MINUTES OF THE Special Meeting of Parramatta City Council HELD IN THE Council Chamber, CIVIC PLACE, PARRAMATTA ON Wednesday,  28 September 2011 AT 6.48 pm

 

PRESENT

 

The Lord Mayor, Councillor J Chedid, in the Chair and Councillors P B Barber, A Bide, G J Elmore, P Esber (retired 7.53pm), J D Finn, P J Garrard, A Issa, OAM MP (retired 7.27pm), M A Lack, C X Lim, S D Lloyd, P K Maitra, M D McDermott (Deputy Lord Mayor), L E Wearne and A A Wilson.

 

 

ACKNOWLEDGEMENT TO TRADITIONAL LAND OWNERS

 

The Lord Mayor, Councillor J Chedid acknowledged the Burramattagal Clan of The Darug, the traditional land owners of Parramatta and paid respect to the elders both past and present.

 

 

FOUNDATION ACKNOWLEDGEMENT

 

The Lord Mayor also acknowledged the colonial heritage of Parramatta and recognised the contribution of the early settlers in laying the foundations of this great and historic city.

 

 

DECLARATIONS OF INTEREST

 

There were no declarations of interest at this Special Council Meeting.

SUBJECT          Election of Lord Mayor and Deputy Lord Mayor for ensuing 12 Month Term

Election of Lord Mayor

The CEO advised that he had received 2 nominations for Lord Mayor and sought advice as to whether any further nominations were to be submitted.

There being no further nominations, the CEO advised that the nominations he had received for Lord Mayor, in alphabetical order, were:-

 

(1)     Councillor M A Lack

 

(2)     Councillor L E Wearne.

 

The CEO then advised that as a ballot was required, Council needed to determine the method of election.

That the method of voting for election of Lord Mayor and Deputy Lord Mayor proceed by open ballot in accordance with the provisions of Schedule 7 of the Local Government (General) Regulations 2005.

 

An open ballot (show of hands) was then held for the election of Lord Mayor and the following votes were recorded:-

 

Councillor M A Lack – 6 votes -  (Councillors Barber, Elmore, Esber, Finn, Lack and Maitra).     

                                                

Councillor L E Wearne – 9 votes – (Councillors Bide, Chedid, Garrard, Issa, Lim, Lloyd, McDermott, Wearne and Wilson).     

 

The CEO then declared Councillor Lorraine Wearne duly elected as Lord Mayor for the next 12 months.

 

NOTE:       At this time, the newly elected Lord Mayor, Councillor L E Wearne, assumed the chair.

 

 

Election of Deputy Lord Mayor

The CEO advised that he had received 2 nominations for Deputy Lord Mayor and sought advice as to whether any further nominations were to be submitted.

There being no further nominations, the CEO advised that the nominations he had received for Deputy Lord Mayor, in alphabetical order, were:-

 

(1)     Councillor G J Elmore

 

(2)     Councillor A A Wilson.

 

The CEO then advised that voting would proceed in accordance with the earlier resolution (Minute No. 12697 refers) by open ballot.

 

An open ballot (show of hands) was held and the following votes were recorded:-

 

Councillor G Elmore – 6 votes - (Councillors Barber, Elmore, Esber, Finn, Lack and Maitra).     

                                                

Councillor A A Wilson – 9 votes – (Councillors Bide, Chedid, Garrard, Issa, Lim, Lloyd, McDermott, Wearne and Wilson).     

 

The CEO then declared Councillor Andrew Wilson duly elected as Deputy Lord Mayor for the next 12 months.

 

 

Note

1.      Councillor A Issa OAM MP retired from the meeting at 7.27pm           following the elections.

2.      Councillor A A Wilson left the meeting at 7.50pm and returned           at 8.03pm during consideration of this matter.

3.      Councillor P B Barber left the meeting at 7.52pm and returned           at 7.53pm during consideration of this matter.

4.      Councillor P Esber retired from the meeting at 7.53pm           following the elections.

 

 

 

The meeting terminated at 8.21 pm.
