PURPOSE:

 

The purpose of this Lord Mayor Minute is to acknowledge National Pride Month and Council’s commitment to LGBTIQA+ inclusion in Parramatta.

 

 

Recommendation:

 

(a)     That Council note June is National Pride Month, celebrating the diversity of the lesbian, gay, bisexual, transgender and intersex community.

(b)     That Council note City of Parramatta’s commitment to LGBTIQA+ inclusion in the City of Parramatta, including our work with local partners to improve community inclusion and reduce discrimination for all.

(c)     Further, that on behalf of the City of Parramatta, I wish everyone in our community a happy National Pride Month, and encourage everyone to be part of the push for true equality and inclusion for LGBTIQA+ people.

 

BACKGROUND

 

1.      June is National Pride Month, celebrating the diversity of the lesbian, gay, bisexual, transgender, intersex, queer and asexual (LGBTIQA+) community. It’s a time to reinforce the importance of inclusion for all members of our community and stand up against discrimination and violence.

 

2.      Our friends, family and work colleagues form our LGBTIQA+ community. City of Parramatta has been active in the area of community development among local LGBTIQA+ communities for many years and is proudly working with local partners to improve community inclusion and reduce discrimination for all.

 

3.      Council was a founding member of the Parramatta Queer Forum in 2007, a collaboration of local agencies – NSW Police, NSW Health (Parramatta Community Health), PFLAG Western Sydney, ACON Western Sydney, Metropolitan Community Church, Cumberland Women’s Health Centre, Twenty10, the NSW Gay and Lesbian Rights Lobby and the NSW Gay and Lesbian Counselling Service.

 

4.      The Lord Mayor at the time, Cr Paul Barber, opened the first Parramatta Pride Picnic in September 2007.

5.      Council programming, particularly in the cultural services space, has been at the forefront of inclusion and storytelling for many years.

6.      Works by National Theatre of Parramatta, Riverside Theatres and the Parramatta Artists’ Studios have fostered local LGBTIQA+ artists and creatives, presenting a unique Western Sydney culture of inclusion.

 

7.      In the community development space, Council has continued to support the Parramatta Queer Forum and has been an active member of the LGBTIQA+ Domestic and Family Violence Interagency.

 

8.      Council’s Community Grants program has also provided funding to a number of community run projects, often focused on young people across the local government area (LGA). This includes grants to The Shack, run by Christian Community Aid, in support of their LGBTIQA+youth outreach and drumming leadership program “A Beat for Change”, and to Twenty10 in support of their OutWest LGBTIQA+ Youth Group.

 

9.      Another grant helped in the completion of the NSW LGBTIQ Domestic and Family Violence Interagency, ACON and Western Sydney University research report Home is Where Our Story Begins: Family, community and belonging for sexuality & gender diverse CALD people.

 

10.    Council also participated in the Western Sydney University and ACON research paper Advancing LGBTQ+ Safety and Inclusion: Understanding the lived experiences and health needs of sexuality and gender diverse people in Greater Western Sydney.

 

11.    Council is also working with the Woolworths Group on the ‘Painting Parra with Pride’ project, with Woolworths planning to make all of its full size supermarkets and other business types across the LGA Welcome Here sites, a process of identifying a business as a welcoming and inclusive place that also includes a level of training for champions at the site about being an ally for LGBTIQA+ inclusion. Through the ‘Painting Parra with Pride’ project, Council libraries and cultural sites are receiving the necessary training to register as Welcome Here sites.

 

12.    Council’s internal Inclusion, Equity and Diversity Strategy aims to encourage all staff to be themselves at work, and includes a number of focus groups to drive and role model the benefits of being yourself. This includes the LGBTIQA+ Employee Resource Group.

 

13.    Council staff recently took part in a networking event to mark the International Day Against Homophobia, Biphobia and Transphobia, in partnership with Sydney Water, Department of Planning and Environment, and the University of Western Sydney.

 

14.    On Council’s website, members of the community can find information about local groups, services and organisations who have demonstrated inclusive and accessible practices for LGBTIQA+ communities (www.cityofparramatta.nsw.gov.au/lgbtqia-communities).

