PURPOSE:

 

The purpose of this Lord Mayoral Minute is to recognise the 60th Anniversary of the Rotary Club of Epping.

 

 

Recommendation:

 

(a)     That Council note that 24 June 2022 marks the 60th Anniversary of the Rotary Club of Epping.

 

(b)     Further, that Council write to and congratulate the Rotary Club of Epping on this milestone, thanking the Club and its members for their contributions to the City.

 

BACKGROUND

 

1.      On 24 June 2022, the Rotary Club of Epping (the Club) will mark their 60th Anniversary.

 

2.      Chartered in 1962, the Club has been an integral part of the Parramatta community, immersing itself in the community. Through their own fundraising initiatives and projects, to working in partnership with local charities and organisations, the Club and its members have been champions for our City.

 

3.      Their work has included hallmark projects and initiatives including:

a.   The recent completion of the North Epping Community Garden, a partnership between Epping Rotary and North Epping Public School.  The project included the construction of new large planter boxes, a garden shed, greenhouses and large compost bins, making an orchard of 5 fruit trees and constructing 5 large outdoor tables for student/class activities;

 

b.   Fundraising for several international philanthropy projects, including the San Isidro school garden project in the Philippines and funding for the elimination of polio in East Timor;

 

c.   Longstanding funding and support for four local high school youth programs, as well as debating and performing arts competitions for six local primary schools;

 

d.   Hosting an annual ‘Golden Oldies’ harbour cruise for aged care residents, with Epping Boys and Cheltenham Girls prefects as volunteer chaperones.

 

4.      The Club has also been proud to partner with Epping Boys High School on several education initiatives, including fundraising for technology, stationery and sports equipment to support local students.

 

5.      The Club’s work extends deep into the community, including the hosting of several Vocational Awards nights where local community leaders are acknowledged and rewarded.

 

6.      As Rotarians, its members are part of a global network of neighbors, friends, colleagues, leaders and problem-solvers who unite and take action to create lasting change – across the globe, and in their local communities, at home and work.

 

7.      On behalf of the City of Parramatta, I congratulate the Rotary Club of Epping on their 60th Anniversary and thank them for their continued commitment to service and contributions to the City and its people.

PURPOSE:

 

The purpose of this Lord Mayoral Minute is to congratulate the Parramatta City Band who have recently won two contests at the East Coast Championships.

 

Recommendation:

 

(a)       That Council congratulate members of the Parramatta City Band who won the Division 1 contest and the Division 1 entertainment section of the East Coast Championships, held in June.

 

(b)       Further, that the Lord Mayor write to Parramatta City Band to congratulate them on the fantastic result.

 

BACKGROUND

 

1.   Parramatta City Band is one of the oldest brass bands in Australia. Formed in the early 1900’s by the St Johns Church of England Parramatta, the band is well known for its expert musicianship and strong link with the local community. Members display a desire to work hard and create amazing music, while fostering friendship and connection through the passion of music.

 

2.   Over the past 14 years, under the leadership of former State and Nationals Tenor Horn, Baritone and Euphonium Champion Jonathan Gatt, the band has won a number of Championships, Contests and Eisteddfods.

 

3.   The Band also contributes to countless community gigs including monthly play-outs in Church Street Mall, Parramatta and other performances.

 

4.   The band currently competes at both state and national championships and most recently won the Division 1 contest and the Division 1 entertainment section of the East Coast Championships, held in June.

 

5.   On behalf of the City of Parramatta, I congratulate the successful members of the Parramatta City Band for this significant achievement. The Band continues to excel and make a valuable contribution to enriching the lives of local residents and visitors.

PURPOSE:

 

The purpose of this Lord Mayoral Minute is to acknowledge the contributions of Suellen Fitzgerald, who is stepping down from her role as Chief Executive Officer of the Greater Sydney Parklands on June 30.

 

Recommendation:

 

(a)     That Council note Suellen Fitzgerald will step down from her role as Chief Executive Officer of the Greater Sydney Parklands (GSP) on 30 June this year, after 20 years of service across various leadership roles in the state government; and

 

(b)     Further, that Council write to and thank Suellen for her exemplary leadership and contributions to the City of Parramatta in her work for the GSP, as well as in her former role of CEO of Parramatta Park and as a board member of the Parramatta Park Trust.

 

BACKGROUND

 

1.      Sullen Fitzgerald will finish up as the CEO of Greater Sydney Parklands (GSP) on 30 June, after 20 years of service across various park management roles in the state government.

 

2.      Suellen has made a substantial contribution to Sydney and its communities through the establishment, transformation and consolidation of some of Sydney’s most important parklands.

