PURPOSE: The purpose of this Lord Mayoral Minute is to recognise the first Lord Mayor of the City of Parramatta, Mr Alan Aizley Hyam OAM, and acknowledge his 90th birthday.

 

 

Recommendation:

 

(a)     That Council recognise the first Lord Mayor of City of Parramatta, Mr Alan Aizley Hyam OAM, acknowledging his 90th birthday on 26 July 2023.

(b)     Further, that Council write to the former Lord Mayor to congratulate him on this significant milestone and his legacy in the City of Parramatta. 

 

BACKGROUND

 

1.      Mr Alan Aizley Hyam OAM is the first Lord Mayor of Parramatta City Council and served for three terms from 1988 to 1991. He served as an Alderman for 27 years from 1968 to 1971, and then from 1974 to 1999 as well as a former Mayor for six terms from 1975 to 1979, then 1986 to 1988.

 

2.      Mr Hyam was recognised in the Queen’s Birthday Honours list on 13 June 1993 and was awarded the Medal of the Order of Australia (OAM) in the General Division for service to local government, and to the community.

 

3.      Mr Hyam worked as a clerk for NSW Public Works from 1949 to 1957, then as a clerk for the NSW Valuer General's Department from 1957 to 1959. He was promoted to Manager, NSW Housing Commission in 1960, where he remained until 1972. He is a Life Fellow of the Australian Property Institute, having been admitted as an Associate Member in 1963, and is a Certified Practising Valuer.

 

4.      Mr Hyam then trained as a barrister, and was called to the NSW Bar in 1981, practising property law and specialising in valuation and rent review matters. He retired from practice on 30 June 2018. He penned two significant legal tomes on valuation law and principles, The Law Affecting Valuation of Land in Australia: 6th edition, and The Law Affecting Rent Review Determinations: 3rd edition.

 

5.      Mr Hyam was born in Nowra on a dairy farm on 26 July 1933 and moved to the Parramatta area during his childhood. As a youth, he attended dances at the Rivoli, where he met his wife Judith (who also served on Council), whom he married in St John's Cathedral in 1958. Lady Mayoress Judith Hyam tragically died from cancer in 1991 and the Judith Hyam Memorial Trust Fund for Cancer Research was founded in her honour, raising over $1 million for cancer research to date. Mr Hyam was remarried to Siram in 1996 at St John's Cathedral. Mr Hyam lived in Westmead, then Rydalmere and now resides in Carlingford.

SUBJECT                  NSW Government Grant - $10.6 million Civic Link Funding

PURPOSE: To note the NSW Government’s $10.6 million in matched funding for Council’s Civic Link project, which will help bring the City of Parramatta’s vision to life.

 

 

Recommendation:

 

(a)    That Council notes the NSW Government’s allocation of $10.6 million from the Accelerated Infrastructure Fund to help deliver the final section of the City of Parramatta’s Civic Link project; and

 

(b)    Further, that Council notes the Civic Link will be city-shaping infrastructure, providing a green-canopied pedestrian corridor connecting Parramatta’s CBD with the River foreshore.

 

 

BACKGROUND

 

1.      The City of Parramatta first adopted the Civic Link concept in 2017, endorsing a concept plan that focused on staged delivery of about 490 meters of urban corridor across four city blocks. Once complete the project will link Parramatta Square to the new Powerhouse Parramatta and River Foreshore.

2.      The Civic Link will provide a new cultural spine for the City that connects public life from the heart of the CBD to the river. More than a pathway, the Link will provide a place to walk, gather, eat and enjoy events.

3.      The NSW Government has announced $10.6 million towards Block 3 of Civic Link. Total project cost for Block 3 is about $21 million with Council already allocating similar funding.

4.      With the first part of the corridor already complete at Parramatta Square and other sections set to be delivered as part of Sydney Metro West and Powerhouse Parramatta, Block 3 was the final piece of the puzzle.

5.      Block 3 runs between George Street and Phillip Street along the Horwood Place alignment. All other blocks of the four-block project are funded or complete, including:

-     Block 1:  Parramatta Square
Already complete, the square incorporates the first section of the planned Civic Link with a pedestrian connection past Phive to Macquarie Street and nearby Parramatta Light rail stop.

-     Block 2: Site of the Sydney MetroWest Project
Civic Link is planned to continue through the length of the site, intersecting with a new public square and the MetroWest station entries.

-     Block 4: Powerhouse Parramatta
Currently under construction, the design of the museum incorporates the continuation of the Civic Link axis through the site with two distinct but connected buildings along either side.  

6.      Construction of Block 3 is expected to begin in late 2024. The Civic Link corridor will be fully in place by 2030 when the Parramatta MetroWest station precinct is due to complete. 

7.      This Minute notes the $10.6 million in funding provided by the NSW Government, to be matched by Council, which will help bring the final stages of this city-shaping infrastructure to life.

PURPOSE:

 

To progress the NSW Government’s $2.5 million election commitment to upgrade Caloola Road Reserve.

