PURPOSE:

 

The purpose of this Lord Mayor Minute is to note the request received from the Australian Navy for the HMAS Parramatta IV to exercise their right to conduct a Freedom of Entry March in September 2022, and seek a report for the consideration of Council’s response to this request.

 

Recommendation:

 

(a)     That Council note the formal request received from the Commanding Officer of the HMAS Parramatta IV for the ships company to exercise their right to conduct a Freedom of Entry Parade on Friday, 9 September 2022.

 

(b)     Further, that a staff report be prepared for Council’s consideration of this request, and that this report include resourcing and budget implications should Freedom of Entry be granted.

 

BACKGROUND

 

1.      City of Parramatta Council (Council) has received a formal request from Commander David Murphy, Royal Australian Navy (RAN), Commanding Officer of the HMAS Parramatta IV, for the ships company to exercise their right to a Freedom of Entry Parade into the City of Parramatta on Friday, 9 September 2022.

 

2.      The Freedom of Entry tradition dates back to 1660, allowing military units the right to parade through city streets on special occasions, with swords drawn, bayonets fixed, drums beating, bands playing and Ensign flying.

 

3.      It has been three years since the company of the HMAS Parramatta IV last paraded through the City of Parramatta, which took place on Saturday, 8 October 2019.

 

4.      Council has enjoyed a special relationship, developed over time, with the crew of the four HMAS Parramatta ships.

 

5.      It commenced with the HMAS Parramatta I, the first ship in the Royal Australian Navy, commissioned in 1910. This relationship is the longest ongoing relationship nationally between a ship and its namesake.

 

6.      The ships company of the HMAS Parramatta IV continue the proud tradition of service, contributing to national and global security, carrying on the legacy of the HMAS Parramatta’s I, II and III.

 

7.      The RAN has proposed a Freedom of Entry Parade to take place in 2022 to continue the close relationship between the Ships’ Company and our City. It has also been made now as the HMAS Parramatta IV is due to transit to Western Australia later this year to commence a major upgrade that will see the ship absent from the eastern seaboard for approximately two years.

 

8.      This Lord Mayor Minute seeks a staff report for Council’s consideration of this request.

 

FINANCIAL IMPLICATION FOR COUNCIL

 

9.      The report back to Council should detail any resourcing and budget implications should Council grant the request for Freedom of Entry.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to note National Volunteer Week, 16 – 22 May 2022, and to recognise the ongoing contributions of community groups, organisations and volunteers to the City of Parramatta.

 

Recommendation:

 

(a)     That Council note National Volunteer Week is taking place from 16 – 22 May 2022, with the theme ‘Better Together’.

 

(b)     Further, that Council thanks all those who volunteer in the City of Parramatta for their tremendous efforts and selfless service, making our City a better place.

 

BACKGROUND

 

1.      National Volunteer Week (NVW) is Australia’s largest annual celebration of volunteering and will be held on 16 – 22 May 2022.

 

2.      The theme for National Volunteer Week 2022 is Better Together.

 

3.      Volunteering brings people together; it builds communities and creates a better society for everyone.

 

4.      National Volunteer Week is a chance for all of us to celebrate and recognise the vital work of volunteers and to say thank you.

 

5.      The City of Parramatta is extremely fortunate to have so many committed community members who give freely of their time and energy to help others.

 

6.      From charities, disability services, animal welfare and emergency services to local sporting associations and environmental groups, many of our City’s community activities are only made possible through the unwavering support and dedication of volunteers.

 

7.      Council is also fortunate to have an amazing contingent of volunteers who work across Council’s many services, including our Meals on Wheels, Community Care, Over 55’s Leisure and Learning, Library and Bushcare services.

 

8.      Without their efforts, many of these critical community services would not be possible.

 

9.      I note that since the onset of the global pandemic, volunteer numbers have reduced nationally, with Volunteering Australia data showing that during the height of the pandemic, two out of three volunteers (65.9%) stopped volunteering, equating to an estimated loss of 12.2 million hours per week.

 

10.    I encourage new and former volunteers to step forward once more, as together they make huge contributions to Australia’s social and economic well-being, and are needed now more than ever to ensure stability and recovery in the wake of COVID-19.

 

11.    On behalf of the City of Parramatta, I thank all of our City’s volunteers for their efforts, and for making Parramatta a more inclusive, welcoming place.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to respond to the call for expressions of interest in a shared scheme electric scooter trial issued by Transport for NSW on 28 April 2022.

 

Recommendation:

 

(a)     That Council note that the NSW State Government has announced a planned trial of shared electric scooters and has invited councils to express interest in participating in a trial.

