SUBJECT Salvation Army Red Shield Appeal 2023

PURPOSE:
The purpose of this Lord Mayoral Minute is to acknowledge the Salvation Army’s Red Shield Appeal 2023 running from April to June 2023, and to seek Council’s support for a donation to the Appeal.
Recommendation:
(a) That Council acknowledge the Salvation Army’s Red Shield Appeal 2023 running from April to June, with the National Doorknock to occur on 20 and 21 May 2023.
(b) Further, that Council donate $1,000 to the 2023 Salvation Army Red Shield Appeal.
BACKGROUND
1. The Salvation Army’s Red Shield Appeal runs from April to June each year, with the National Doorknock to occur on 20 and 21 May 2023. Donations will be collected through traditional face-to-face doorknocking and online through a Digital Doorknock.
2. The Red Shield Appeal is The Salvation Army’s signature annual fundraising drive which helps fund their vast network of social and community services. A Western Sydney specific Red Shield Appeal community event will be held towards the end of June 2023.
3. The Red Shield Appeal funds help The Salvation Army deliver vital community programs and social services including emergency financial assistance, refuge for women and children in crisis, shelters for those facing homelessness, housing, youth drop-in centres and support programs, emergency and disaster relief, drug and alcohol addiction recovery and rehabilitation support, employment training programs, as well as rural and prison chaplains.
4. By supporting the Red Shield Appeal, Council will contribute to the work of the Salvation Army to help thousands of people find their way out of crisis, especially at a time of increased cost of living pressures.
5. This Lord Mayoral Minute seeks Council’s support for a donation of $1,000 to the Salvation Army’s Red Shield Appeal. This donation will make a difference for vulnerable people in our community, and can give someone facing crisis, hardship or isolation a new start in life.
FINANCIAL IMPLICATION FOR COUNCIL
6. The proposed donation of $1,000 can be funded from the existing Lord Mayor and Councillor Support Donations Budget 2022/23. The amount is consistent with the donation made in 2021-2022 following Council’s resolution of 9 May 2022.

PURPOSE:
The purpose of this Lord Mayoral Minute is to recognise National Volunteer Week (15-21 May 2023) and to celebrate our local volunteers for their significant contributions to our community.
(a) That Council recognise National Volunteer Week from 15-21 May 2023 and note the City of Parramatta National Volunteer Week event to be held on 17 May 2023 at PHIVE.
(b) Further, that Council acknowledge all volunteers across the City of Parramatta at Council and within a range of organisations including service clubs, not-for-profit community organisations, faith-based groups, arts and culture, sports and recreation, charities and more. Council appreciates the vital role that volunteers play in our community.
BACKGROUND
1. National Volunteer Week (NVW) is Australia’s largest annual celebration of volunteering, held from 15 – 21 May 2023. The week-long event recognises the vital support that millions of volunteers across Australia provide to their communities and encourages people to consider volunteering.
2. The theme for NVM 2023 is ‘The Change Makers’ celebrating the power of individuals to drive change and ensure volunteering is inclusive of all members of the Australian community.
3. Each year the City of Parramatta holds a National Volunteer Week event for those who volunteer at Council led activities. This year’s event will be hosted on 17 May at PHIVE.
4. City of Parramatta has hundreds of active volunteers who support a variety of Council’s services and programs such as Community Care, Bushcare, Community Capacity Building, Library Services, Park Committees and Cultural Heritage and Tourism, including (amongst others):
a. 70 active Community Care volunteers, with over half serving for 5 years or more and 18.5% serving for 15 years or more;
b. 90 Tree Champions who care for more than 2,600 newly planted trees in public settings across the LGA as part of the Greening Parramatta program. The City currently seeks new Tree Champions for a Parramatta Light Rail tree planting program; and
c. 40 Library volunteers across City of Parramatta Libraries.
5. Local volunteers led the charge at Council’s 2023 Australia Day award ceremony at Parramatta Park. Julia ‘Julz’ Strykowski was Citizen of the Year and has been actively involved in the LGA for more than 10 years, founding Boomerang Bags Parramatta – which repurposes leftover fabrics into reusable bags – while running waste-to-art program PluckFastic. She also is the co-founder of Friends of Toongabbie Creek.
6. Bushcare volunteer Zyntaurus Donna-Aroon was awarded Young Citizen of the Year in honour of David Shakespeare OAM. Jocelyn Dodd, who has been volunteering with City of Parramatta’s Community Care services for more than a decade, was named Senior Citizen of the Year, while the Parramatta State Emergency Service (SES) took out the Community Group Award following its tireless efforts across the LGA.
7. As we return to more face to face activities after the isolation of the COVID-19 pandemic, the need for volunteers has never been more pressing.
8. There are a wide range of volunteering opportunities at City of Parramatta. The complete list of volunteer positions is available on Council’s website at https://www.cityofparramatta.nsw.gov.au/community/building-your-community/volunteering.
9. The City of Parramatta is appreciative of all volunteers and the vital role they play in our community. Council celebrates our change-makers and thank all who give their time and energy to worthy causes across our City.

