SUBJECT Congratulations to Paris Olympic Games Athletes

PURPOSE:
The purpose of this Lord Mayoral Minute is to congratulate Australian athletes who competed in the 2024 Paris Olympics, particularly those associated with the Parramatta LGA.
(a) That Council congratulate Australian athletes who competed in the 2024 Paris Olympics, particularly those associated with the Parramatta LGA.
(b) That Council commend Brandon Starc, who began his athletics career at Parramatta Little Athletics, for placing fifth in the men’s high jump at the 2024 Paris Olympics.
(c) That Council commend Joshua (Josh) Katz, former Parramatta City Athletics athlete, who competed in the men’s 60kg elimination round of judo at the 2024 Paris Olympics.
BACKGROUND
1. Delivering on Parramatta 2050 as recently endorsed by Council, Parramatta is becoming the home of sports, festivals and entertainment, a place where anyone can train and compete in sports from the grassroots right up to the highest levels. Council congratulates Australian athletes who competed in the 2024 Paris Olympics, particularly those associated with the Parramatta LGA.
2. Brandon Starc, with titles at the Diamond League, the Commonwealth Games and top-eight finishes at the Olympics and the World Championships, is one of Australia’s most consistent athletes. Brandon, who also played cricket and football in his early years, decided to pursue athletics. He started his athletics career at Parramatta Little Athletics and narrowed down his focus to the high jump event in 2009.
3. Making his international debut at the inaugural Youth Olympic Games in 2010, Brandon bagged a silver medal with his then-personal best of 2.19m in Singapore. The high jumper made his senior debut at the 2013 World Championships.
4. Brandon made his Olympic debut in Rio 2016 and took to the Olympic stage for a third consecutive time at Paris 2024. He came 15th in Rio and missed out on a medal at the Tokyo 2020 Olympics with a fifth-placed finish. He is also a four-time Australian champion and the Australian national record holder in the men’s high jump.
5. Born on November 24, 1993, in New South Wales, Brandon is the younger brother of Australian men’s cricket star Mitchell Starc and the brother-in-law of the Australian women’s cricket team captain Alyssa Healy.
6. Former Parramatta City Athletics athlete, Joshua (Josh) Katz, became Australia’s youngest ever male judoka at an Olympic Games at 18 years and 220 days (at the time of the Rio 2016 Opening Ceremony).
7. A star in the junior ranks, Josh won the junior national championships in 2013 and 2014 and four straight junior Oceania Championships between 2012-15. He won his first senior Oceania title in 2015, defended it in 2016 and climbed high enough in the rankings to automatically qualify for Rio. He faced world class -60kg Uzbekistani fighter Diyorbek Urozboev in the opening round of the Rio 2016 competition and went down by ippon.
8. At the Paris 2024 Olympic Games, Joshua Katz competed the day after the Opening Ceremony and lost to Italian Andrea Carlino in the first round of the men's -60kg event. Josh continued to compete around the world in the lead-up to the Paris Olympics, finishing fifth at the Panamerican and Oceania Championships in April 2024.
9. From a family that lives and breathes the sport, Josh lined up alongside his older brother Nathan in Rio as the duo became the first brothers to compete in judo at the same Games for Australia. Their mother Kerrye competed at the Seoul 1988 Olympics, when judo was a demonstration sport for women, while their father Robert was a coach on that team as well as the Rio 2016 team.
10. Australia has enjoyed its most successful Olympics campaign to date, in large part thanks to world-class female athletes. Of the 18 gold medals won by Australia, 13 belong to female athletes. Women won 60% of Australia’s medal tally, taking home 27 out of 45 overall medals. That is an incredible achievement, demonstrating the unparalleled strength, determination and courage of Australian women in sport.
11. Australia spent the past month cheering on its Olympic athletes at the Paris Olympic Games, like gold medal-winning sisters Jess and Noémie Fox in canoe, kayak and kayak cross. We started the Olympic campaign with a gold medal from road cyclist Grace Brown, Australia’s first ever gold medal in the women’s time trial event. Jess Fox, Kaylee McKeow and Ariarne Titmus successfully defended their Olympic titles in canoe and swimming respectively. Swimmer Mollie O’Callaghan was Australia's most successful athlete at the Games with three gold medals, a silver and a bronze.
12. Arisa Trew, broke the record for becoming the youngest Australian Olympic medallist, winning a gold medal in skateboarding at 14 years old. Nina Kennedy was the first Australian woman to win a gold medal in the pole vault.