 

(b)     That Council note that an expression of interest in the trial only commits Council consider its participation in the trial.

 

(c)     Further, that Council writes to the Deputy Secretary, Cities and Active Transport at Transport for NSW expressing its interest in the trial and nominate Jennifer Concato, Executive Director City Planning & Design and/or their delegate as Council’s representatives to attend a briefing offered on 13 May 2022.

 

BACKGROUND

 

1.      Currently, electric powered scooters (e-scooters) cannot legally be used on public roads or paths in NSW.  In recent years, all other Australian states and territories have either allowed e-scooters outright or conducted trials of privately owned but publicly available e-scooters (shared e-scooters).

 

2.      Consumer interest in e-scooters is growing as private e-scooters are sold online and by independent and major retailers in NSW.

 

3.      Shared e-scooter providers have advocated for bringing this service to NSW.

 

4.      On 28 April 2022, the NSW Minister for Active Transport announced a trial of shared e-scooters in NSW to commence in July 2022 and to run for 12 months.  Councils are invited to express interest in the trial by 11 May 2022.

 

5.      Shared e-scooter schemes are provided by private companies in the public domain.  Members of the public can access and pay for scooters with an application on a mobile phone.  Key benefits are increased mobility and access to goods and services.  Key concerns include safe operation of the devices, including speed and orderly parking. 

 

6.      TfNSW has not set the operating conditions or service parameters for the trial.  It is expected this will be covered at a briefing for interested councils scheduled for 13 May 2022.

 

7.      Submitting an expression of interest will not bind Council to participation in the trial.

 

8.      This Lord Mayor Minute proposes a letter be sent by 11 May 2022, to the Deputy Secretary, Cities and Active Transport of Transport for NSW expressing Council’s interest in participating in the trial.

 

9.      Following this expression of interest, Council will work with relevant stakeholders to consider whether and how a trial of shared e-scooters would benefit the LGA.  Any decision to participate in the trial should be reported to Council for its consideration.

 

FINANCIAL IMPLICATION FOR COUNCIL

 

10.    There are no new financial implications for Council as a result of this Lord Mayor Minute.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to advocate to the relevant Ministers and local Member of Parliament regarding the need for the urgent delivery of Peninsula Park, Wentworth Point.

 

Recommendation:

 

(a)     That Council note the existing resolutions of Council regarding advocacy for the delivery of Peninsula Park, Wentworth Point.

 

(b)     Further, that Council write to the NSW Minister for Transport, NSW Minister for Planning and local State Member of Parliament, seeking an urgent meeting to discuss the delivery of Peninsula Park, Wentworth Point, including provision of the timeline for delivery by the NSW Government.

 

BACKGROUND

 

1.      At amalgamation, City of Parramatta Council (Council) inherited a 30 June 2014 Agreement between the (then) NSW Department of Planning and Environment, Landcom and the former Auburn City Council where “To cater for the urban community’s demand for open space, UrbanGrowth NSW will design and construct a 3.9 hectare peninsula park.”

 

2.      Council recognises the substantial population growth at Wentworth Point, identified in Council’s current ‘Community Strategic Plan 2018-2038’ as one of our City’s “Major Precincts” and in Council’s ‘Community Infrastructure Strategy’ (CIS) as a “High-Growth Precinct”.

 

3.      In relation to Wentworth Point, Council’s CIS states that “Green open space and recreation facilities are severely limited under current planning schemes and there is limited public access to the foreshore in places.” The CIS also states that “Community infrastructure, particularly open space, should be provided as a priority in Wentworth Point in advance of further growth.” The future Peninsula Park will play a critical role in enhancing foreshore access, and addressing the need for additional public open space to support active and passive recreation.

 

4.      Since 2016, Council has continued to advocate to and work with the NSW Government to provide advice and support to progress the Peninsula Park project. This includes City Planning and Design officers keeping in regular contact with APP (Landcom Contractor) to collate comments from the various internal Council teams to progress designs and the development application. The Place Management team has also maintained regular contact with Transport for NSW and Landcom in an attempt to progress a delivery agreement.

 

5.      Council has also resolved, on numerous occasions, to advocate to the NSW Government for the urgent delivery of Peninsula Park. Most recently, this includes:

 

i.    Resolution of 28 March 2022 in response to a Notion of Motion from Cr Paul Noack where Council resolved (in part) to “advocate to Transport for NSW (as landowner) and Landcom (as developer) for the commencement of work in the Peninsula Park to occur promptly”.

 

ii.   Resolution of 24 August 2020 in response to a Notice of Motion from Cr Dr Patricia Prociv where Council resolved:

(a)     That the delivery of the Peninsula Park Wentworth Point, a key piece of infrastructure required to service the existing and future active and passive recreation needs of the people of Wentworth Point, be recognised and listed as a high priority for the City of Parramatta.

