Council’s Policy Framework |
Description |
The Committee received a presentation on a proposed policy classification framework for the City of Parramatta Council, and a corresponding priority policy review program.
The Committee raised questions for clarification and provided
feedback on the framework. This included: · Requests for additional time to consider the proposed classification assignments. · Requests for printed copies of the package of materials provided to Councillors. · Requests for new policy initiatives to be brought to the Committee to confirm the classification and verify the direction of the policy in the initial development stage. · Where superseded policies are to be rescinded, the Committee requested detailed cross-references making it clear where the existing policy has been replaced. · A question was raised requesting confirmation as to whether a clause regarding social investment has been incorporated into the Grants and Donations Policy. · Agreeing to only consider endorsing Council policies for rescission where a policy is ready for immediate rescission (due to being superseded). · The Committee requested for the review of the Public Art Policy to be deferred until after the Cultural Strategy is implemented, to ensure consistent direction.
The Committee was generally supportive of the proposed classifications to be assigned to Council’s policies and recognised the necessity to determine a priority list of policies due for review. |
Outcome |
· The Policy Framework will be revisited at the next Policy Review Committee meeting to give Councillors additional time to review the materials. · Staff agreed to supply all members (and any additional interested Councillors) with a hard copy package of the Policy Framework materials provided to the Committee. · Due to the agreement to only endorse Council policies for rescission where they are ready for immediate rescission, staff agreed to amend the policy priority program to include a “Hold” category for policies to be rescinded in the near future upon being superseded. |
