PURPOSE:

 

The purpose of this Lord Mayoral Minute is to note the results of the 2022 Federal Election.

 

Recommendation:

 

(a)     That Council congratulate the new and returning local Federal Members of Parliament whose electorates incorporate parts of the City of Parramatta being:

a.         Dr Andrew Charlton, new Member for Parramatta

b.         Sally Sitou, new Member for Reid

c.         Michelle Rowland, returning Member for Greenway

d.         Alex Hawke, returning Member for Mitchell

e.         Julian Leeser, returning Member for Berowra

f.          New Member for Bennelong still to be confirmed

 

(b)     That the Lord Mayor write to the new and returning local Federal Members of Parliament congratulating them on their success at the recent election.

 

(c)     That Council acknowledge and thank the following former Members of Parliament for their service to the community, being:

a.      Julie Owens, former Member for Parramatta

b.      John Alexander OAM, former Member for Bennelong

c.       Dr Fiona Martin, former Member for Reid

 

(d)     That Council note the count for the seat of Bennelong continues to be too close to call, with Cr Jerome Laxale currently leading the count ahead of Simon Kennedy.

 

(e)     Further, that Council writes to and congratulates The Hon Anthony Albanese MP, who was sworn in as Prime Minister on 23 May 2022.

 

BACKGROUND

 

1.      The 2022 Australia Federal election was held on Saturday, 21 May 2022 to elect members of the 47th Parliament of Australia.

 

2.      As of 12pm, Monday 23 May 2022, the count continues and while no House of Representative seats have formally been declared, seats have been attributed to successful candidates based on a two-candidate preferred count.

 

3.      This Lord Mayor Minute seeks to acknowledge and congratulate the new and returning local Federal Members of Parliament whose electorates incorporate parts of the City of Parramatta Council local government area, being:

a.      Dr Andrew Charlton, new Member for Parramatta

b.      Sally Sitou, new Member for Reid

c.       Michelle Rowland, returning Member for Greenway

d.      Alex Hawke, returning Member for Mitchell

e.      Julian Leeser, returning Member for Berowra

f.       New Member for Bennelong still to be confirmed

 

4.      On behalf of Council, I also acknowledge and thank the following former Members of Parliament for their service to the community, being:

a.      Julie Owens, former Member for Parramatta

b.      John Alexander OAM, former Member for Bennelong

c.       Dr Fiona Martin, former Member for Reid

 

5.      I also recognise Julie Owens dedicated service as the Member for Parramatta for 18 years, since her first election to the House of Representatives in 2004. As Federal Member for Parramatta, Julie was a passionate advocate for small business and employment, refugees, the environment, heritage and the NBN.

 

6.      I also congratulate the Hon Anthony Albanese MP, who was sworn in as Prime Minister of Australia on Monday, 23 May 2022.

 

7.      I look forward to working with all of our new and returning Members of Parliament, and the new Albanese Federal Government, to ensure our City and communities flourish.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to acknowledge Sorry Day and National Reconciliation Week, and to note City of Parramatta’s 2022 WARAMI festival.

 

Recommendation:

 

(a)     That Council acknowledge National Sorry Day on 26 May 2022, National Reconciliation Week on 27 May to 3 June 2022, and NAIDOC Week on 3 to 10 July 2022.

 

(b)     That Council note City of Parramatta’s 2022 WARAMI Festival is taking place from 26 May to 20 July 2022, and includes Council’s National Sorry Day, National Reconciliation Week and NAIDOC Week events and activities, further detailed in the background of this Lord Mayor Minute.

 

(c)     Further, that Council note the 28 March 2022 resolution of Council supporting Constitutional Recognition for Aboriginal and Torres Strait Islander peoples and the key principles of the ‘Uluru Statement from the Heart’, and that the Lord Mayor write to the new Federal Members of Parliament expressing City of Parramatta’s support of this.

 

BACKGROUND

 

1.      2022 marks the third season of City of Parramatta’s WARAMI festival, celebrating and commemorating First Nations culture in Parramatta.

 

2.      The festival runs from 26 May to 20 July 2022, and includes Council’s National Sorry Day, National Reconciliation Week and NAIDOC Week events and activities. It provides an opportunity for City of Parramatta residents and visitors to learn and immerse themselves in the culture and traditions of local Aboriginal and Torres Strait Islander people.