 

15.    On behalf of the City of Parramatta, I wish everyone in our community a happy National Pride Month, and encourage everyone to be a part of the push for true equality and inclusion for LGBTIQA+ people.

PURPOSE:

 

The purpose of this Lord Mayoral Minute is to congratulate members of the Parramatta community recognised in the 2022 Queen’s Birthday Honours.

 

 

Recommendation:

 

(a)       That Council congratulate the members of the Parramatta community, as outlined in this Minute, for their contributions to the City and recognition in the 2022 Queen’s Birthday Honours List.

 

(b)       Further, that the Lord Mayor writes to the recipients acknowledging the contribution they have made and congratulating them on being recognised in the Order of Australia Queen’s Birthday Honours.

 

BACKGROUND

 

1.      On Monday 13 June 2022 the Queen’s Birthday Honours List was announced by the Governor-General, His Excellency General the Honourable David Hurley AC DSC (Retd). This list provides national and formal recognition for many Australians who have made a significant contribution to their communities, and ultimately Australia.

 

2.      The Australian Honours system celebrates the outstanding achievements and contributions of everyday Australians in a diverse range of fields, with recipients from all spheres of the community.

 

3.      I am pleased to inform Council that the following members and contributors to the Parramatta community have been recognised in the 2022 Queen’s Birthday Honours List.

 

4.      Member of the Order of Australia (AM) in the General Division:

a.   Mr Kevin Douglas (Dougie) Walters MBE was named a Member of the Order of Australia for significant service to cricket at the elite level. Mr Walters played in 74 Tests between 1965-1981, and 28 One Day Internationals between 1971-1981, as a Member of the Australian Cricket Team. He is a life member of Cricket Australia, Cricket NSW and the Parramatta District Cricket Club, including serving as their Patron. He is a published author, recipient of the Member of the British Empire and Centenary Medal and was inducted into the Sport Australia Hall of Fame 1994.

 

5.      Medal of the Order of Australia (OAM) in the General Division:

a.   Ms Cheryl Anne Bates was awarded the Medal of the Order of Australia for service to community history preservation. Ms Bates is the current Chair of the Parramatta branch of the National Trust of Australia (NSW) and has been a dedicated heritage advocate for many years. She has been a member and volunteer of the National Trust of Australia (NSW) since 1983, and is a member of the Parramatta and District Historical Society, Roxy Theatre Action Group, Parramatta Heritage Partners and has served on Council’s own Heritage Advisory Committee.

b.   The late Mrs Betty Hobbs was posthumously awarded the Medal of the Order of Australia for service to the community of Sawtell. Ms Hobbs was a Life Member and former President, Treasurer, Secretary and founding member of the Sawtell RSL sub-Branch, a former President and founding member of the Torchbearers for Legacy and former President and Committee member of the Sawtell Surf Life Saving Club.

c.   Dr Smita Shah was awarded the Medal of the Order of Australia for service to community health. Professor Shah is a full-time Community Physician and the Director of the Prevention Education and Research Unit based at Westmead Hospital. She is an Honorary Clinical Associate Professor at Sydney Medical School, an Associate of the Woolcock Institute for Medical Research and the author of more than 60 publications in peer-reviewed journals. She has also worked international as a lecturer and Associate at the University of Applied Sciences in Hamburg, Germany, and the Centre for Managing Chronis Disease at the University of Michigan, Ann Arbor USA.

 

6.      On behalf of the City of Parramatta, I congratulate and thank all Order of Australia recipients, for their service to the Australian community. Their valuable contributions have helped to support and enrich the lives of local residents, visitors and businesses in NSW and Australia.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to congratulate St Patrick’s Marist College on 150 years of continuous Marist education in Australia.

 

 

Recommendation:

 

(a)     That Council note in 2022, St Patrick’s Marist College is celebrating 150 years of continuous Marist education in Australia, with the last 60 of those years at their current campus on Kirby Street, Dundas.

(b)     That Council writes to and congratulate St Patrick’s Marist College on this milestone and for their significant role in the City of Parramatta community.

