Further Information Regarding Item 11.1 of Council Meeting of 28 July 2008.  Adshel Street Furniture Contract – Advertising Panels

 

 

The above named item was initially considered and resolved at the Council meeting of 28 July 2008, and subsequently rescinded.  The purpose of this memo is to provide further information and clarification to Councillors and to correct an error which appeared in the report.

 

The first area of clarification relates to the number of panels available for free advertising as there appears to be some concern that we are not making full use of the entitlement under the contract.  As stated in the report, the contract allows for up to 2.5% of advertising panels to be made available for use by Council or other public or community service organisations. There are currently 406 bus shelter advertising panels throughout the LGA, therefore the 10 panels referred to in the recommendation represents the maximum entitlement of 2.5% of panels.

 

At the meeting of 28 July 2008, I was asked whether the free panels could also be made available to other organisations beyond those in ‘Council’s arts program’ referred to in the original Council resolution of 10 June 2008.

 

The relevant contract clause states;

 

4A.14 (a) Adshel shall, at all times (including the Olympic Period), provide free space for advertisements on Adshel Street Furniture by Council and other public or community service organisations. This space shall represent a maximum of 2.5% of the total number of advertising panels under the Agreement. Council may determine whether an organisation is a public or community service organisation.

 

In relation to the above clause, as Council may determine whether an organisation is a public or community service organisation under the current contract, it may be useful to consider Council’s previously adopted criteria used in the determination of fee exemptions for the use of Public Halls and Community Centres to provide guidance for this decision.  These criteria are:


 

i.          The applicant is based within the City of Parramatta and/or principally serves Parramatta residents and is one of the following;

 

(a)       Registered charity

(b)       Seniors group

(c)        Youth organisation

(d)       ATSI organisation

(e)       Women’s group

(f)         Disability Support group

 

Or

 

ii          The applicant can demonstrate that use of the facility will provide social, community, cultural, medical, artistic, educational or heritage benefit,

 

Clause 4 of Item 11.1 of the 28 July 2008 Council Report proposed:

 

“…..to trial an arrangement whereby four panels are centralised with the Marketing and Communications Unit; two panels permanently for use by the Artist Studio and two for the Riverside Theatres.”

 

The maximum number of ten panels was not fully utilised under this proposal.

 

Further discussion within Council has determined to trial an arrangement whereby five panels are centralised with the Marketing and Communications Unit; two panels permanently for use by the Artists Studios and three for the Riverside Theatres.
