SUBJECT 75th Diamond Anniversary of Lions Clubs

PURPOSE: The purpose of this Lord Mayoral Minute is to acknowledge 75 years of Lions Clubs in Australia and seek support for Council to host a morning tea to recognise this significant milestone.
Recommendation:
(a) That Council congratulate Lions Australia on their 75th diamond anniversary year as well as Carlingford Dundas Lions Club on its 60th anniversary.
(b) That Council recognise that City of Parramatta is home to more than 10 Lions and Leo Clubs, with an enduring legacy of community service.
(c) Further, that the Lord Mayor host a morning tea to recognise this significant milestone and write to the Lions and Leo Clubs in the City of Parramatta, inviting them to attend, congratulating them on 75 Years of Lions Australia and thanking them for their community service. City of Parramatta Councillors will also be invited to attend the morning tea.
BACKGROUND
1. Lions Australia is celebrating its 75th diamond anniversary year. Since the first club was formed in Lismore in 1947, Lions Australia has grown to be one of Australia’s largest service club organisations with a strong history in community service and commitment to improve the lives of others.
2. Notably, Carlingford Dundas Lions Club is also celebrating its 60th anniversary.
3. City of Parramatta is home to more than 10 Lions and Leo Clubs, with a range of hardworking individuals and groups who volunteer their time and resources to give back to their local communities.
4. These Clubs include:
a. Parramatta Lions
b. Sydney Indian Lions
c. Winston Hills Lions
d. Toongabbie Seven Hills Lions
e. Sydney West Lions
f. Sydney North West Lions
g. Epping Eastwood Lions
h. Carlingford Dundas Lions
i. Cumberland High School Leo Club
j. Sydney Jung-Ang Lions
5. This Lord Mayoral Minute proposes a morning tea hosted by the Lord Mayor inviting representatives of all local Lions clubs and City of Parramatta councillors, in honour of Lions Australia’s 75th diamond anniversary year.
6. If affirmatively resolved, the Lord Mayor will also congratulate all local Lions clubs on their significant service provided to the Parramatta community.
FINANCIAL IMPLICATIONS FOR COUNCIL
7. This Minute proposes a morning tea hosted by the Lord Mayor inviting representatives of local Lions clubs and City of Parramatta councillors, with an estimated cost of approximately $2,000. This can be funded from the existing Lord Mayor and Councillor Support Budget 2023/24.

SUBJECT Preparation of a Tourism Strategy for City of Parramatta

PURPOSE:
To seek endorsement for the development of a City of Parramatta Tourism Strategy to promote Parramatta as a destination of choice for visitors.
(a) That Council authorise the Chief Executive Officer to prepare a scope that includes an estimated cost and timeframe for the preparation of a Tourism Strategy for the City of Parramatta that promotes our city as a destination of choice for visitors, and for the scope to be reported back to Council at its meeting on 25 September 2023.
(b) That this work be coordinated with the implementation of the City of Parramatta’s Economic Development Strategy 2023-2032.
(c) Further, that the Lord Mayor write to the NSW Minister for Jobs and Tourism, The Hon. John Graham MLC and relevant stakeholders to advocate for funding for a ‘Vivid Parramatta’ program.
BACKGROUND
1. In the City of Parramatta, and across Western Sydney, the rapid pace of change and development continues to underscore the growing importance of the visitor economy as a positive economic and social driver for communities and businesses. Our fast-growing global city is Greater Sydney’s true centre, with more people expected to be living west than east of Parramatta in the next 15 years.
2. Despite this, Western Sydney continues to receive a smaller proportion of Destination NSW funding for tourism and events, including international sports, cultural, creative and arts events. Between 2015–2022, 354 events were supported in Eastern Sydney, compared with 137 in Western Sydney.
3. There is an opportunity to develop a holistic Tourism Strategy for the City of Parramatta to promote our city as a global destination of choice. The Strategy can be used to advocate for government investment in tourism, events and festivals to realise the City’s potential as a global destination and help restore the balance of destination funding for Western Sydney.
4. Council currently has some endorsed strategies and plans relating to tourism ad destination, including a refresh of the Destination Management Plan due in 2024. In addition, the City of Parramatta’s draft Economic Development Strategy (2023-2032) also prioritises the visitor economy. Priority five sets the vision for a “vibrant city that is a destination of choice”. It has the following objectives and outputs:

