Council Policies for Consultation |
5.1 |
Policy 135 – Local Orders Policy |
Description |
The Committee reviewed the draft Local Orders Policy and provided feedback on the proposed changes. Paul Lyth, Group Manager Regulatory Services, attended the Meeting to address any Committee questions. |
Outcome |
· The Committee did not propose any amendments to the draft Local Orders Policy as presented. · The Committee supported the draft Local Orders Policy to be put to Council on 10 October 2022 to endorse Public Exhibition.

Policy 205 – Investment Policy |
Description |
The Committee reviewed the draft Investment Policy and provided feedback on the proposed changes. John Angilley, Chief Finance & Information Officer, attended the Meeting to address any Committee questions. |
Outcome |
· The Committee did not propose any amendments to the draft Investment Policy as presented. · The Committee supported the draft Investment Policy to be put to Council on 31 October 2022 to endorse Public Exhibition. |

Council Policies for Immediate Recission |
Description |
The Committee reviewed seven (7) Council Policies recommended by Council officers for immediate rescission. The Committee considered the reasoning to rescind each Policy and provided feedback.
The Committee noted that additional Council Policies will be brought to the Committee in due course to consider rescinding once they become superseded by new instruments or frameworks. Council’s Policy Program has been updated to identify these items as the “Hold” category until they are appropriate to rescind. |
Outcome |
· The Committee supported five (5) Policies to be put to Council on 31 October 2022 to endorse their immediate rescission, as follows: a. 394 – Webcasting Policy b. 334 – Gifts and Benefits Policy c. 314 – Outdoor Dining Enforcement Policy d. 225 – Access to Information Policy e. 392 – Affixing the Council Seal Policy · The Committee recommended that two (2) Policies do not proceed for Council rescission at this time and requested that the relevant Policy Owners attend the next Meeting to further brief the Committee, as follows: a. 237 – Productive Partnerships Policy: The Committee requested further clarification regarding why an updated Policy is not required to set the framework for Council’s Alliances model and MOU process as used for establishing key partnerships. b. 346 – Social Investment Funding Policy: The Committee requested further information regarding the integration of social investment into the Grants and Donations Policy framework. |

Council’s Policy Framework |
Description |
The Committee continued their consideration of the proposed policy classification framework for Council, which was presented at the previous Meeting on 30 August 2022. Additional resources were provided to the Committee Members as requested prior to the Meeting to support review of the proposed framework.
The Committee discussed in detail the policy items previously endorsed by Council which were recommended by Council officers to be classified as Operational Policies, with the Executive Team as the Approval Body. The Committee noted that Council endorsement is required to classify these items as Operational Policies.
The Committee was generally supportive of the proposal to update the classification of certain policies to Operational Policies, and where required raised questions for clarification and provided feedback on the recommended assignments. |
Outcome |
· The Committee supported a Report to be put to Council on 31 October 2022 to endorse classifying ten (10) items as Operational Policies, as follows: a. 309 – Asset Management Policy b. 289 – Privacy Management Policy c. 338 – Asbestos Management Policy d. 352 – Verge Maintenance Policy e. 248 – Property Numbering and Display of Property Number Policy f. 307 – Parking Enforcement Policy g. 388 – After Hours Works for Approved Development Applications Policy h. 192 – Public Tree Protection During Works Policy i. 228 – Public Interest Disclosures Policy j. 393 – Legislative Compliance Policy · The Committee requested that the Committee’s support to classify these items as Operational Policies be noted in the Council Report. · The Committee further supported two (2) proposed new policies to be classified as Operational Policies, as follows: a. Debt Recovery b. Unsolicited Proposals · The Committee recommended that seven (7) policies proposed to be classified Operational Policies be retained for the time being as Council Policies. The Committee requested that updated drafts of the Policies be brought back to the Committee in due course to further assess their appropriate classification, as follows: a. 215 – Voluntary Pensioner Rebate Policy b. 327 – Rates Hardship Policy c. 287 – Procurement Policy d. 281 – Customer Service Policy e. 231 – Filming Applications Policy f. 216 – Complaints Handling Policy g. New – Petitions · Council officers took a question on notice to advise the Committee of what processes are in place for Councillors to access or receive a report regarding all complaints received by Council, in relation to the Complaints Handling Policy. · The Committee requested that additional information be brought back to the Committee regarding the proposed timeline to complete all items due for review. |
