That Council recognise the end of the 2022 Ramadan and the Eid celebrations across the City of Parramatta in May 2022.

2. The Holy month of Ramadan which began on Saturday 2 April 2022 and observed until Sunday 1 May 2022 and the Eid celebrations are a very special time for Parramatta’s Muslim community.
3. The Lord Mayor and Councillors were pleased to join with the community in recognising this special time and attended a number of Iftar dinners, including as guests of the Parramatta Mosque, the Gallipoli Turkish Cultural Foundation, the GWS Giants and the Lions Club of Sydney South.
4. The Lord Mayor and Councillors also shared Ramadan messages through digital channels and social media, including messages in The Middle East Times, The World Observer and the Parra News.
FINANCIAL AND RESOURCE IMPLICATIONS
5. There are no financial implications for Council associated with the proposed Notice of Motion.

(b) Further, that Council install a sign on Footbridge Boulevard, Wentworth Point identifying the bridge spanning Homebush Bay as Bennelong Bridge.

1. Council has adopted Brand Guidelines governing City of Parramatta Council’s visual identity, including place-based signage. The intent of place-based signage is to “…deliver the right information at the right time in the user journey”: Signage - City of Parramatta Brand Guidelines (nsw.gov.au)
2. For item (a) of this Notice of Motion, Council’s Hill Road Master Plan references ‘gateway’ signage for the intersection of Hill Road and Bennelong Parkway. The intended design is planned to be a bespoke design that considers scale, maintenance requirements, traffic sight lines, and other site constraints. The intent of this ‘gateway’ sign is to provide Hill Road and Wentworth Point with an identity and sense of place. The design will also consider relevant materials, suburb history, and context. Based on place based ‘gateway’ signage installed pre-COVID, the cost for Wentworth point ‘gateway’ signage would be in the order of $10,000. Quotations would need to be sourced to confirm post‑COVID costs.
3. For Item (b) of this Notice of Motion, it is noted that Bennelong Bridge and Footbridge Boulevard are not Council assets. Private landowners’ consent and subsequent Council endorsement of public expenditure on private land would be required for the installation of a Council-funded ‘Bennelong Bridge’ sign on Footbridge Boulevard. Depending on the size and scope of ‘Bennelong Bridge’ signage envisaged by this Notice of Motion, this signage may be able to be delivered via Council’s Sign Shop team or - for a more significant signage outcome - at a cost anticipated to be in the order of $3-$4K based on place-based ‘location’ signage installed pre-COVID. Quotations would need to be sourced to confirm post-COVID costs.
4. Council officers note that investigation of traffic sight-lines, identifying and addressing ongoing maintenance costs, determining the likelihood of landowners consent and resolving design will need to be completed prior to sourcing and installing any signage.
FINANCIAL AND RESOURCE IMPLICATIONS
5. No capital funding source for signage or ongoing operational budget for maintenance was identified with this Notice of Motion. If Councillors support this Notice of Motion, staff recommend the funding be allocated from the Rosehill Ward Initiatives Budget for both items (a) and (b) which currently has $103K remaining in FY21/22 budget.

During discussion on the motion moved by Councillor Esber, Councillor Garrard asked the following question:
How will we meet the amended low emissions reduction target, which is being changed from 60% to 70% emissions reduction by 2038?

As this aspirational target included in the draft Community Strategic Plan refers to community-wide emissions per capita, it is not one that is delivered solely by Council. For this reason, it is not possibly to quantify all actions, initiatives, and their costs that could be delivered by Council or the community over the entire period to 2038. However, the Environmental Sustainability Strategy currently includes the goal of 60% reduction by 2038 (based on 2015 level) and the Progress Report on the Strategy, which is due to be reporting to Council in the next quarter, will include several actions completed by Council to support meeting this target. In addition, Council has an influence on community emission reduction through planning instruments, advocacy, and partnerships.

Can Council officers please provide more detail on the status of the following matters:
a. Traffic lights at the intersection of Bennelong Parkway and Hill Road;
b. Roundabout and street crossing at the corner of Hill Road and Burroway Road.

1. Traffic lights at the intersection of Bennelong Parkway and Hill Road – Council is currently obtaining approvals from TfNSW and Ausgrid. It is anticipated that this process would be complete by the end of June 2022 subject to TfNSW and Ausgrid requirements.
2. Roundabout and street crossing at the corner of Hill Road and Burroway Road – The developer responsible for this traffic treatment is currently preparing designs for the works in Hill Road. The roundabout at Burroway Road involves pavement, catchment and lighting aspects in addition to the civil and traffic design. Further stages of the development will require the intersection works to be undertaken prior to the Council issuing an Occupation Certificate to the developer.