5. There is a need to develop a more comprehensive Tourism Strategy that covers the entire LGA, and includes strategies and actions for developing the night time economy, unique events and festivals, flagship events, and considers tangible ways to unlock the potential of our visitor economy.
6. This Minute calls on Council to approve the Chief Executive Officer preparing a scope that includes an estimated cost and timeframe for the preparation of a Tourism Strategy for the City of Parramatta that promotes our city as a destination of choice for visitors. This work should be coordinated with the implementation of the City of Parramatta’s Economic Development Strategy 2023-2032, as well as other relevant Council plans and strategies.
7. One way to address the imbalance in funding festivals and events across Greater Sydney is for the NSW Government to invest in a ‘Vivid Parramatta’ program. Vivid Sydney, Australia’s biggest festival, achieved a record attendance in 2023 of more than 3.28 million. The Vivid program, which has been successful in attracting international visitors, takes place in the Sydney CBD, and currently does not include a Western Sydney component.
8. There is an opportunity to collaborate with key stakeholders across our City such as Powerhouse Parramatta, Parramatta Park, Walker Corporation, Venues NSW and the Parramatta Eels, to advocate for a ‘Vivid Parramatta’ drawcard event to attract national and international visitors to our city.
9. This Minute calls on Council to approve the Lord Mayor writing to the NSW Minister for Jobs and Tourism, The Hon. John Graham MLC to highlight the unequal distribution of Destination NSW funding across Greater Sydney, and advocate for funding for a ‘Vivid Parramatta’ program.
FINANCIAL IMPLICATION FOR COUNCIL
10. There are no new financial implications for Council as a result of this Lord Mayor Minute. The scope should include an estimated cost of developing the Strategy.

SUBJECT Congratulations to City of Parramatta’s Artists’ Studios for the 2023 Local Government Week Award

PURPOSE:
The purpose of this Lord Mayoral Minute is to congratulate the Parramatta Artists’ Studios for winning the Arts and Cultural Strategy/Plan of the Year Award for its First Nations Engagement Framework at the 2023 Local Government Week Awards.
(a) That Council note the City of Parramatta has been recognised at the 2023 Local Government Week Awards for Parramatta Artists’ Studios First Nations Engagement Framework;
(b) Further, that Council congratulate staff who have been recognised for excellence in communication, arts and cultural inclusion and planning across the state.
BACKGROUND
1. Held annually, the Local Government Week Awards recognise outstanding achievements by NSW councils in forging relationships of excellence with their communities. Awards are presented across four categories:
· RH Dougherty Events & Communications Awards
· Leo Kelly OAM Arts and Culture Award
· LGNSW Planning Award, sponsored by the Department of Planning and Environment (DPE), and
· NSW Youth Week Local Government Awards.
2. The City of Parramatta was the overall winner in Division C of the Leo Kelly OAM Arts and Culture Award for ‘Strategy/Plan’ for the Parramatta Artists’ Studios (PAS) First Nations Engagement Strategy.
3. The Framework outlines the City’s appreciation of and commitment to First Nations people, artists and communities, and is a statement of commitment to support and embed First Nations-led programming.
4. PAS’ commitment includes building respectful and responsible long-term relationships with First Nations artists and communities; and championing visibility of First Nations artists and culture through programming and infrastructure. PAS also aims to support the development of sustainable practice and careers of First Nations artists in the Parramatta region.
5. The Framework has opened the door for practical initiatives, such as a new First Nations space at the studios, expected to open next year.
6. Council congratulates the staff and all involved in the development of the Framework, particularly First Nations people who led the consultation, for being recognised as being at the forefront of arts and cultural inclusion.

7. There are no new financial implications for Council as a result of this Lord Mayoral Minute.
