PURPOSE:

 

The purpose of this Lord Mayoral Minute is to acknowledge the first Council meeting at PHIVE, the City of Parramatta’s new community, cultural and civic hub.

 

 

Recommendation:

 

That Council acknowledge the first meeting held in our new Council Chambers at PHIVE, the City of Parramatta’s new community, cultural and civic hub.

 

BACKGROUND

 

1.     Tonight marks the first Council meeting held in our new Chambers at PHIVE, Parramatta’s community, cultural and civic hub, located in the heart of our CBD.

 

2.     Council proudly opened PHIVE in September 2022. It’s been embraced by our community as a space to learn, be inspired and explore new experiences. An architectural icon, with a bold design by award-winning French architect Manuelle Gautrand, PHIVE is a truly smart building, with sustainability credentials allowing it to be net zero carbon from day one.

 

3.     The new Council Chambers are where the future of our region will be shaped. The purpose-built Chambers are crafted from locally sourced timber, and contain state-of-the-art voting technology and live streaming facilities to make Council meetings accessible to all.

 

4.     Councillors first committed to the vision of a new civic building within a world-class commercial and cultural precinct in 1996 and we are incredibly proud to hold our first Council meeting in PHIVE tonight, to see this ambition come to life.

 

5.     The Chambers where we gather today are our new accessible place of government; a meeting place to discuss, celebrate and shape the future of our great City.

 

6.     Parramatta is an historic City. The site of PHIVE, and the public domain, have held enormous significance as a meeting place for millennia. The Burramattagal people of the Dharug clan have gathered on these lands for over 50,000 years. This was a gathering and ceremonial place between the mountains and the sea, where people came to conduct business and care for country.

7.     Back in 1879 it was resolved to build offices and a town hall with the passing of the Parramatta Town Hall Act. The Council chose the market square to erect their new public buildings and this tradition has continued.

 

8.     Thanks to the elected Councillors past and present, previous Lord Mayors, many council officers, project partners and members of the Citizen’s jury who’ve contributed in varying ways to deliver this bold vision for PHIVE which has come to fruition today.

 

9.     On behalf of the City of Parramatta, I acknowledge the significance of our first meeting tonight in PHIVE. We recognise that meeting together is at the heart of a democracy and the heart of a well-functioning community. At the heart of this building is the recognition that it is the act of meeting that is so important.

PURPOSE:

 

The purpose of this Lord Mayoral Minute is to celebrate the City of Parramatta winning two Place Leaders Asia-Pacific Awards for excellence in placemaking.

 

Recommendation:

 

(a)       That Council note that the City of Parramatta’s Place Services Team won two 2022 Place Leaders Asia-Pacific Awards for excellence in place management; and

 

(b)    Further, that Council congratulate the Place Services Team on this commendation and for their commitment to best-practice placemaking across our City.

 

BACKGROUND

 

1.     The 2022 Place Leaders Awards were co-hosted by the City of Parramatta on 13 October at Parramatta Square. The national event celebrated cutting edge innovation and excellence in the place sector, with categories covering projects, processes, leadership, governance, and digital placemaking.

 

2.     The City of Parramatta received two Place Leaders Asia-Pacific Awards, from a record number of entries:

 

·         Place Governance category, Parramatta Square Place Plan: The judges heralded the bold new plan for Parramatta Square, which sets a vision and outlines a long-term plan for Sydney’s global centre. The vision outlines Parramatta Square as a gathering place – past, present and future.

 

·         Place Leadership category, City of Parramatta Place-Making Team: The City’s place-making team was recognised as industry leaders and pioneers on the national stage.

 

3.     The awards recognise Council’s ongoing work delivering successful place outcomes that enrich the life and well-being of all communities.

 

4.     We are honoured to have our City’s vibrant and creative public spaces recognised at this year’s prestigious national awards. Thank you to our Place Services Team for your continued hard work, ensuring our City earns and retains its position as a leading destination on the national stage.

