail areas, to provide appropriate vacancy rates.

1.    That the Sydney Festival 2012 event be classified as a Class 2 Event according to the Austroads Guide to Traffic Management, Part 9 – Traffic Operations (Table 6.4 – Special Event Planning Matrix).

 

2.    That the Sydney Festival event from 13 January to 15 January 2012 be supported in principle subject to the attached traffic related conditions including the submission of a completed Special Event Transport Management Plan template to Council and RMS.

 

Comments

 

Senior Const Vince Conciatore of Parramatta Police informed the Committee that the variable message sign (VMS) located in Church Street near Pennant Hills Road should be relocated north of Barney Street, North Parramatta so that motorists can turn right into Barney Street to access O’Connell Street. The representative of RMS advised that the VMS should contain 2 messages only.

2.   That the New Years Eve special event be supported in principle subject to the attached traffic related conditions including the submission of a completed Special Event Transport Management Plan template to Council and RMS.

 

Comments

 

Acting Sergeant Shannon Pendlebury of Parramatta Police advised the Committee that the temporary bus stop located in Marist Place on the southern side of Market Street may be an issue for vehicles accessing properties and suggested that the bus zone be relocated to the north side of Market Street.