 

3.      This festival supports Council’s Reconciliation Action Plan through “Recognising and supporting Parramatta’s Traditional Owners – the Dharug Peoples”; “Celebrating the culture and unique place of Aboriginal and Torres Strait Islander Peoples in the history and life of Parramatta and Australian Society”; and “Ensuring that the strengths and needs of Aboriginal and Torres Strait Islander communities are reflected in Council strategies”.

 

4.      National Sorry Day, or the National Day of Healing, is an annual event that has been held in Australia on 26 May since 1998.

 

5.      City of Parramatta Council is hosting a free community event this Thursday, 26 May from 10am – 3pm at Old Government House, Parramatta Park. The event will include a morning smoking ceremony with Uncle Chris Tobin and Jannawi Dance Clan, a weaving workshop with Ngumpie Weaving, delicious food and a performance by soul singer Evie J Willie.

 

6.      National Reconciliation Week runs from 27 May to 3 June each year, and is a time for all Australians to learn about our shared histories, cultures and achievements, and to explore how each of us can contribute to achieving reconciliation in Australia. The 2022 Theme is “Be Brave. Make Change” – a challenge to us all to Be Brave and tackle the unfinished business of reconciliation so we can Make Change for all.

 

7.      Council is hosting Yuin Byalla ‘Truth Talking’, a ticketed event on 28 May, 6pm – 8pm, at Riverside Theatres. Attendees will hear from four First Nations experts and community leaders as they talk us through their experiences and share how they make changes every day through their work and communities.

 

8.      NAIDOC Week is held in Australia each year on the first Sunday in July until the following Sunday. This year NAIDOC week falls between 3 to 10 July 2022. The 2022 Theme is “Get Up! Stand Up! Show Up!”.

 

9.      Council is holding a series of events in recognition of NAIDOC Week including NAIDOC Burramatta on Sunday 10 July, Riverside Theatres Movie Sessions on 6, 7 and 9 July, Free Workshops for Kids with Koori Kinnections on 12, 13 and 14 July in local libraries and Free First Nations-led Children’s Art Workshops on 2 and 3 July.

 

10.    NAIDOC Burramatta is a free community event on Sunday 10 July, being held at the Pavilion Flats, Parramatta Park between 10.30am – 5.00pm. It is a family friendly celebration for the whole community with some great performances, children’s workshops, market stalls and a wide range of delicious food on offer. Performers include Budjerah, Kobie Dee, The Merindas and Tilly Tjala Thomas.

 

11.    Residents and visitors can find out more about Council’s WARAMI festival by visiting www.atparramatta.com/warami.

 

12.    At City of Parramatta Council’s Meeting of 28 March 2022, Council resolved:

 

(a)     That Council acknowledges and supports the proposal for a national referendum that formally recognises Aboriginal and Torres Strait Islander peoples in the Australian Constitution and the key principles of the ‘Uluru Statement from the Heart’.

 

(b)     That Council writes to the Prime Minister, the Federal Leader of the Opposition, the Premier of NSW, the Opposition Leader of NSW, local Federal and State MPs, the President of Local Government NSW, the President of the Australian Local Government Association, the Deerubbin Local Aboriginal Land Council, Metropolitan Local Aboriginal Land Council, Gandangarra Local Aboriginal Land Council and local Dharug organisations to express City of Parramatta Council’s support for Constitutional recognition for Aboriginal and Torres Strait Islander peoples and the key principles of the ‘Uluru Statement from the Heart’.

 

(c)     Further, that Council notes work underway to develop a First Nations Strategy to replace Council’s former Reconciliation Action Plan and that a workshop on this topic will be held in April.

 

FINANCIAL IMPLICATION FOR COUNCIL

 

13.    There are no new financial implications for Council as a result of this Lord Mayor Minute.

 

14.    The 2022 WARAMI program has a budget of $150,000 which is within the FY22 City Events and Festivals Operational Budget.

PURPOSE:

 

The purpose of this Lord Mayoral Minute is to note the Platinum Jubilee of Her Majesty Queen Elizabeth II, and note Council’s application for funding under the Federal Government’s Planting Trees for The Queen’s Jubilee program.