 

5.     This Lord Mayor Minute acknowledges the achievement and efforts of Council’s Place Services Team who continue to deliver the highest quality projects that are rightly receiving recognition from their peers. Congratulations to the Place Services Team for their commitment to a collaborative and inclusive culture that makes for better place outcomes.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to recognise Rekha Rajvanshi and Sue Advani for hosting their 10th annual Pink Sari Breakfast in aid of the National Breast Cancer Foundation

 

Recommendation:

 

(a)    That Council note that Rekha Rajvanshi and Sue Advani hosted their 10th annual Pink Sari Breakfast on 9 October 2022 in aid of the National Breast Cancer Foundation; and

 

(b)    That Council donate $500 to the National Breast Cancer Foundation to support life-saving cancer research; and

 

(c)    Further, that Council writes to and congratulates Rekha and Sue for their service to the community and their work giving back to our City.

 

BACKGROUND

 

1.     Over 3,200 Australians lose their lives from breast cancer in Australia each year - around nine people a day. The National Breast Cancer Foundation (NBCF) is Australia’s leading national body funding game-changing breast cancer research with money raised entirely by the Australian public. The NBCF’s mission is to end deaths from breast cancer by identifying, funding and championing world-class research to help detect tumours earlier, improve treatment outcomes, and ultimately save lives.

 

2.     Since NBCF’s inception in 1994, the five-year survival rates for breast cancer has increased from 76% to 92%.

 

3.     October is Breast Cancer Awareness Month, an annual campaign to raise awareness about the impact of breast cancer.

 

4.     On 9 October Rekha Rajvanshi and Sue Advani hosted their 10th annual Pink Sari Breakfast in Parramatta, raising $8500 for the NBCF. Together with their hardworking team of volunteers (many cancer survivors themselves), Rekha and Sue have raised much needed funds over a decade to support medical research and aid breast cancer recovery. In particular, Rekha and Sue’s focus on spreading awareness about breast cancer amongst South Asian communities has had a huge impact on our City.

5.     This minute proposes a donation of $500 to the National Breast Cancer Foundation, to support their incredible work saving lives and protecting the health of our community.

 

6.     Council will also write to Rekha and Sue to acknowledge their service to the community and congratulate them for giving back to our City.

 

FINANCIAL IMPLICATION FOR COUNCIL

 

7.     This Lord Mayoral Minute proposes a donation of $500 be made to the National Breast Cancer Foundation to support their work funding world-leading cancer research and prevention initiatives.

 

8.     This donation can be met from the existing 2022/23 Lord Mayor and Council Support donations budget (126000 – 646203).

SUBJECT                 100 Years of Vinnies Shops

PURPOSE:

 

The purpose of this Lord Mayoral Minute is to acknowledge 100 years of Vinnies Shops in NSW.

 

Recommendation:

 

(a)    That Council acknowledge the St Vincent de Paul Society who are celebrating 100 years of Vinnies Shops in NSW; and

 

(b)    Further, that Council present a certificate of recognition to the St Vincent de Paul Society and to the four Vinnies stores located within the Parramatta LGA.

 

BACKGROUND

 

1.     The St Vincent de Paul Society (Vinnies) provide services and programs for people across Australia, helping those experiencing or at risk of homelessness, providing crisis accommodation for people experiencing domestic or family violence, and assisting with health, addiction and financial issues.

 

2.     The first Vinnies Shop opened in Newtown in 1922, with the aim of raising funds for St Vincent de Paul’s programs and services. Vinnies now have 226 shops across NSW, including four in the City of Parramatta (North Parramatta, Ermington, Epping and Carlingford).

 

3.     The funds raised from every item resold through Vinnies Shops go towards helping the local community, and keeps the items out of landfill. The profits from Vinnies shops across NSW assist around 300,000 people experiencing disadvantage and homelessness each year.

 

4.     From 24 October to 6 November, Vinnies is celebrating ‘100 Years of Vinnies Shops’. Vinnies has hidden 100 special treasures in their shops, including brand new items from premium Australian clothing brands for customers to find. Clothing, shoes, handbags, jewellery, homewares, a jersey from the Tigers NRL team, and items signed by music legend Jimmy Barnes are all being hidden.

 

5.     This Minute proposes that Council present a certificate of recognition to the St Vincent de Paul Society and to the four Vinnies stores located within the Parramatta LGA to congratulate Vinnies on this milestone and thank them for providing services and programs for marginalised groups across our City.

 

6.     In June 2022 Council donated $1,000 to St Vincent de Paul to support their homelessness Winter Appeal.