 

 

Recommendation:

 

(a)     That Council notes the NSW Government’s election commitment of $2.5 million to upgrade Caloola Road Reserve to transform it into a permanent park; and

 

(b)    Further, that the Lord Mayor write to the NSW Minister for Planning and Public Spaces, the Hon. Paul Scully MP to request a meeting to discuss the progression of the commitment to provide the local community with a high-quality public park at Caloola Reserve.

 

BACKGROUND

 

1.      Caloola Road Reserve in Constitution Hill has been an integral part of the Parramatta community for many years. The Reserve is owned by Sydney Water and has previously been licensed for use to the City of Parramatta. The license allows local residents and the community to use and enjoy the Reserve for public recreation purposes.

 

2.      The local community has long campaigned for retention of the Reserve as a public park, to be open and accessible for community use.

 

3.      In March 2023 the then Shadow Minister for Planning and Public Spaces, Paul Scully MP, committed an incoming Labor Government to invest $2.5 million to turn Caloola Reserve into a permanent park and keep it in public hands.

 

4.      The conversion of the site into a permanent urban park would help address the open space deficit in the City of Parramatta and help retain the local heritage value of the reserve.

 

5.      This Minute proposes that the Lord Mayor write to the NSW Minister for Planning and Public Spaces, The Hon. Paul Scully MP requesting to meet to discuss the progression of this commitment to provide the community with a good-quality public park at Caloola Reserve.

PURPOSE: The purpose of this Lord Mayoral Minute is to celebrate the City of Parramatta’s National Tree Day on 30 July 2023 and note Council’s appreciation for all persons and organisations involved in the project.

 

 

Recommendation:

 

(a)     That Council celebrates City of Parramatta’s upcoming National Tree Day 2023 event on 30 July at Upjohn Park Reserve.

(b)     That Council notes that up to 1500 free trees will be given out to residents, on a first come first served basis (limited to one plant per person).

(c)     That Council congratulates Council staff and volunteers who will plant 10,000 native plants at the event into the Ecologically Endangered Community at Upjohn Park, Ermington, totalling 30,000 native plants placed in this area over the past 3 years.

 

(d)     Further, that Council notes its appreciation for the people and organisations participating in the National Tree Day event and volunteering their time to contribute to the City of Parramatta’s Environmental Sustainability Strategy goals.

 

BACKGROUND

 

1.   National Tree Day is Australia’s largest community planting and nature protection event and was co-founded by PlanetArk and Olivia Newton-John in 1996. National Tree Day, proudly sponsored by Toyota, is a call to action to all Australians to put their hands in the earth and give back to their community.

 

2.   The City of Parramatta 2023 National Tree Day Event is one of the largest National Tree Day events in the country and aims to engage over 1000 community members to plant 10,000 native plants back into the Ecologically Endangered Community at Upjohn Park Reserve, 71 Ulm Street, Ermington.

 

3.   The plastic-free event will also feature family-friendly activities including a free community BBQ provided by Carlingford Dundas Lions Club, free ice cream and coffee, welcome to country and smoking ceremony, wildlife display and workshops, free face painting, bike bus, Rydalmere Fire Brigade fire truck and entertainment from artists including Blak Douglas, King and Queen of Green, Bugs Alive and Abi Tucker.

 

4.   Council will display information about its Bushcare Volunteer Program and seek to engage with culturally and linguistically diverse communities through an Ethnic Communities Council hosted stall featuring Hindi and Mandarin translators. The event will also have two plant giveaway stalls, with IndigiGrow nursery providing a Bush Tucker plant giveaway of 1,000 plants and Council distributing an additional 500 plants on a first come, first served basis (limited to 1 plant per person).

 

5.   This event is part of a multi-year project of restoring this area of bushland through revegetation. The bushland at Upjohn Park is an Ecologically Endangered Community, which is a home to a variety of native flora and fauna. Restoring this type of vegetation community is vital as there is now less than 0.5% of the original distribution of Sydney Turpentine and Ironbark Forest in NSW.

 

6.   By the conclusion of the National Tree Day event, City of Parramatta will have planted over 30,000 native tube-stock plants into this vegetation community over the past 3 years, greatly enhancing its value as a wildlife corridor. This reserve is part of the larger Upjohn Park which connects with The Ponds Creek and Marri Badoo Reserve, making it an important wildlife corridor for native animals.

 

7.   Trees play an important role in the ‘greening’ of our City.  Council plants around 2700 trees a year. When it opens, the new Parramatta Aquatic Centre will include over 80,000 carefully chosen plants, shrubs and trees.

 

8.   This event will help to implement the City of Parramatta Environmental Sustainability Strategy by enhancing and increasing Council’s green spaces, protecting and enhancing ecosystem health, and helping to increase canopy cover.

 

9.   Council notes its appreciation for the people and organisations participating in the National Tree Day event and volunteering their time to contribute to City of Parramatta’s Environmental Sustainability Strategy Goals.

 

FINANCIAL IMPLICATION FOR COUNCIL

 

10. There are no additional financial implications for Council arising as a result of this Lord Mayor Minute.

 

11. It is noted that the City of Parramatta 2023 National Tree Day Event project is funded by a $75,000 NSW Department of Planning and Environment Places to Roam Grant, in association with the City of Parramatta. Ongoing project maintenance will be funded by Council’s Natural Areas – Bushcare division through its existing operational budget.
