REPORT OF THE TRAFFIC ENGINEERING ADVISORY GROUP MEETING HELD ON THURSDAY 24 NOVEMBER 2011 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

                        WESTMEAD – REQUEST FOR A PEDESTRIAN CROSSING

That a pedestrian crossing not be installed in Darcy Road between Mons Road and Bridge Street because it is a four lane road and pedestrian crossings are not permitted on multi lane roads as stopped vehicles restrict sight distance to pedestrians.

                        Recommendation to the Traffic Engineering Advisory Group:

 

That Council list the proposal to restrict traffic in Fulton Street to left in/left out at Darcy Road with a median island and install a traffic island in Darcy Road, (opposite the left in/left out island) in the Pedestrian Projects List for consideration of future funding.

 

Comments

 

The Representative for Roads and Maritime Services advised the Committee that the ‘RTA Supplement to Austroads Guide to Design Part 4A 2009 section 6.2.3’ does not support the use of Figure 6.3 (of the Austroads guide) for unsignalised intersections. Therefore, the proposed traffic island in Darcy Road at the left in/left out median island in Fulton Street is not supported. RMS has no objection in relation to the installation of a refuge island in Darcy Road (between Railway Street and Briens Road), however the proposal should include 2 travel lanes in the eastbound direction to improve traffic flow in the area. 

 

                                            Recommendation from the Traffic Engineering Advisory Group:

 

1.    The item be deferred and the design be altered to incorporate 2 travel lanes in Darcy Road (eastbound), Wentworthville.

 

2.    That Council seek further information from the Traffic Policies, Guidelines and Legislation Section of Roads and Maritime Services regarding its departures from Figure 6.3 of Austroads Guide to Road Design Part 4A.

 

1111 B7         PROPOSED PARKING RESTRICTIONS WITHIN 1KM OF

                        GRANVILLE RAILWAY STATION

                        Recommendation to the Traffic Engineering Advisory Group:

 

That Council write to the Minister for Roads requesting the following:

 

1.   A review of the rejection of the proposed parking restrictions in Railway Parade, The Avenue and Kemp Street

 

2.   That Granville Railway Station be removed from the list of nominated railway stations until there is certainty regarding commuter car parking in Granville

 

3.   A review of the process for gaining approval for parking restrictions near nominated railway stations 

 

That Council request a meeting with Transport for NSW to discuss its review of the future car park program and the current all day parking in Councils car parks in the Granville Town Centre.

 

                                            Recommendation from the Traffic Engineering Advisory Group:

 

That Council write to the Minister for Roads requesting the following:

                        PARKING’ RESTRICTION

                        Recommendation to the Traffic Engineering Advisory Group:

 

That Council write to the Minister for Roads requesting the following:

 

1.   A review of the RMS decision not to approve peak period ‘No Parking’ restrictions on Darcy Road between Railway Street and Hill Street

 

2.   A review of the process for gaining approval for parking restriction near nominated railway stations

 

3.   Details of the traffic signal timing at the intersection of Cumberland Highway and Darcy Road, Wentworthville be provided to Council.

                       

                        Comments:

 

The Committee discussed traffic congestion in Darcy Road, Wentworthville/Westmead and highlighted the need for 2 travel lanes in the eastbound direction between Cumberland Highway and Briens Road.

 

                                            Recommendation from the Traffic Engineering Advisory Group:

 

That Council write to the Minister for Roads requesting the following:

1111 B9         DARCY ROAD, WENTWORTHVILLE – REQUEST FOR ‘KEEP CLEAR’ RESTRICTIONS ACROSS HILL, LINDSAY AND LOWER MOUNT STREETS

Comments:

 

The Service Manager – Traffic and Transport advised the Committee of a letter from the Roads and Maritime Services Project Manager for the recent work at the intersection of Cumberland Highway and Darcy Road. The letter requested installation of ‘Keep Clear’ pavement markings and ‘Do Not Queue Across Intersection’ signs into Darcy Road at Lower Mount Street, Hill Street and Lindsey Street, Wentworthville. 

 

The Committee considered the request and noted that installation of ‘Keep Clear’ restrictions would encourage motorists turning left in Darcy Road to queue in the intersection which is a breach of the road rules.

 

                        Recommendation from the Traffic Engineering Advisory Group:

 

1.    That a ‘Keep Clear’ restriction in Darcy Road across Lindsay Street and Hill Street, Wentworthville not be installed.  Note that the voting members were Clr Andrew Bide, the Representative of Roads and Maritime Services, the Representative of Members for Parramatta and Parramatta Police LAC.

 

2.    That of a ‘Keep Clear’ restriction in Darcy Road across Lower Mount Street, Wentworthville not be approved.  Note that the voting members were Clr Andrew Bide, the Representative of Roads and Maritime Services, and Parramatta Police LAC.  The member for Toongabbie did not have a voting delegate present at the meeting.

 

The Chairman declared the meeting closed at 3:46pm.