13. There are no further financial implications for Council arising as a result of this Lord Mayoral Minute.

I'm speaking tonight about our application to host Diwali 2024 on October 13th at Wigram Street, Harris Park.
We kindly request your approval.
About Little India Australia:
· We started in 2010 as the Harris Park Business Chamber, with a vision to promote Indian culture and community spirit.
· We organized small events, bringing together local businesses, residents, and the Indian community, establishing a sense of community and laying the groundwork for future initiatives.
· We hosted Diwali 2023 in November last year.
· We hosted Harvest festival 2024 in April this year which was supported by Grant form city of paramatta.
Why Approve Our Application?
· We work closely with residents to ensure a safe and enjoyable experience, acknowledging the importance of community engagement and supporting residents' sentiments regarding Diwali celebrations in Harris Park.
· We value residents' input in maintaining a safe and orderly environment, working closely with them to address concerns and prevent unauthorized activities.
We have support from:
· Cumberland PAC, demonstrating our credibility and capability to manage the event.
· Cumberland Police, who have completed all necessary due diligence, ensuring a safe and secure environment.
· City of Parramatta Event Manager staff, recognizing our expertise and commitment to delivering a successful event.
· We submitted our application three months in advance, showing our responsibility and planning capabilities.
· We have a proven track record in managing traffic and crowd control during previous events.
By granting us permission to host Diwali 2024, the City of Parramatta can ensure a vibrant and enjoyable celebration that showcases Indian culture and promotes community spirit. We kindly request that you consider our application and grant us permission to host Diwali 2024 on October 13th at Wigram Street, Harris Park.

SUBJECT PUBLIC SPEAKER 2 - Increase in illegal dumping and litter in the Parramatta Council area and waterways (Matter not on Council Agenda)

Thank you for allowing me to attend the meeting tonight’s council meeting in relation to the increase in illegal dumping and litter across the City of Parramatta local council areas namely areas such as Northmead north Parramatta, North rocks areas alone James rose drive between Kleins Rd and Pennant hills Rd North Parramatta. Other locations include Windsor Road North Parramatta outside of the new Woolworths, the litter is accumulating rapidly.
My questions for council are as follows:
1. can the council look at employing council workers too sweep across the suburbs looking at areas and collecting rubbish accordingly? as the years are going by I can see an accumulation of rubbish particularly along the route between clients road and Pennant hills Rd on James Ruse drive. This is impacting the waterways and health and hygiene of the areas.
2. Can council start to issue penalty infringement notices and on-the-spot fines when littering is observed in public and also residents are fined when they do not abide by the council’s collection kerb side rubbish collection.
3. Can you please confirm that a fine of $4000 can be issued to residents who fait to follow the kerb side collection requirements?
Many years ago, we would have a rubbish collection that would drive along highways and freeways collecting rubbish. What I fear for the future is If this is not addressed the issue will become out of control.
What I am so disappointed about is that we as a community in Northmead Ave abide by the council’s regulations, we are aware that if we have organised a council collection, we cannot put it out until the night before. However, in relation Reference SR-671095 I was advised a ranger attended the premises, where the ranger was advised by the owner, he had organised a curb side collection for the 30/7/24.
However, the rubbish had been on the council strip for 3 weeks prior to this occurring.
I am here representing my community of Northmead. I have noticed an increase in rubbish and illegal dumping in the streets and what is concerning is if we do not get on top of the increase in rubbish and illegal dumping will not be committing to a greener and sustainable future for the residents of the Parramatta City Council. I thank you for your time in allowing me to raise this issue and I hope that a solution can be granted in a timely manner in my opinion implementing rubbish patrols and on spot fines will curb the increase in rubbish and illegal dumping across the council area.

In response to the previous Council resolution of 8 July 2024, correspondence was sent to the Minister for Planning and Public Spaces on 25 July 2024. The Lord Mayor has since sent further correspondence to the Minister for Planning and Public Spaces on 22 August 2024 to follow up on the matter.

· Could staff include a note in future Council Meeting minutes indicating where in the business papers members of the public can view the public submissions?
