PURPOSE:

 

The purpose of this Lord Mayor Minute is to convey Council’s best wishes to His Majesty King Charles III on his Coronation Day, 6 May 2023.

 

 

Recommendation:

 

That the Lord Mayor on behalf of the City of Parramatta request the Governor General of the Commonwealth of Australia to convey Council’s best wishes to His Majesty King Charles III on his Coronation Day, 6 May 2023, and to wish him a long and successful reign.

 

BACKGROUND

1.   The death of Her Majesty The Queen on 8 September 2022 has resulted in the proclamation of the accession of His Majesty The King, Charles the Third, King of Australia.

2.   On 11 September 2022, the Governor of NSW presided at a meeting of the Executive Council at Government House where the then Premier of NSW Dominic Perrottet, joined by Ministers of the Government, recommended that  Her Excellency proclaim King Charles III as King of Australia. The Governor accepted the recommendation.

3.   In the afternoon, Her Excellency read the Proclamation at NSW Parliament House proclaiming Prince Charles to be King Charles the Third, by the Grace of God, King of Australia and his other Realms and Territories.

4.   The Coronation of His Majesty The King will take place on Saturday 6th May 2023.

5.   The Coronation Ceremony will take place at Westminster Abbey, London, and will be conducted by the Archbishop of Canterbury.

6.   The Ceremony will see His Majesty King Charles III crowned alongside the Queen Consort.

7.   The Coronation will reflect the monarch’s role today and look towards the future, while being rooted in longstanding traditions and pageantry.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to recognise 2023 ANZAC Day commemorations across the City of Parramatta and pay our respects to all who have served in our armed forces.

 

 

Recommendation:

 

(a)     That Council recognise 2023 ANZAC Day commemorations across the City of Parramatta;

 

(b)     That Council notes the program of activities commemorating ANZAC Day across the City of Parramatta; and

 

(c)     Further, that Council holds a minute’s silence to pay our respects to the Australian and New Zealand men and women who have served and died in wars, conflicts, and peacekeeping operations to protect the freedoms we enjoy.

 

 

BACKGROUND

 

1.      ANZAC Day is a significant day of remembrance for communities across Australia and New Zealand. Observed nationally each year on 25 April, the day commemorates the landing of Australian and New Zealand Army Corps (ANZAC) troops on the Gallipoli peninsula in Turkey during World War I, in 1915.

2.      The importance of ANZAC Day goes beyond the anniversary of the landing on Gallipoli, it is a day of remembrance for all Australians and New Zealanders who have served and died in all wars, conflicts, and peacekeeping operations since that time. It is also an occasion to honour the courage, endurance, and sacrifice of those who have served their countries.

3.      On behalf of the City of Parramatta, Council pays its respects to the incredible Australian and New Zealand men and women who served and died in wars, conflicts, and peacekeeping operations.

4.      Our local Epping and City of Parramatta RSL sub-Branches are hosting Services for the community to attend and commemorate ANZAC Day.

·    ANZAC Sunday Service – Epping

Date: Held on Sunday, 23 April 2023
Time: Service commenced at 2pm
Location: The Service began at Epping Club, 45 Rawson Street, Epping and will conclude at Boronia Park Cenotaph, Epping. 

·    City of Parramatta RSL sub-Branch ANZAC Dawn Service                           Date: Tuesday, 25 April 2023
Time: Service commences at 4.30am sharp
Location: War Memorial and Cenotaph, Prince Alfred Square, Parramatta
Please note, no march will take place in 2023

·    Epping RSL sub-Branch ANZAC Dawn Service                                           Date: Tuesday, 25 April 2023
Time: Service commences at 6:00am
Location: War Memorial and Cenotaph, Forest Park, Epping 

5.   The City of Parramatta pays special tribute to Epping and City of Parramatta RSL sub-Branches, for their commitment to past and present service personnel. RSL sub-Branch services are supported by City of Parramatta.

6.   Those who are unable to attend a Dawn Service can take part in Light Up The Dawn at 6am on ANZAC Day. Community members are encouraged to stand at the end of their driveways or on their balconies and remember those who have sacrificed so much for our country.

7.   To commemorate ANZAC Day, our City is flying ANZAC banners across the city, our local libraries will deliver a poppy craft workshop for children during our story time sessions in April. All libraries will decorate their spaces with an ANZAC themed display and showcase library books remembering the fallen heroes and the history of the wars.

