Confirmation of Minutes
The Minutes of the previous Active Transport Advisory Committee meeting, held on 16 May 2023, were resolved by Kendrick and McDonald and CARRIED. |

Station Street E Harris Park Shared Path Issue with newly installed poles within path (Agenda Item 8 from 14 March 2023) |
Description |
The Committee received an update from Michael Kolos on the issue raised the 14 March 2023 Active Transport Advisory Committee meeting regarding the poles installed within the Station Street E Harris Park Shared Path.
The Committee were advised that this matter has been raised with relevant staff, and that Councillor Prociv has submitted a Notice of Motion included in the 24 July Council Agenda recommending to further investigate solutions. The Notice of Motion recommendation includes provision to report back to the Active Transport Advisory Committee.
Angela Hansford joined the meeting at 6:23pm during discussion of Item 5. |
Outcome |
· The Committee will monitor the outcome of the Notice of Motion at the 24 July Council Meeting. · The Committee raised concern regarding the risk for the matter to reoccur. Michael Jollon agreed to raise this issue with Council’s Project Management Office to consider appropriate project controls with regard to internal consultation, and will report back to the next Active Transport Advisory Committee on the outcome of this engagement. |

Wigram Street Cycleway Conversion Update |
Description |
The Committee received an update from Michael Kolos regarding the preferred concept plan for the Wigram Street Cycleway. |
Outcome |
· The Committee noted that the updated concept plan will be required to undergo public exhibition again within the next couple weeks, and pending approvals is anticipated to progress to the detailed design stage in 3-4 months. |

Bike Plan status |
Description |
The Committee received an update from Mark Crispin regarding the public exhibition of the draft Bike Plan, as endorsed at the 10 July Council Meeting. The Committee were advised that public exhibition will commence on 1 August, and include online and face to face community engagement.
Council officers addressed Committee questions regarding the draft Plan.
Lord Mayor Councillor Pandey joined the meeting at 6:29pm, before discussion of Item 7. |
Outcome |
· The Committee were encouraged to review the draft Bike Plan and submit feedback as part of the public exhibition. The Committee noted that they will need to determine whether to make individual submissions or convene a group submission via email, given the public exhibition period will close before the next meeting. · Council officers agreed to circulate the Participate Parramatta page link to Committee Members once public exhibition commences on 1 August. |

Cumberland City Council Bike Plan for consultation |
Description |
The Committee were advised that the Cumberland City Council draft Bike Plan is currently on public exhibition from 18 July-15 August. |
Outcome |
· The Committee were encouraged to review the Cumberland City Council draft Bike Plan and submit individual comment as part of the public exhibition. |

Parramatta by Bicycle Map updates invited |
Description |
The Committee were invited to submit any suggestions regarding updates to the Parramatta by Bicycle Map. |
Outcome |
· The Committee will submit any suggestions via email to Michael Kolos. · The Committee noted that they may contact Council Customer Service to request a copy of the bike map. |

Status update for Expression of Interest |
Description |
The Committee were advised that the outcomes of the Expression of Interest seeking to fill Committee vacancies will be reported at the 24 July Council Meeting. The Committee noted that 23 applications have been received, including a mix of walkers and cyclists. |

Cycleway Projects update and Advisory Committee Members Priorities Register |
Description |
The Committee received status updates from Michael Kolos and Mark Crispin regarding the projects listed on the Advisory Committee Members Priorities Register. |
Outcome |
· The Committee noted the update. · Council officers will continue to notify the Committee of additional relevant projects that come up for public exhibition. |

Shared E-Scooter Trial status |
Description |
The Committee received an update from Michael Jollon on the status of the State Government’s Shared E-Scooter Trial. Council is waiting for the State Government to commence the trial, anticipated to launch in Parramatta in the next few months following a required road safety audit. |
Outcome |
· The Committee noted the update. · The Committee noted that Michael Jollon will be engaging with Council’s Access Advisory Committee regarding the trial, as previously recommended by the Active Transport Advisory Committee.
Lord Mayor Clr Pandey retired from the meeting at 7:14pm after discussion of Item 12. The Lord Mayor thanked the Committee on behalf of Council for their advisory work, and encouraged members to contact the Lord Mayor or Councillors with any feedback regarding active transport matters of concern. |

Gasworks Bridge maintenance |
Description |
The Committee received an update from Michael Kolos regarding significant maintenance works the Gasworks Bridge, which is a Transport for NSW asset. The Committee were presented with the TfNSW Traffic Management Plan for the works. |

General Business |
Description |
Committee members shared the following matters during General Business: · Hill Road, south of Stromboli Strait, Wentworth Point: The Committee considered Mark Green’s ongoing engagement with Council regarding a pedestrian kerb extension impeding the cycleway. · Carson Street, Dundas Park: The Committee were advised of poor pedestrian lighting in the area. The Committee engaged with Council officers regarding considerations for pedestrian lighting improvement initiatives. · Silverwater Park car rally, weekend of 15 July: The Committee advised of pedestrian safety risks presented by cars leaving the event, and engaged with Council officers regarding considerations for developing event traffic management plans. · Silverwater shared paths near Cricket NSW facility: The Committee discussed concerns regarding pathway condition and access at this site, however noted that the land is within the Sydney Olympic Park Authority’s jurisdiction. · Louise Sauvage pathway crossing at Avenue of Oceania, Newington: The Committee raised concern regarding accessibility of the modified crossing, and engaged with Council officers regarding engineer considerations required for ensuring cyclist visibility. · Charlene Bordley provided an update regarding Access Advisory Committee business, noting that this Committee is currently providing feedback on improving accessibility for the proposed playgrounds under the M4. |
Outcome |
· Silverwater Park car rally: Michael Kolos agreed to provide feedback on behalf of the Committee to Council’s teams responsible for issuing the open space permits for this and similar events, to more broadly assess the traffic management plan considerations. · Silverwater shared paths near Cricket NSW facility: Mark Crispin agreed to provide feedback on behalf of the Committee to the Sydney Olympic Park Authority, as the area of concern is within their jurisdiction.