 

 

Recommendation:

 

(a)     That Council note that in 2022, Her Majesty Queen Elizabeth II will celebrate a Platinum Jubilee after 70 years of service.

 

(b)     Further, that Council note City of Parramatta has applied for funding as part of the Federal Government’s Planting Trees for The Queen’s Jubilee program, with the outcome of this application currently pending.

 

BACKGROUND

 

1.      This year, Her Majesty Queen Elizabeth II will become the first British Monarch to celebrate a Platinum Jubilee, after 70 years of service.

 

2.      Australia will join other Commonwealth countries to mark this significant occasion, with the central celebration period being held between 2-5 June 2022.

 

3.      Throughout the year there will be many events, activities and programs celebrating The Queen’s Platinum Jubilee in Australia and across the Commonwealth.

 

4.      This includes the Federal Government’s Planting Trees for The Queen’s Jubilee program (the program), which will run for 3 years across 2021-22 to 2023-24. The program will provide up to $15.1 million of grant funding to eligible groups and organisations for community-based tree planting events.

 

5.      The objective of the program is to mark the significant occasion of Her Majesty’s Jubilee through community tree planting events across Australia. The program also intends to:

a.      Increase community awareness and celebration of Her Majesty’s Jubilee

b.      Create a legacy of tree plantings across the nation

c.       Increase and/or enhance the area of tree canopy.

6.      In consultation with their community, local Federal Members of Parliament identified potential applicants and projects in their electorate and invited them to apply for a grant prior to 11 April 2022.

 

7.      City of Parramatta Council (Council), through the former Federal Member for Parramatta, Ms Julie Owens, submitted a proposal for planting at Upjohn Park Rydalmere as part of the program.

 

8.      This project proposal includes the planting of 15 advanced eucalypt trees along both sides of existing pathways and the installation of a commemorative plaque.

 

9.      This project will assist in increasing tree canopy and provide shade for park users.

 

10.    Council is awaiting the outcome of its funding application.

During discussion on the motion moved by Councillor Esber, Councillor Garrard asked the following question:

 

How will we meet the amended low emissions reduction target, which is being changed from 60% to 70% emissions reduction by 2038?

 

Group Manager, City Strategy Response

 

As this aspirational target included in the draft Community Strategic Plan refers to community-wide emissions per capita, it is not one that is delivered solely by Council. For this reason, it is not possibly to quantify all actions, initiatives, and their costs that could be delivered by Council or the community over the entire period to 2038. However, the Environmental Sustainability Strategy currently includes the goal of 60% reduction by 2038 (based on 2015 level) and the Progress Report on the Strategy, which is due to be reporting to Council in the next quarter, will include several actions completed by Council to support meeting this target. In addition, Council has an influence on community emission reduction through planning instruments, advocacy, and partnerships.

Further questions were raised by Councillor Noack from the responses provided to the Questions Taken on Notice from the Council Meeting of 26 April 2022:

 

Can Council officers please provide more detail on the status of the following matters:

a.      Traffic lights at the intersection of Bennelong Parkway and Hill Road;

b.      Roundabout and street crossing at the corner of Hill Road and Burroway Road.

 

Executive Director, City Planning & Design Response

 

Updates on both of these projects are provided to each Parramatta Traffic Committee (PTC) meeting and subsequently to Council via the minutes of the PTC. An update on both these projects was provided to Cllr Noack at a meeting held on 13 May 2022 with the Executive Director City Planning and Design. In summary, the status is:

 

1.      Traffic lights at the intersection of Bennelong Parkway and Hill Road – Council is currently obtaining approvals from TfNSW and Ausgrid. It is anticipated that this process would be complete by the end of June 2022 subject to TfNSW and Ausgrid requirements.

 

2.      Roundabout and street crossing at the corner of Hill Road and Burroway Road – The developer responsible for this traffic treatment is currently preparing designs for the works in Hill Road.  The roundabout at Burroway Road involves pavement, catchment and lighting aspects in addition to the civil and traffic design.  Further stages of the development will require the intersection works to be undertaken prior to the Council issuing an Occupation Certificate to the developer.