8.   The Parramatta Library Heritage Team has also created an ANZAC Day Online Experience featuring historical publications and stories from local soldiers, accessible: https://historyandheritage.cityofparramatta.nsw.gov.au/anzac-day-2023

PURPOSE:

 

The purpose of this Lord Mayor Minute is to recognise the passing of Mr Bruce Astill  and show our respect for his contributions to the Parramatta community.

 

 

Recommendation:

 

(a)     That Council acknowledge the passing of Bruce Astill, former member of Council’s Aboriginal and Torres Strait Islander Advisory Committee, longtime local community volunteer and loyal Parramatta Eels supporter;

(b)     That a letter of condolence be sent from the Lord Mayor to Bruce’s family on behalf of the City of Parramatta; and

(c)     Further, that the Chamber hold a minute’s silence as a gesture of respect on Mr Astill’s passing and in recognition of his contributions to the Parramatta community.

 

BACKGROUND

 

1.      Mr Bruce Astill, well-loved Parramatta resident, former member of City of Parramatta Council’s Aboriginal and Torres Strait Islander Advisory Committee, community volunteer and loyal Parramatta Eels supporter, peacefully passed away surrounded by loved ones on 1 April 2023 after a decade of fighting throat cancer.

 

2.      As a skilled carpenter, Mr Astill built his dream home at 10 Wandsworth St, Parramatta for his wife Donna and his children Kierra, Dean and Tyson, using with his own bare hands.

 

3.      Mr Astill and his wife contributed over a decade as members of Council’s Aboriginal and Torres Strait Islander Advisory Committee, giving feedback on matters particularly around support for young Aboriginal people, participation in sports and health programs (especially concerning his beloved Eels) and men’s issues. Mr Astill was an active volunteer in the Parramatta community, regularly attending Burramatta NAIDOC and other events with his mob.

 

4.      Council, especially its Aboriginal and Torres Strait Islander Advisory Committee and First Nations staff, offers its deep condolences to Bruce Astill’s family and friends. Council will observe a minute’s silence in the Chamber as a gesture of respect.

PURPOSE:

 

The purpose of this Lord Mayoral Minute is to confirm the commitment for the declaration of the precinct of Wigram Street, Marion Street and Station Street in Harris Park to be known colloquially as ‘Little India’ and to provide Councillors with an update on recent initiatives by Council staff.

 

 

Recommendation:

 

(a)     That Council notes its resolution of the 11 April 2023 Council Meeting, supporting the objective to make the Little India precinct in Harris Park a national and international destination and its invitation to the Prime Minister of India to visit Little India in May 2023.

 

(b)     Further, that Council reaffirm its commitment to the Little India precinct by inviting the Prime Minister of India to lay a foundation stone at the Gateway entrance to the precinct to commemorate the establishment of the ‘Little India’ precinct in Harris Park.

 

BACKGROUND

 

1.      Council, at its meeting of 11 April 2023, considered a matter of urgency in relation to Little India, supporting its objective to make Little India, Harris Park a national and international destination.  At that meeting, Council also resolved to invite the Prime Minister of India to visit Little India during his delegation to Australia in May 2023, and confirmed its commitment to work with both the NSW State and Federal Governments on this project.

 

2.      Preparations are underway for a formal ceremony to declare that the precinct of Wigram Street, Marion Street and Station Street, Harris Park be known colloquially as ‘Little India’.  Council officers have been in regular meetings with the officers of the High Commissioner of India and officers from the Australian Prime Minister’s Office and Local Police to ensure planning for the visit is well advanced and that the event is able to attract international attention.

 

(c)     As part of this ceremony, Council is requested to invite the Prime Minister of India, His Excellence Narendra Modi to lay a foundation stone at the Gateway entrance to the precinct to commemorate the establishment of the ‘Little India’ precinct in Harris Park.

 

FINANCIAL IMPLICATION FOR COUNCIL

 

3.      There are no unbudgeted costs associated with this Lord Mayoral Minute.  All costs associated with the declaration of the precinct as ‘Little India’ are budgeted for within Council’s current operational budgets.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to acknowledge 2023 Youth Week and propose that the CEO prepare a report to investigate drafting a Youth Strategy as part of the Youth Engagement Framework for the City of Parramatta.