 

3.      In 2008, Suellen became the inaugural Director of Western Sydney Parklands (WSP). In that role she set up the vision for WSP and oversaw the establishment of WSP’s extensive network of parklands ad community facilities. In doing so, Suellen set new standards for community and local government engagement and developed a highly sustainable model for WSP which has delivered lasting benefits for communities across our city.

 

4.      During her time as CEO of Parramatta Park, Suellen took steps to revitalise the park with careful consideration of its cultural, historical and environmental significance. 

 

5.      Her appointment as CEO of GSP, Sydney’s fist city-wide urban parks agency, recognised her vision and impact in WSP and Parramatta and gave her the opportunity to extend that vision to major parks across Sydney. Since taking on the role, she has brought the existing parkland trust’s together, coordinated an expert team to care for the parks and has helped shape GSP’s direction under its new legislation.

 

6.      On behalf of the City of Parramatta, I congratulate and thank Suellen for her service to the people and City of Parramatta, and for her professionalism and commitment.

 

7.      Suellen leaves an outstanding legacy. I wish Suellen all the best for the next phase of her career.

SUBJECT                  Aboriginal Flag in the Parramatta CBD

PURPOSE:

 

The purpose of this Lord Mayor Minute is to seek support for Council to fly the Aboriginal Flag on an ongoing basis in the Parramatta CBD.

 

 

Recommendation:

 

(a)     That Council note the concerns raised by the former Aboriginal and Torres Strait Islander Advisory Committee and members of the community on the absence of the Aboriginal Flag being flown by Council on an ongoing basis.

 

(b)     That Council fly the Aboriginal Flag alongside the Australian National Flag at Council’s flagpole on the Parramatta River foreshore on an ongoing basis, out of respect for our First Nations community.

 

(c)     Further, that Council officers provide advice on the future location to fly both the Aboriginal and Torres Strait Islander flags on an ongoing basis, noting the Centenary Square flag poles are currently unavailable due to the refurbishment of Parramatta Town Hall.

 

BACKGROUND

 

1.      The City of Parramatta Council acknowledges the Traditional Owners of this land, the Dharug peoples.

 

2.      For over 60,000 years, the area comprising present day Parramatta has been occupied by the Burramattagal people, a clan of the Dharug, who first settled along the upper reaches of the Parramatta River.

 

3.      The Dharug people still populate the areas of Parramatta, Greater Western Sydney, La Perouse and the Blue Mountains. There are a number of Dharug organisations and advisory committees that include Dharug representatives. Along with prominent Dharug artists, Dharug people have been instrumental in promoting Aboriginal rights over many decades.

 

4.      City of Parramatta, through its existing Stretch Reconciliation Action Plan and the development of our First Nations Strategy, is committed to leading by example to advance the important cause of Reconciliation. This is part of our commitment to recognise and celebrate our Aboriginal and Torres Strait Islander community, to ensure Council is culturally aware and responsive, and addressing key areas of disadvantage experienced by Aboriginal and Torres Strait Islander peoples.

 

5.      Council’s former Aboriginal and Torres Strait Islander Advisory Committee, now the First Nations Advisory Committee, also advised Council on strategic matters and projects of Council and other stakeholders. The Committee also raised issues important to local First Nations communities including the local Traditional Owners.

 

6.      Attention has been drawn by the Committee to the absence of an Aboriginal flag being flown permanently in Parramatta. The Committee asked for a flag to be flown in an appropriate location to show respect to First Nations people. This was noted in the Minutes of the Aboriginal & Torres Strait Islander Advisory Committee meeting of 23 November 2021, reported to the Extraordinary Council Meeting of 21 March 2022.

 

7.      Noting the concerns raised and Council’s commitment to Reconciliation and respect for our First Nations community, this Lord Mayor Minute seeks for the Aboriginal Flag to be flown at the Parramatta River foreshore flagpoles.

 

8.      It also seeks further advice from staff regarding the flying of the Aboriginal flag alongside the Torres Strait Islander flag in the future, noting the Centenary Square flagpoles are currently unavailable due to the refurbishment of Parramatta Town Hall.

 

FINANCIAL IMPLICATION FOR COUNCIL

 

9.      There are no new financial implications for Council as a result of this Lord Mayor Minute, as flagpoles are already established on the Parramatta River foreshore and an appropriately sized Aboriginal Flag is owned by Council.

 

10.    Any financial implications for the future flying of the Aboriginal and Torres Strait Islander flags on an ongoing basis should be included in the advice to be provided by staff.