PURPOSE:
This Lord Mayoral Minute recognises National Road Safety Week, to be held from 14-21 May, and seeks approval for PHIVE to ‘turn yellow’ for the duration of the week.
Recommendation:
(a) That Council acknowledge National Road Safety Week 2023 (14-21 May), an annual initiative which highlights the impact of road trauma and ways to reduce it; and
(b) Further, that Council approve PHIVE ‘turning yellow’ for the duration of the week to help raise public awareness about road safety.
BACKGROUND
1. Every year approximately 1,200 people are killed and another 44,000 seriously injured on Australian roads. Traffic injury is the biggest killer of Australian children under 15 and the second-biggest killer of all Australians aged between 15 and 24. These numbers are growing every year but are preventable if we choose to ‘Drive So Others Survive’.
2. Data from Transport for NSW (TfNSW) shows that between January 2017 and December 2021 there were 3,422 reported crashes within the City of Parramatta, resulting in 2,910 casualties and 31 fatalities. Seven fatal crashes involved speeding, with pedestrians and motorcycle riders the highest road user class represented in the fatality figures.
3. National Road Safety Week (NRSW) is an annual initiative from the Safer Australian Roads and Highways Group, partnering road safety organisations and all levels of Government. The week highlights the impact of road trauma and ways to reduce it.
4. Each year some of Australia’s favourite buildings and bridges are lit up yellow in support of NRSW. In previous years, the Sydney Harbour Bridge and Kiama Lighthouse have turned yellow to mark the initiative.
5. This Minute proposes that PHIVE be lit up in yellow from 14-21 May 2023 to spread awareness about the importance of road safety and measures to reduce road trauma.
6. Other activations across the City of Parramatta to mark NRSW include:
· Council will be sharing NRSW messages and themes on social media channels;
· Whilst patrolling school zones during NRSW, Council’s Community Safety Officers will be distributing TfNSW road safety educational material; and
· TfNSW road safety educational material will be distributed to Council’s Early Learning Centres to share with families.
7. City of Parramatta actively supports road safety within the community. Over the last three financial years, Council has delivered a total of $35 million in pedestrian, bicycle and traffic road safety works. This includes grant funding from the State and Federal Government.

SUBJECT Parramatta: A Past Revealed

PURPOSE:
The purpose of this Lord Mayoral Minute is to propose that the CEO prepare a report to investigate the updating of Parramatta – A Past Revealed, a book commissioned by Council in 1996.
(a) That Council acknowledge the importance of Parramatta’s history and heritage in shaping our City today; and
(b) Further, that the CEO prepare a report to Council to investigate updating the 1996 publication Parramatta – A Past Revealed. This report should consider:
i. Consultation with the authors, local history and heritage experts and relevant stakeholders in developing content for an updated edition;
ii. Existing materials and research held by Council that could be used to inform the project; and
iii. Financial and resourcing implications of updating the publication, and potential timeframes for consultation, development and delivery.
BACKGROUND
1. Named after its original inhabitants, the Burramatta people, Parramatta was Australia’s first viable colonial settlement and a culturally and linguistically diverse city with multiple layers of stories to explore. Council’s cultural heritage collections record and reflect life in one of Australia’s most significant regions as it evolves. This includes digital resources, as well as books and publications that continue to be used by residents and the wider public who are increasingly interested in the history and stories of our growing region.
2. Parramatta – A Past Revealed, a book commissioned by Council and published in 1996, is an overview of Parramatta from European settlement to 1995 when the city was emerging as a second CBD. Council commissioned Terry Kass, Carol Liston and John McClymont, local historians and heritage experts, to develop a new history, drawing on vast resources of archives, museums and family histories assembled over decades.
3. There is an opportunity to update the publication since it was commissioned 27 years ago, to cover the evolution of Parramatta throughout the 1990s to present day, documenting our transition to the dynamic and diverse city we are today.
