REPORT OF THE TRAFFIC ENGINEERING ADVISORY GROUP MEETING HELD ON THURSDAY 6 OCTOBER 2011 IN THE COUNCIL CHAMBERS, COUNCIL CHAMBERS BUILDING, CIVIC PLACE, PARRAMATTA AT 1.30 PM

Comments

 

In regards to the intersection of Kent Street and Chelmsford Avenue, the representative for Greg Smith, MP advised that a brush box tree obstructs sight distance at the intersection. Council’s Service Manager, Traffic and Transport advised that this matter would be checked to see if the tree restricted sight distance more so than a parked vehicle and if there is an increased collision history related to the tree (in relation to item No. 3 on Blackspot Projects List).

 

The representative for Geoff Lee, MP requested further information on Item No. 4 (O’Connell Street at Dunlop Street, North Parramatta) on the Blackspot Projects List. Council’s Service Manager, Traffic and Transport advised that this information would be provided.

1110 B4         CLYDE STREET, SOUTH GRANVILLE – REQUEST FOR A

                        PEDESTRIAN CROSSING

                        Recommendation to the Traffic Engineering Advisory Group:

 

1.    That Council note the Australian Standard 1742.10 - 2009 states the following in regards to installing a pedestrian crossing (time separated facility) in locations with low pedestrian volumes:

 

It needs to be established that there is a realistic demand for a pedestrian facility. Facilities that are used infrequently may, in the case of time separated facilities, come to be ignored, or in the case of physical facilities, become an unnecessary obstruction in the roadway.

 

2.    That Council note that Austroads Guide to Road Design also states the following in regards to installing pedestrian crossings in locations with low pedestrian volumes:

 

It is desirable to ensure that such control devices are only provided where sufficient pedestrian demand exists, as drivers who use the route regularly will tend to ignore the presence of a device if they never see it used.

 

3.    That Council note that there is a disproportionately high number of collisions involving pedestrians at the pedestrian crossings in Clyde Street

 

4.    That further traffic and pedestrian counts in Clyde Street, South Granville, between Nobbs Street and Byrnes Street be carried out.

1110 B5         DARCY ROAD, WENTWORTHVILLE – REQUEST FOR

                        PEDESTRIAN CROSSINGS

                        State Electorate:    Parramatta

 

                        Recommendation to the Traffic Engineering Advisory Group:

 

1.    That Council further investigate restricting traffic in Fulton Avenue to left in/left out using a splitter island and installing a pedestrian refuge island in Darcy Road opposite the splitter island.

  

2.    That a pedestrian crossing not be installed in Darcy Road, Wentworthville.

                               

                        Comments

 

The representative for the RTA advised the Committee that the traffic facilities are to be designed in accordance to the relevant Australian Standards and RTA’s Complementary and Supplementary documents.  

 

 

                                            Recommendation from the Traffic Engineering Advisory Group:

 

That Council liaise with the RTA and conduct further investigations on   the proposed traffic facilities at the intersection of Darcy Road and Fulton Avenue, Wentworthville and that the matter be brought back to the Parramatta Traffic Committee.
