MINUTES OF THE SPECIAL Meeting of Parramatta City Council HELD IN THE Council Chambers, CIVIC PLACE, PARRAMATTA ON Monday, 29 September 2008 AT 6:45 pm

The Lord Mayor, Councillor P B Barber in the Chair and Councillors A Bide, J Chedid, G J Elmore, P Esber (Deputy Lord Mayor), J D Finn, P J Garrard, A Issa, OAM, M A Lack, C X Lim, S D Lloyd, P K Maitra, M D McDermott, L E Wearne and A A Wilson.

 

 

ACKNOWLEDGEMENT TO TRADITIONAL LAND OWNERS

 

The Lord Mayor, Councillor P B Barber acknowledged the Barramatugal Clan of The Darug, the traditional land owners of Parramatta and paid respect to the elders both past and present.

 

 

DECLARATIONS OF INTEREST

 

There were no declarations of interest at this Special Council Meeting.

 

 

COMMENTS BY LORD MAYOR

 

Prior to handing the meeting over to the Chief Executive Officer (CEO) to conduct the Election of the Lord Mayor and Deputy Lord Mayor, the Lord Mayor, Councillor P B Barber recognised and welcomed the new Councillors to the Chamber being Councillors A Bide, G J Elmore, M A Lack, S D Lloyd, P K Maitra and M D McDermott. 

 

The Lord Mayor, Councillor P B Barber then handed the meeting over to the CEO, as Returning Officer, to conduct the election for Lord Mayor and Deputy Lord Mayor.

Election of Lord Mayor

 

The CEO indicated that he had received 2 nominations for Lord Mayor and sought advice as to whether any further nominations were to be submitted.

 

There being no further nominations, the CEO advised that the nominations he had received for Lord Mayor, in alphabetical order, were:-

 

(1)     Councillor P B Barber and

 

(2)     Councillor A Issa OAM.

 

The CEO then advised that as a ballot was required, Council needed to determine the method of election.

 

RESOLVED       (Barber/Wilson)

 

That the method of voting for election of Lord Mayor and Deputy Lord Mayor proceed by open ballot in accordance with the provisions of the Local Government (Elections) Regulations 1998.

 

 

An open ballot was held for the election of Lord Mayor and the following votes were recorded:-

 

Councillor P B Barber         -                    6 votes

 

Councillor A Issa OAM        -                    9 votes

 

The CEO then declared Councillor A Issa OAM duly elected as Lord Mayor for the next 12 months.

 

Election of Deputy Lord Mayor

 

The Lord Mayor, Councillor A Issa, OAM assumed the chair, then handed the meeting over to the CEO to conduct the election for the Deputy Lord Mayor.

 

The CEO indicated that he had received 2 nominations for Deputy Lord Mayor and sought advice as to whether any further nominations were to be submitted.

 

There being no further nominations, the CEO advised that the nominations he had received for Deputy Lord Mayor, in alphabetical order, were:-

 

1       Councillor P Esber and

 

2       Councillor P J Garrard.

 

The CEO then advised that voting would proceed in accordance with the earlier resolution (Minute No 10192 refers).

 

A open ballot was held and the following votes were recorded:-

 

Councillor P Esber               -                    6 votes

 

Councillor P J Garrard         -                    9 votes.

 

The CEO then declared Councillor P J Garrard duly elected as the Deputy Lord Mayor for the next 12 months.

 

RESOLVED      (Wilson/Garrard)

(a)       That the Director-General of the Department of Local Government and Secretary of the Local Government and Shire Associations be advised of the result of the election.

(b)       Further, that surrounding Councils be advised of the result of the election.

 

  

 

 

 

The meeting terminated at 7.30 pm.
