REPORT OF THE PARRAMATTA TRAFFIC COMMITTEE MEETING HELD ON THURSDAY 6 OCTOBER 2011 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

                        CONVERSION OF 1 HOUR PARKING TO ½ HOUR PARKING IN THE

                        CORE OF THE CBD

                        Recommendation to Parramatta Traffic Committee:

 

1.   That the 1 hour parking in George Street between Church Street and Smith Street be converted to ½ hour parking 8am-6pm ticket Monday – Saturday, 4 hour ticket parking 6pm-10pm Monday – Saturday.

 

2.   That a disabled parking space be installed on the north and south sides of George Street immediately west of Horwood Place.

 

                        Recommendation from the Parramatta Traffic Committee

                        Recommendation to Parramatta Traffic Committee:

 

That the traffic islands in Alice Street at Arthur Street, Rosehill be approved.

 

Comments

 

The representative for the RTA informed the Committee that the design of the angle parking spaces is to be modified to comply with the relevant Australian Standards.  The revised plans should also include turning path diagrams showing vehicles can exit or enter Alice Street to/from Arthur Street without mounting on the refuge island.  Plants for the landscaped island should not to block visibility of pedestrians.

That this matter be deferred to the next Parramatta Traffic Committee meeting.

 

 

1110 A3         PEGLER AVENUE AND GORDON AVENUE AT DELLWOOD STREET, SOUTH GRANVILLE – PROPOSED PEDESTRIAN REFUGE ISLANDS

                        Recommendation to Parramatta Traffic Committee:

 

1.      That the pedestrian refuge islands in Pegler Avenue and Gordon Avenue at Dellwood Street, South Granville be approved.

 

2.      That Council seek funding for a roundabout at the intersection of Pegler Avenue and Gordon Avenue, South Granville

 

Comments

 

The representative for the RTA informed the Committee that the design of the refuge island is to be modified to comply with the relevant Australian Standards and RTA’s complementary/supplementary guidelines.

That this matter be deferred to the next Parramatta Traffic Committee meeting.

 

 

1110 A4         PROPOSED ‘NO ENTRY -  BICYCLES EXCEPTED’ RESTRICTION FROM PINE STREET TO PINE LANE, RYDALMERE

                        Recommendation to Parramatta Traffic Committee:

 

1.      That a ‘No Entry – Bicycles Excepted’ restriction be installed in Pine Lane at Pine Street, Rydalmere as shown in the attached plan.

 

2.      That the existing double barrier (BB) centreline be remove from Pine Lane at Pine Street, Rydalmere as shown in the attached plan.

 

Comments

 

The representative for the Cycleways Committee and BNSW raised concerns in relation to safety of pedestrians and cyclists using the laneway with cars.  The representative provided the Committee a concept plan to address the issue (see attached plan).  Rosehill Police LAC also raised concern that residents of the laneway will be inconvenienced by the proposal.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.      That a ‘No Entry – Bicycles Excepted’ restriction be installed in Pine Lane at Pine Street, Rydalmere as shown in the attached plan for a 6 month trial and a report be submitted to the Parramatta Traffic Committee.

 

2.      That the existing double barrier (BB) centreline be removed from Pine Lane at Pine Street, Rydalmere as shown in the attached plan.

 

 

1110 A5         MARKET STREET, PARRAMATTA – CLOSURE FOR EAT2THE BEAT FESTIVAL

1.      That the proposed event be classified as a Class 2 Event according    to the Austroads Guide to Traffic Management, Part 9 – Traffic Operations (Table 6.4 – Special Event Planning Matrix).

 

2.      That the closure of Market Street, between Church Street and Marsden Street from 6:00am on Saturday, 8 October to 10:00pm on Sunday, 9 October 2011 as detailed in the attached Traffic Management Plan (TMP), be supported in principle subject to the attached traffic related conditions including the submission of a completed Special Event Transport Management Plan template to Council and the RTA.

 

Comments

 

The representative for the RTA informed the Committee that attachments to the Special Event Templates (eg Schedule 1 and Notifications to Relevant Organisations) have not been provided.

1.      That the Lunar New Year special event be classified as a Class 2 Event according to the Austroads Guide to Traffic Management, Part 9 – Traffic Operations (Table 6.4 – Special Event Planning Matrix).

 

2.      That the closure of Church Street between Campbell Street and Fitzwilliam Street, Parramatta on Friday, 3 February 2012 as detailed in the attached Traffic Management Plan (TMP), be supported in principle subject to the attached traffic related conditions including the submission of a completed Special Event Transport Management Plan template to Council and the RTA.

 

Comments

 

The representative for the RTA informed the Committee that attachments to the Special Event Templates (eg Schedule 1 and Notification to Relevant Organisations) have not been provided.

1.      That the Harvest Festival 2011 Sydney event be classified as a Class 2 Event according to the Austroads Guide to Traffic Management, Part 9 – Traffic Operations (Table 6.4 – Special Event Planning Matrix).

 

2.      That the Harvest Festival 2011 Sydney event at Parramatta Park on Sunday, 13 November 2011 as detailed in the attached Traffic Management Plan (TMP), be supported in principle subject to the attached traffic related conditions including the submission of a completed Special Event Transport Management Plan template to Council and the RTA.

 

Comments

 

The representative for the RTA informed the Committee that a completed Special Event Template has not been provided. The RTA also requested that the Event Organiser provides further information regarding traffic and pedestrian control in O’Connell Street, Parramatta.

2.      That the Australia Day event at Parramatta Park on Thursday, 26 January 2012, be supported in principle subject to the attached traffic related conditions including the submission of a completed Special Event Transport Management Plan template to Council and the RTA.

The representative for the RTA informed the Committee that attachments to the Special Event Templates (eg Schedule 1 and Notification to Relevant Organisations) have not been provided.

1.      That the Australia Day 2012 event be classified as a Class 2 Event according to the Austroads Guide   to Traffic Management, Part 9 – Traffic Operations (Table 6.4 – Special Event Planning Matrix).

 

2.      That the Australia Day event at Parramatta Park on Thursday, 26 January 2012, be supported in principle subject to the attached traffic related conditions including the submission of a completed Special Event Transport Management Plan template with supporting documents to Council and the RTA.

 

 

1110 A9         SYDNEY FESTIVAL – 13 TO 15 JANUARY 2012

                        Recommendation to Parramatta Traffic Committee:

 

1.      That the Sydney Festival 2012 event be classified as a Class 2 Event according to the Austroads Guide to Traffic Management, Part 9 – Traffic Operations (Table 6.4 – Special Event Planning Matrix).

 

2.      That the Sydney Festival event from Friday, 13 January to 15 January 2012 be supported in principle subject to the attached traffic related conditions including the submission of a completed Special Event Transport Management Plan template to Council and the RTA.

 

 

Comments

 

The representative for the RTA informed the Committee that the Special Event Template has not been provided.  Parramatta Police informed the committee that the event is to be advertised through variable message signs as detailed in the Traffic Management Plan.

 

                        Recommendation from the Parramatta Traffic Committee

 

1.      That the Sydney Festival 2012 event be classified as a Class 2 Event according to the Austroads Guide to Traffic Management, Part 9 – Traffic Operations (Table 6.4 – Special Event Planning Matrix).

 

2.      That the matter be deferred to the next PTC meeting.