(c)     Further, that Council note the Lord Mayor will be presenting St Patrick’s Marist College with a memento in recognition of this milestone at an upcoming St Patrick’s Marist College assembly.

 

BACKGROUND

 

1.      In 2022, St Patrick’s Marist College is celebrating 150 years of continuous Marist education in Australia. 

 

2.      St Patrick’s Marist College is an independent Roman Catholic co-education secondary school in the tradition of the Marist Brothers located in Dundas.

 

3.      The college was founded by the Marist Brothers, led by Brother Ludovic, the founder of the Marist Brothers Province in Australia, as a primary school for boys at Harrington Street, The Rocks in 1872.

 

4.      On 8 April 1872, 130 primary boys were enrolled in this first Marist school, with St Patrick’s having the distinction of being the oldest school in Australia under the charge of teaching Brothers. It is also one of the nation’s older Catholic secondary schools.

 

5.      Four Brothers formed the staff in 1872, including Br Ludovic (29), Br Jarlat (25), Cr Augustine (21) and Br Peter (25).

 

6.      Over the years, St Patrick’s served as a Primary School, High School, Intermediate School, Business College and Evening College from its site in The Rocks.

 

7.      In 1962, the decision was made to move to the current campus in Dundas, where it now provides education for approximately 1,000 students in years 7 to 12.

 

8.      Over its proud 150 year history, St Patrick’s has graduated students into the community who have contributed significantly to the City through local business, sponsorship of local sporting teams and charitable appeals.

 

9.      St Patrick’s also served as the foundation for the now 56 schools that are members of the Marist network, educating 50,000 students across 19 Dioceses in remote, rural, regional and metropolitan Australia.

 

10.    On behalf of the City of Parramatta, I congratulate St Patrick’s Marist College on this significant milestone and for their contributions to the City, its people, students and families.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to acknowledge the contributions of former Commanders of Parramatta Local Area Command and Cumberland Local Area Command to the City of Parramatta.

 

 

Recommendation:

 

(a)     That Council note Superintendent Julie Boon marked her final day as Commander of Parramatta Police Area Command in May 2022, after five years in the role.

(b)     That Council writes to and thanks Supt. Boon for her exemplary leadership and contributions to the City of Parramatta as Commander Parramatta PAC and wishes her all the best in her new role with the NSW Police Transformation and Delivery Office.

(c)     That Council writes to and welcomes incoming Superintendent Barry Vincent as he takes up the role of Commander Parramatta PAC.

(d)     Further, that Council also writes to and thanks Detective Superintendent Paul Devaney, former Commander Cumberland Police Area Command, and writes to and welcomes incoming Superintendent Andrew Holland as he takes up the role of Commander Cumberland PAC.

 

BACKGROUND

 

1.      Superintendent Julie Boon joined the NSW Police Force in April 1990, and has worked in diverse roles at different Local Area Commands (LACs) and Units, including General Duties, Crash Investigation, and Project Management. She was Police Spokesperson for the Media Unit from 1999 until 2007 and previously served as Acting Superintendent for Mudgee LAC.

 

2.      For the past five years, Supt Boon has proudly served the Parramatta community as the Commander, Parramatta Police Area Command (PAC).

 

3.      Supt Boon carried out her duties as Commander to the highest professional standards and integrity, showing the utmost dedication and devotion to her job, the community and those that serve in the NSW Police Force.

 

4.      She has built faith and confidence within our community, leading a team of officers and support personnel who do their best every single day to make the City of Parramatta a safe place to be.

 

5.      Well-known for her ‘people first’ approach to the community, her leadership has been exemplary, particularly throughout the challenges of the COVID-19 pandemic.

 

6.      Supt Boon has also supported Women in Policing initiatives and programs, including formal and informal mentoring of female officers of various ranks.

 

7.      On behalf of the City of Parramatta, I thank Supt Julie Boon for her service to the people and City of Parramatta, and for her professionalism and commitment.

 

8.      I wish Supt Boon all the best as she takes on a new role in the Transformation and Delivery Office of NSW Police.