 

 

Recommendation:

 

(a)     That Council acknowledge City of Parramatta’s Youth Week being held from 20-30 April 2023 and celebrate the important perspectives and contributions of youth in the Parramatta community; and

(b)     Further, that the CEO prepare a report to investigate drafting a Youth Strategy as part of the Youth Engagement Framework for the City of Parramatta. This report should consider:

 

i.    Consultation with young people and relevant stakeholders in developing strategic priorities and action plans;

ii.   Focus areas for consideration including:

mental health and wellbeing, employment, justice and safety, the arts, technology hub, community connections, as well as voice, empowerment and engagement;

iii.  and the financial and resourcing implications of developing a youth strategy, and potential timeframes for consultation, development and delivery.

 

BACKGROUND

 

1.   National Youth Week is an opportunity for young people to share ideas, attend live events, have their voices heard on issues of concern, showcase their talents, celebrate their contribution to the community, take part in competitions and have fun. In 2023, Youth Week will take place from Thursday 20 April to Sunday 30 April. This year’s theme is: ‘Connect. Participate. Celebrate’.

 

2.   City of Parramatta Youth Week 2023 (from 20-30 April) features innovative activities and projects including a ‘City of Creatives’ competition, Living Stories Writing Workshops, Youth Expo, Ripple Activation Program and a series of outings (https://www.cityofparramatta.nsw.gov.au/community/youth-week).

 

3.   Council’s Youth Week program is funded by a NSW Department Community and Justice (DCJ) grant, with matched funding from Council. This year’s total project budget is $19,000.

 

4.   This Minute proposes that the CEO prepare a report to investigate drafting a Youth Strategy as part of the Youth Engagement Framework for the City of Parramatta. This report should consider:

PURPOSE:

 

The purpose of this Lord Mayor Minute is to recognise Heart Week (1-7 May 2023)  and encourage our community to take positive steps to promote heart health and reduce heart disease risk.

 

 

Recommendation:

 

(a)     That Council recognise Heart Week, held from 1 – 7 May 2023, which promotes national heart health awareness.

 

(b)     That Council note the availability of lifesaving defibrillators at various community facilities across the City of Parramatta.

 

(c)     That Council donate $2,500 to the Michael Hughes Foundation to support their work promoting heart health awareness and the community response to cardiac arrest;

 

(d)     That Council donate $2,500 to The Heart Foundation to support their work to save lives and improve health through cardiovascular research; and

 

(e)     Further, that Council write to the Michael Hughes Foundation to acknowledge their important work and inform them of Council’s donation.

 

 

BACKGROUND

 

1.      Heart Week is Australia’s national heart health awareness campaign held in the first week of May each year. Organised by the Heart Foundation, it provides an opportunity for health professionals and the public to start a conversation about heart health and take positive steps to reduce the risk of heart disease.

 

2.      For this year’s Heart Week, Australians are encouraged to do three simple things to look after their heart – check their blood pressure, use the Heart Age Calculator to understand their risk of heart disease, and book a Heart Health Check with their GP.

 

3.      The Heart Foundation is the national trusted peak body working to improve heart disease prevention, detection, and support for all Australians. The Foundation’s work has had a major impact on the survival rates of those suffering a heart attack and those living with heart disease. However there is more to do, as coronary heart disease is still Australia’s number one killer, taking 50 lives every day.

 

4.      City of Parramatta has worked with the Michael Hughes Foundation to roll-out 41 lifesaving Automated External Defibrillator’s (AEDs) at Council facilities, community centres, pools and libraries. Most recently, four AEDs were installed in PHIVE.

 

5.      This Minute proposes that Council make a donation of $2,500 to the Michael Hughes Foundation to support their work in the roll-out of lifesaving cardiac equipment across our community. Established in memory of Michael Hughes, a Dundas resident who died in 2013 of sudden cardiac arrest, the Foundation is committed to turning bystanders into first responders. This is life-saving work. The informed use of an AED within the first three minutes is known to increase the chance of survival to over 70%.

 

6.      This Minute also proposes that Council make a donation of $2,500 to The Heart Foundation to support their work to save lives and improve health through funding world-class cardiovascular research, guidelines for health professionals and more.

 

FINANCIAL IMPLICATION FOR COUNCIL

 

7.      This Lord Mayoral Minute proposes a donation of $2,500 be made to Michael Hughes Foundation to support their work increasing the efficiency and community coordination of individuals when responding to cardiac arrest.

 

8.      This Lord Mayoral Minute also proposes a donation of $2,500 be made to The Heart Foundation to support their work to save lives and improve health through funding world-class cardiovascular research, guidelines for professionals and more.

 

9.      This donation can be met from the existing 2022/23 Lord Mayor and Council Support donations budget (126000 – 646203).