(b)     That Council write to the State Government agencies and Ministers responsible for the delivery of Peninsula Park seeking immediate assurances that funds have been allocated and are available for forthcoming and final construction stages of Peninsula Park.

(c)     That Council seek a schedule of works and completion date for Peninsula Park.

(d)     Further, that a report be provided to Council on how to lobby the State Government to achieve the completion of Peninsula Park.

 

iii.  Resolution of 7 December 2020 in response to a Notice of Motion from Cr Dr Patricia Prociv where Council resolved That the Lord Mayor and CEO write joint letters to the Minister for Transport, Minister for Planning and Minister for Education seeking an urgent meeting to advocate for the construction of the Peninsula Park and to secure assurances that this park will not be absorbed into the site of any future school.”

 

6.      However, to date Council has not been provided with a timeline for delivery of the park by the NSW Government.

 

7.      This Lord Mayor Minute seeks an urgent meeting with the relevant Ministers, being the Minister for Transport and the Minister for Planning, and the local Member of Parliament, to advocate for the urgent delivery of Peninsula Park, Wentworth Point, including provision of the timeline for delivery by the NSW Government.

 

FINANCIAL IMPLICATION FOR COUNCIL

 

8.      There are no new financial implications for Council as a result of this Lord Mayor Minute. The letter to be drafted and sent pursuant to this Lord Mayor Minute will be progress through Council’s normal course of business.

 

9.      It is noted that Pursuant to the 2014 Agreement, there are no costs attributable to Council for the planning or embellishment of the future Peninsula Park. However, once the park is delivered in complete form, Council will be responsible for ongoing operational maintenance and cleansing.

PURPOSE:

 

The purpose of this Lord Mayor Minute is to note the launch of The Salvation Army’s Western Sydney Red Shield Appeal 2022 and seek support for a donation to the appeal.

 

Recommendation:

 

(a)     That Council note the official launch of The Salvation Army’s 2022 Western Sydney Red Shield Appeal took place on Friday, 6 May 2022.

 

(b)     Further, that Council donate $1,000 to the 2022 Western Sydney Red Shield Appeal.

 

BACKGROUND

 

1.      On Friday, 6 May, The Salvation Army launched the Western Sydney Red Shield Appeal at the ParkRoyal Parramatta.

 

2.      The Red Shield Appeal is The Salvation Army’s signature fundraising drive each year which helps fund their vast network of social and community services.

 

3.      This year The Salvation Army is targeting to raise $36 million Australia-wide to ensure services and programs addressing issues such as family and domestic violence, homelessness, addiction, financial hardship, disaster relief, and community support can continue to serve the most marginalised and disadvantaged members of our community.

 

4.      Locally, The Salvation Army hopes to raise $100,000 through the Western Sydney Red Shield Appeal.

 

5.      By supporting the Western Sydney Red Shield Appeal, Council will be contributing to the work of The Salvation Army to help thousands of people find their way out of crisis and a way back into a full and happy life.

 

6.      This Lord Mayor Minute seeks Council’s support for a donation of $1,000 to the Western Sydney Red Shield Appeal. A donation of $1,000 can give someone a new start in life by helping them gain a workplace qualification and enter the workforce by paying the tuition fees. 

 

FINANCIAL IMPLICATION FOR COUNCIL

 

7.      The proposed donation of $1,000 can be funded from the existing Lord Mayor and Councillor Support Donations Budget 2021/22.

MOTION

That Council:

 

1.    Note the Minister for the Department of Planning (DPE) announced on Thursday 7th April 2020 that the Parramatta CBD Planning Proposal (CBD PP) would be finalised by the end of the month however, as of 28th April, the Council were yet to receive confirmation of its finalisation;

 

2.    Approve the Lord Mayor writing the Minister and the Secretary of DPE as a matter of urgency requesting that the CBD PP be finalised immediately without amendment;

 

3.   Immediately be provided with the following documentation: 

a.   the final CBD PP and covering correspondence submitted to DPE;

b.   all relevant correspondence to the Minister and the Secretary relating to the finalisation of the CBD PP.

 

BACKGROUND

 

1.      This matter is extremely urgent give the significant delay in finalisation of the CBD PP and the Minister’s commitment to have the matter finalised by 30th April 2020.

2.      It is imperative that the CBD PP approved by the Minister is the same as that which was approved by Council, given that the Council has spent 8 years, committed significant resources and worked collaboratively with all stakeholders, including DPE, to achieve the planning and city outcomes envisaged in the CBD PP.