 

9.      I also welcome incoming Superintendent Barry Vincent as he takes up the role of Commander Parramatta PAC.

 

10.    I also recognise the service of Detective Superintendent Paul Devaney as former Commander of Cumberland PAC, and welcome Superintendent Andrew Holland as he takes up the role of Commander Cumberland PAC.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to acknowledge the recent NSW Government funding announcement to enhance end-of-life care in NSW, and the work of the Westmead Push for Palliative Care advocacy group.

 

 

Recommendation:

 

(a)     That Council note the 9 June 2022 NSW Government announcement of $743 million to enhance end-of-life care in NSW, which included an announcement of a dedicated palliative care unit at Westmead Hospital.

(b)     Further, that Council writes to and congratulates the Westmead Push for Palliative Care advocacy group, led by Dr Phillip Lee, for their relentless advocacy to see funding returned to Westmead Hospital for a dedicated palliative care unit.

 

BACKGROUND

 

1.      On 9 June 2022, the NSW Government announced a funding commitment of $743 million to enhance end-of-life care in NSW, providing access to quality care and pain management services at the end of their life, with palliative care and specialist health services over the next five years.

 

2.      The funding package includes $93 million for capital investment, to redevelop and refurbish NSW Health facilities, including dedicated care units at Westmead Hospital and Nepean Hospital.

 

3.      The Westmead Push for Palliative Care advocacy group has played a major role in achieving this funding announcement for palliative care at Westmead Hospital and across NSW.

 

4.      Lead by former Western Sydney Local Health District Palliative Care Director, Dr Phillip Lee, with a team of campaigners including Caroline Raunjak, the Westmead Push for Palliative Care campaign has stopped at nothing to see funding returned to Westmead Hospital to deliver a dedicated palliative care unit for people dealing with various stages of cancer.

 

5.      City of Parramatta is a proud supporter of the Westmead Push for Palliative Care campaign, including resolving at the 30 November 2020 Council Meeting to write to the Minister for Health, calling for the re-establishment of a dedicated palliative care ward to ensure the needs of Parramatta and Western Sydney communities and their most complex palliative care patients, are met.

 

6.      On behalf of the City of Parramatta, I congratulate Dr Lee and the Westmead Push for Palliative on their tireless work in achieving this tremendous outcome for Parramatta and Western Sydney.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to recognise the 50th Anniversary of the Rotary Club of Parramatta City.

 

 

Recommendation:

 

(a)     That Council note that 21 June 2022 marks the 50th Anniversary of the Rotary Club of Parramatta City.

(b)     That Council writes to and congratulates the Rotary Club of Parramatta City on this milestone, thanking the Club and its members for their contributions to the City.

(c)     Further, that in recognition of their 50th Anniversary, Council donate $500 to their 50th Anniversary Fundraising Project, Food Ladder, which will provide a food garden at Merriwa Central School in the Upper Hunter Valley.

 

BACKGROUND

 

1.      On 21 June 2022, the Rotary Club of Parramatta City (the Club) will mark their 50th Anniversary.

 

2.      Chartered on 21 June 1972, the Club has been an integral part of the Parramatta community, immersing itself in community initiatives. Through their own fundraising initiatives and projects, to working in partnership with local charities and organisations, the Club and its members have been champions for our City.

 

3.      Their work has included hallmark projects and initiatives including:

a.   Funding for the building extension for Northcott Disability Services in North Parramatta;

b.   Fundraising for the building of the Rotary Wing at The Children’s Hospital at Westmead;

c.   As a proud supporter of the Parramatta Mission and Salvation Army; and

d.   The local Parramatta Police Officer of the Year and Pride of Workmanship recognition programs, celebrating achievement in our local community.

 

4.      The Club has also been proud to sponsor many education programs including funding a number of PhD research scholars through Australian Rotary Health, and short term programs for local youth as well as being involved in long term Rotary International youth exchanges.

 

5.      For over 30 years, the Club has also engaged in the sale of Christmas trees to support their endeavours.

 

6.      As Rotarians, its members are part of a global network of neighbours, friends, colleagues, leaders and problem-solvers who unite and take action to create lasting change – across the globe, and in their local communities, at home and work.

 

7.      The Club is marking its 50th year of service with their Food Ladder Greenhouse project for Merriwa Central School in the Upper Hunter Valley. This project will provide a hydroponic greenhouse with solar power watering system and specialised training to the students and teachers at Merriwa Central School, where the school has a low socio-economic status and an Indigenous student population of 24%.

 

8.      Students will learn how to grow fresh, sustainable food, and benefit from having access to a balanced, nutritional food source, supported by the Food Ladder technicians. The school will also be able to sell or donate surplus foods back into the community, which will support the ongoing maintenance of the greenhouse and provide benefits to the whole Merriwa community.

 

9.      The Club is seeking to raise $25,000 to complete the project, and have currently raised more than $14,000.

 

10.    This Lord Mayor Minute proposes that Council support the 50th Anniversary Fundraising Project through a donation of $500.

 

11.    On behalf of the City of Parramatta, I congratulate the Rotary Club of Parramatta City on their 50th Anniversary and thank them for their continued commitment to service and contributions to the City and its people.

 

 

FINANCIAL IMPLICATION FOR COUNCIL

 

12.    The proposed donation of $500 can be funded from within the existing Lord Mayor and Councillor Support (126000) Donation Budget for 2021/22.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to seek support for a series of donations to local homelessness service providers.

 

 

Recommendation:

 

(a)     That Council donate $1,000 to each of the following local Homelessness Support Service providers as a contribution to their Winter Appeals:

a.   Parramatta Mission

b.   St Vincent de Paul

c.   Jesuit Refugee Service

d.   Street Side Medics (in partnership with Orange Sky Laundry)

e.   Dundas Area Neighbourhood Centre

f.    Christian Community Aid

(b)     That Council writes to each of these providers advising of these donations for the purpose of the purchase and distribution of winter needs to those experiencing homelessness or at risk of homelessness.

(c)     Further, that Council note a donation of $1,000 was made by Council to The Salvation Army’s Western Sydney Red Shield Appeal 2022 following the resolution of 9 May 2022.

 

BACKGROUND

 

1.      Like many communities across Australia, the City of Parramatta is home to an increasing number who are experiencing or are at risk of homelessness.

 

2.      The complexity of homelessness means that working through collaboration and partnerships is essential. Council’s homelessness response is therefore delivered in this context and consists of a mix of practical actions, policy, research and advocacy that aims to:

a.   Contribute to the prevention of homelessness

b.   Support and work with the local homelessness sector to support coordination between services in service delivery and advocacy

c.   Maintain and promote use of public space and assets for the whole community

d.   Champion regional planning and partnerships.

 

3.      City of Parramatta conducted its 12th annual Homelessness Street Count on the night of Monday 21 February into the early hours of Tuesday 22 February 2022. The Street Count was conducted by a team of Council and Department of Communities and Justice (DCJ) staff, and local homelessness experts. The count revealed 39 people experiencing primary homelessness (sleeping rough), and 147 people experiencing secondary homelessness (supported through crisis and temporary housing services). The results show an increase in the number of people sleeping rough from the 2021 Street Count.

 

4.      This Lord Mayor Minute proposes that in light of the results of the recent Homelessness Street Count and Sydney experiencing the coldest start to winter in 30 years, that a series of donations of $1,000 each be made to several local homelessness service providers for the provision of material aid to rough sleepers and those experiencing secondary homelessness across the local government area.

 

5.      The proposed recipients, who Council collaborates and work in partnership with as they deliver support and services to vulnerable community members experiencing or at risk of experiencing homelessness, are:

 

a.   Parramatta Mission

b.   St Vincent de Paul

c.   Jesuit Refugee Service

d.   Street Side Medics (in partnership with Orange Sky Laundry)

e.   Dundas Area Neighbourhood Centre

f.    Christian Community Aid

 

6.      Council should note that a donation of $1,000 was made by Council to The Salvation Army’s Western Sydney Red Shield Appeal 2022 following the Council resolution of 9 May 2022.

 

 

FINANCIAL IMPLICATION FOR COUNCIL

 

7.      The proposed donations of $1,000 to each provider, totaling $6,000, can be funded from within the existing Lord Mayor and Councillor Support (126000) Donation Budget for 2021/22.
